RESOLUTION NO. 96-65 -CC
WHEREAS, the Board of County Commissioners find that increasing violence
in the United States, State of Washington and Grant County causes great concern for
the immediate health, safety and welfare of officials, personnel and visitors to
courthouses; and
WHEREAS, in response to the ever increasing violence making its way into
courthouses, Supreme Court Chief Justice Barbara Durham convened a courthouse
security summit in 1995, to explore ways to ensure the safety of officials, courthouse
personnel and visitors conducting business in the courthouse; and
WHEREAS, the Board of Commissioners believe Grant County would benefit
from a courthouse security committee which would seek to develop and maintain
security standards in order to provide adequate security to officials, courthouse
personnel and visitors conducting business in the courthouse, without unduly
diminishing access to courthouse operations;
WHEREAS, the Board of Commissioners desire to create a Grant County
Security Committee to review issues and recommend policies and procedures
surroundinLT courthouse security: and
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners
of Grant County that there is hereby established a Grant County Courthouse Security
RES. ESTABLISHING THE GRANT COUNTY
COURTHOUSE SECURITY COMMITTEE - 1
Committee (Committee). Said Committee shall consist of the following members:
1. Chair of Board of Commissioners;
2. Grant County Sheriff;
3. Superior Court Judge;
4. District Court Judge;
5. Administrator of Juvenile Court Services;
6. Grant County Prosecutor;
7. Plant Supervisor;
8. County Clerk;
9. President of the Grant County Bar Association;
10. Designee of the Board of County Commissioners (District
No. 1);
11. Designee of the Board of County Commissioners (District
No. 2);
12. Designee of the Board of County Commissioners (District No. 3);
and
13. The Grant County Assessor.
Any of the aforementioned Committee members may designate in writing that an
alternate representative attend Committee meetings in their place, except for the
positions appointed by the Board of Commissioners; and
BE IT FURTHER RESOLVED, that the Committee will research, coordinate,
plan, and respond to requested directions from the Board of Commissioners as an
advisory committee to the Board of Commissioners regarding courthouse security
concerns within Grant County; and
BE IT FURTHER RESOLVED, that the administrative structure of the
Committee shall be as follows:
1. All meetings of the Committee shall be covered by the latest
edition of Roberts Rules of Order;
2. A Quorum shall consist of fifty percent (50%) of the filled
positions on the Committee; and
3. The Sheriff shall chair the first meeting of the Committee.
The Committee shall organize and elect a Chair at the first
meeting scheduled after selection of the complete Committee
and after the Board of Commissioners have been advised of
the selections. The Chair shall call for periodic meetings
of the Grant County Courthouse Security Committee in
order to develop a plan, in accordance with the standards
promulgated by the 1995 Courthouse Security Task Force
convened by Chief Justice Durham, and as set forth
herein, to be submitted to the Board of Commissioners; and
4. The Chair shall not have a vote except to break ties; and
BE IT FURTHER RESOLVED, that the Committee will develop policy
recommendations to the Board of Commissioners based on defined security needs to
ensure the safety of officials, courthouse personnel and visitors conducting business
in the courthouse; and

BE IT FURTHER RESOLVED, that the Committee will develop a plan with
appropriate standards, to recommend to the Board of Commissioners to provide a safe
and secure courthouse environment for the public, employees and officials, including
without limitation the following areas:
1. security policy and procedures manual;
2. persons subject to screening;
3. courthouse security officers;
4. weapons in courthouse facilities;
5. movement of prisoners;
6. duress alarms for judges and court, and court related
personnel;
7. closed-circuit video surveillance;
8. restricted access to court offices and other related offices;
9. after-hours security;
10. structural design of courthouse; and
11. incident reporting; and
BE IT FURTHER RESOLVED, that in order to satisfy its charge as set forth
herein, the Committee shall:
1. Survey existing Grant County facilities (all rooms or
buildings in which Grant County offices or courts conduct
business) to identify security equipment now in place; and
2. Identify existing programs, procedures and measures
which affect the security of Grant County officials,
personnel and members of the public using Grant County
facilities; and
3. Identify security concerns to member of the public using
Grant County facilities, jurors, witnesses, officials and
Grant County personnel; and
4. Propose to the Board of Commissioners, Judges, the
Sheriff and/or other authorities or officials such programs,
equipment, procedures and measures as the Committee
finds appropriate to address identified security concerns.

ADOPTED by the Board of County Commissioners of Grant County,
