Week of July 1,1996
The Grant County Commissioners session was called to order at 9:00 a.m. by
Chairman Tim Snead. Commissioner Allison and Commissioner Snead were in
attendance with the Clerk of the Board. Commissioner Fancher was out of town.
The Commissioners read and approved the minutes of the preceding session as
written.
The Commissioners approved the starting salary of the following employees in the
Sheriffs Department:
Colleen R. Juergens, effective June 24,1996 at $1622.40
Steven J. Martinez, effective June 24,1996 at $1622.40.
Ramon Lopez, effective June 24,1996 at $1622.40
Betty A. Harsh, effective June 24,1996 at $1622.40
Jonathan L. McDowell, effective June 24,1996 at $1,622.40
A motion was made by Commissioner Allison, seconded by Commissioner Snead
that Resolution Number 96 -82 -CC in the matter of denying an amendment to the
comprehensive plan of Grant County changing the zoning from Residential -2 to
Suburban -2 in a portion of Section 09, Township 19 North, Range 28 East, W.M. The
motion carried.
A motion was made by Commissioner Allison, seconded by Commissioner Snead
that Resolution Number 96 -83 -CC relating to the transfer o funds within the 1996 budget
of the Law and Justice Fund #121, Department #163 in the total amount of $2,500 be
passed. The motion carried.
A motion was made by Commissioner Allison, seconded by Commissioner Snead
that Resolution Number 96 -84 -CC in the matter of renaming certain County Roads be
passed. The motion carried.
A Public Meeting was held, and a motion was made by Commissioner Allison,
seconded by Commissioner Snead to uphold the Planning Commission approval of the
zone change requested by Mr. & Mrs. C. Matheson from Agriculture to Suburban -
Agriculture on 13.18 acres at the intersection of the abandoned Northern Pacific Railroad
right-of-way and County Road 9 NE near the intersection of County Roads 9 and K.5 NE,
based on the findings of fact that the proposal is consistent with the zoning in the
surrounding area. The motion carried.
A Public Meeting was held, and a motion was made by Commissioner Allison,
seconded by Commissioner Snead to set the Preliminary Plat application to create a 29
lot subdivision from a 167 acre parcel of land requested by Charles F. Martin for a Public
Hearing on July 22,1996 at 1:30 p.m. The motion carried.
A motion was made by Commissioner Allison, seconded by Commissioner Snead
that Resolution Number 96 -85 -CC in the matter of approving a request by Charles and
Lenora Anabel to amend the Planned Unit Development for the Quincy Valley Golf
Course to allow the placement of modular homes on Recreational Vehicle Lots be
passed. The motion carried.
A motion was made by Commissioner Allison, seconded by Commissioner Snead
that Resolution Number 96 -86 -CC in the matter of denying the zone change from
Suburban Agriculture to Suburban -3 in a portion of Section 24, Township 19 North,
Range 27 East, W.M., Grant County, Washington requested by Reza Firouzi. The motion
carried.
As there was no further business to come before the Board the session was
continued until July 2,1996.
July 2,1996
The session was continued at 9:00 a.m. with Commissioner Snead and
Commissioner Allison in attendance with the Clerk of the Board.
The Commissioners met with the Public Works Director regarding CRP
Resolutions -Grape Drive & Space St., Karl Road, Bridge Timber Purchase Request, 'P'
NW -Bridge Supply Problems, RAP Project Selections.
The Commissioners received certification that 'M' SE, Bridge #230 and Bridge
#238 were built in accordance with the plans and specifications, and that all materials
incorporated into the projects met contract specifications.
The Commissioners approved the recommendations of the Surplus Auction
Committee and awarded the bid for Auctioneering Services to Northwest Auction
Company at 7.23% of Gross Sales.
A motion was made by Commissioner Allison, seconded by Commissioner Snead
that Resolution Number 96 -87 -CC in the matter of initiating County Road Project
designated as CRP No. 96-20, No. Grape Drive & Space St. be passed. The motion
carried.
A motion was made by Commissioner Allison, seconded by Commissioner Snead
that Resolution Number 96 -88 -CC in the matter of initiating County Road Project
designated as CRP No. 96-21, Karl Road be passed. The motion carried.
The Commissioners were notified that the Grant County Fair Board of Directors
wished to hire LaDell Yada as the Fair Manager effective July 1,1996 at a one half time
position.
The Commissioners were notified that the Grant County Fair Association voted to
recommend the appointment of Cathy Dayton and Vern Cummings to the Board of
Directors for the Fair.
The Commissioners approved the request by the Grant County Mental Health
Director to hire 3 new positions, one additional Mental Health School Counselor position
in Moses Lake, one additional Case Manager position in the Grand Coulee area, and
one Mental Health Middle School Counselor in the Grand Coulee Dam School District.
The Commissioners received a signed copy of Addendum to Letter of Agreement
with the Department of Corrections.
The Commissioners received the Deed to property purchased from Terriann Gates
for expansion at the Grant County Youth Center.
The Commissioners signed the Payroll Warrants List #78983 through #79478 for
the month of June,1996.
As of this date the Board by a majority vote does approve for payment those
vouchers included in the list filed in the Auditors Office 6/28/96 in the total amount of
$148,037.86.
As of this date the Board by a majority vote does approve for payment those
vouchers included in the list filed in the Auditors Office 7/1/96 in the total amount of
$149,379.29.
As there was no further business to come before the Board the session was
adjourned until July 8,1996.
