Week of July 15,1996
The Grant County Commissioners session was called to order at
9:00 a.m. by Chairman Tim Snead. All of the Commissioners were in
attendance.
The Commissioners read and approved the minutes of the
preceding session as written.
The Commissioners approved the salary increase of Deputy Joe
Kriete of the Sheriff's Office to Step Level II, which is $2,636
per month.
The Commissioners approved the salary increase of Deputy
Collin Hyer of the Sheriff's Office to Step Level II, which is
$2,636 per month.
The Commissioners approved the salary increase of Tammy
Wiersma of the Prosecuting Attorney's Office to Legal Secretary II
effective July 1,1996,
The Commissioners approved the salary increase of Cathy Neils
of the Prosecuting Attorney's Office to Legal Secretary effective
June 1,1996.
The Commissioners received a signed copy of the 1996
Interlocal Agreement for provision of DUI Victim/Survivors' Panel
Services between Okanogan and Grant County.
The Commissioners received a Notice of Claim for damages from
Christine Hill. The matter was referred to the Prosecuting
Attorney for handling.
The, Commissioners received a Summons and Complaint from Donna
R. Ricks. The matter was referred to the Prosecuting Attorney for
handling.
The Commissioners signed a letter in support of the use of the
local government financial test to demonstrate financial
responsibility for taking corrective action and/ or compensating
third parties for bodily injury and property damage caused by
sudden accidental releases and/or nonsudden accidental releases in
the amount of at least $500,000 per occurrence and $1,000,000
annual aggregate arising from operating underground storage tanks.
The Commissioners notified the City of Moses Lake of Cessation
of Road Maintenance of certain city streets.
The Commissioners received a signed copy of the 1996 Grant
County Public Works Contract Amendment for Wages and Medical.
The Commissioners held a Public Meeting regarding a request
for a plat alteration to combine two lots into one single lot be
James B. Gregg of Lots 11 and 22, Division II, Marine View Heights
in Section 18, Township 17 N., Range 28 E.W.M. A motion was made
by Commissioner Fancher, seconded by Commissioner Allison to uphold
the Planning Commission recommendation to approve the plat
alteration with the condition that combining these two lots does
not violate the existing restrictive covenants. The motion
carried.
The Commissioners held a Public Meeting regarding a request
for a plat alteration to combine two lots into one single lot by
Jimmy and Audrey Reavis of Lots 10 and 21, Division II, Marine View
Heights in Section 18,Township 17N., Range 28 E.W.M. A motion was
made by Commissioner Fancher, seconded by Commissioner Allison to
uphold the Planning Commission recommendation to approve the Plat
Alteration with the condition that combining these two lots does
not violate the existing restrictive covenants. The motion
carried.
The Commissioners held a continuation of Public Hearing on the
Kriete/Hasper zone change request. A motion was made by
Commissioner Fancher, seconded by Commissioner Allison to grant the
zone change from Agriculture to Suburban -Agriculture on 75+ acres
near Naylor Junction, with Staff to prepare findings of fact. The
motion carried.
As there was no further business to come before the Board the
session was continued until July 16, 1996.
July 16,1996
The session was continued at 9:00 a.m. with all of the
Commissioners in attendance with the Clerk of the Board.
The Commissioners met with the Public Works Director regarding
a 10:00 a.m. meeting with Verlyn Cole, letter -City of Moses Lake,
Letter -Financial Statement(Underground Tanks), Notice of Hearing -
Surplus Property, Administrative Increases, Road Vacation Request,
11:00 a.m. meeting with Larry Angell.
The Commissioners signed the Public Works Claims Fund Voucher
Approval #6-1 through #6-195 in the total amount of $2,399,180.45.
The Commissioners approved the salary increases and hourly
rates of supervisory persons in the Public Works Department retro-
active to January 1,1996.

The Commissioners awarded the Bid for 'P' NW, Bridge #336 and
Bridge #337 to North Central Construction, Inc. in the amount of
$453,069.05.
The Commissioners notified the Department of Social and Health
Services that they would be willing to allow the use of $5,000 of
the bilingual secretary/aide salary as an in-kind match for federal
funds to use in support of the Food Stamp Nutrition Education
Project in Grant/Adams area.
The Commissioners received a signed copy of the 1996 Grant
County Deputies Contract amendment for Wages and Medical.
A motion was made by Commissioner Fancher, seconded by
Commissioner Allison that Resolution Number 96 -92 -CC in the matter
of setting a Public Hearing for August 13,1996 at 10:30 a.m.
regarding a County wide surplus equipment and merchandise auction
sale be passed. The motion carried.
A motion was made by Commissioner Fancher, seconded by
Commissioner Snead that Resolution Number 96 -93 -CC reversing the
decision of Resolution Number 96 -25 -CC and approving the amendment
of the zoning map of Grant County on the application of Heartly
Investments LLC be passed. The motion carried.
A motion was made by Commissioner Allison, seconded by
Commissioner Fancher that Resolution Number 96 -94 -CC in the matter
of approving the zone change from Agriculture to Suburban -
Agriculture in a portion of Section 7, Township 20 North, Range 26
East, W.M. requested by Donald Kriete and Beverly Hasper be passed.
The motion carried.
A motion was made by Commissioner Allison, seconded by
Commissioner Fancher that Resolution Number 96 -95 -CC in the matter
of approving the Plat Alteration of Lots 11, and 22, Division II
Marine View Heights, in a portion of Section 18, Township 17 North,
Range 28 E.W.M. requested by James B. Gregg be passed. The motion
carried.
A motion was made by Commissioner Fancher, seconded by
Commissioner Allison that Resolution Number 96 -96 -CC in the matter
of approving the Plat Alteration of Lots 10, and 21, Division II,
Marine View Heights, in a portion of Section 18, Township 17 North,
Range 28 E.W.M. requested by Jim and Audrey Reavis be passed. The
motion carried.
A motion was made by Commissioner Allison, seconded by
Commissioner Fancher that Resolution Number 96 -97 -CC in the matter
of changing the zoning from Agriculture to Public Facilities
District in a portion of Section 30, Township 17 N., Range 30
E.W.M., requested by Grant County Fire District #5 be passed. The
motion carried.

The Commissioners approved the salary increase of Roy Hancock
of the Juvenile Department from a relief position to a half-time
position in a Security/Maintenance capacity in the detention
facility.
The Commissioners approved the salary of Kelly Harwood of the
Prosecuting Attorney's Office at $6.00 per hour effective July
17 , 1996 .
The commissioners approved the salary increase of Terri Yeager
of the Prosecuting Attorney's Office to a Legal Secretary IV.
A Public Hearing was held and a motion was made by
Commissioner Fancher, seconded by Commissioner Allison that
Resolution Number 96 -98 -CC authorizing an appropriation and
expenditure of funds for the Veteran's Assistance Fund #104,
Department #146 in the amount of $2,000 be passed. The motion
carried.
The Commissioners held a Public Hearing regarding the Family
Policy Network of Grant County.
As of this date the Board by a majority vote does approve for
payment those vouchers included in the list filed in the Auditors
Office 7/09/96 in the total amount of $2,453.01.
As of this date the Board by a majority vote does approve for
payment those vouchers included in the list filed in the Auditors
Office 7/15/96 in the total amount of $285,906.74.
As there was no further business to come before the Board the
session was adjourned until July 22,1996.
