HomeMy WebLinkAboutMinutes - BOCCCOMMISSIONERS' PROCEEDINGS Week of May 28,1996 The Grant County Commissioners session was called to order at 9:00 a.m. by Chairman Tim Snead. All of the Commissioners were in attendance with the Clerk of the Board. The Commissioners read and approved the minutes of the preceding session as written. The Commissioners signed the Concert Management Agreement with MCA Concerts Northwest. The Commissioners were notified that W. Andrew Bechyne resigned his position as Grounds Keeper at the Fair Grounds effective May 31,1996. The Commissioners received an amended summons and complaint from Angela D. Selves. The matter was referred to the Prosecuting Attorney for handling. The Commissioners approved the Request for Transfer of Funds in the amount of $6,510, and $2,359 by the Juvenile Department. The Commissioners approved the Request for Transfer of Funds in the amount of $11,642 by the Emergency Services Department. The Commissioners approved the request by the Sheriff for out of State travel for David Ponozzo to attend a Methamphetamine Awareness Training course in Beaverton, Oregon. The Commissioners approved the request to increase the Mental Health Home Care Aide position salary to $6.00 per hour. A motion was made by Commissioner Fancher, seconded by Commissioner Allison that Resolution Number 96 -66 -CC proclaiming May as Mental Health Month in Grant County be passed. The motion carried. A motion was made by Commissioner Allison, seconded by Commissioner Fancher that Resolution Number 96 -67 -CC denying the zone change from Agriculture to Suburban -Agriculture in a portion of Section 10, Township 19 N., Range 27 East, W.M. requested by William and Darel Ann Haase be passed. The motion carried. A motion was made by Commissioner Fancher, seconded by Commissioner Allison that Resolution Number 96 -68 -CC setting a Public Hearing for June 17,1996 at 1:30 p.m. relating to the facts requiring an appropriation and expenditure of funds for the Emergency Services Fund #102, Department #144 in the amount of $5,956 be passed. The motion carried. The Commissioners met with the Public Works Department regarding Contract Execution-Office/Shop Complex, 1996 Bridge Report, Six Year Program, Bid Authorization -1996 Auctioneering Services. The Commissioners signed the Agreement with Levernier Construction, Inc. for the construction of the Public Works Complex. The Commissioners signed an Authorization to Call for Bids for 1996 Auctioneering Services, with the Bid Opening to be held June 25,1996 at 10:00 a.m. The Commissioners received the 1996 Bridge Report from the Public Works Director. The Commissioners held a Public Hearing regarding the Preliminary Plat request by Arthur and Janet Berg. A motion was made by Commissioner Allison, seconded by Commissioner Fancher to recognize the letter received from the Bergs withdrawing their Plat revision application for Cross B. Estates. The motion carried. The Commissioners held a Public Meeting regarding the request by Pacific Northwest Sugar Company for a text amendment to the Agriculture Zone Ordinance to allow sugar plant accessory uses as a permitted use in the Agriculture Zone. A motion was made by Commissioner Fancher, seconded by Commissioner Allison to uphold the Planning Commission recommendation to approve the amendment to the Agriculture Zone specific to Sugar Plants and findings of fact to include the following: 1. The request is in compliance with the Grant County Comprehensive Plan 2. The request is consistent with the Agriculture Zone Ordinance 3. A SEPA Mitigated Determination of Non -Significance was issued and became final on May 1,1996 subject to appeal. The non -project action request has been determined to have no potential adverse impact to the environment 4. Subsequent project development would be subject to all applicable local, state and federal laws and regulations. The motion carried. The Commissioners signed the Public Works Claims Fund Voucher Approval #5-1 through #5-2 in the total amount of $18,816.79. The Commissioners signed the Public Works Payroll Journal for the month of May in the total amount of $244,149.35. As of this date the Board by a majority vote does approve for payment those vouchers included in the list filed in the Auditors Office 5/28/96 in the total amount of $675,823.21. The Commissioners signed a letter supporting a proposed bill which would do away with the Growth Management Hearing Boards in Washington State.
