GRANT COUNTY BOARD OF COIVIMISSIONERS

� The Grant County Commissioners session began at 9:00 a.m. with all Commissioners in attendance.
9:00 a.m,—9;20 a.m. ASC Update and Misc BOCC Action
' A motion was made by Commissioner Stevens, seconded by Commissioner Taylor,to approve items 2, 3,
and 5 through 7 on the agenda as presented, Item 4 was not ready for signature. The motion passed
unanimously.
1. Possible vouchers for insurance, legal services,grant administration, etc.
2. Working Agreement by and between Grant County, Sheriff's Office Support Staff, and Teamsters
' Local Union No. 760 Teamsters, Food Processing Employees, Public Employees,Warehousemen
and Helpers. The term of the agreement is January 1, 2016 through December 31, 2018.

3. General Depository Agreement, U.S. Department of Housing and Urban Development(HUD),
OMB No, 2577-0075, Expiration of 10/31/17, between the Housing Authority of Grant County
(HAGC) and Grant County,Washington. This authorizes Grant County to continue serving as a
depository for the HAGC's HUD funds in a separate, interest bearing account, etc. Term expires
October 31, 2017. (Approved)
i4. Anticipating('Note—final wording of this contract may vary upon completion]: Fairgrounds
� Rodeo Bleacher Replacement Contract between Grant County and Pacific Engineering& Design,
PLLC with scope of work options as delineated in the County's Request for Qualifications on the
project. Term is from date of final signature to project completion. (Item not ready for
signature)
5. Washington State Department of Social & Health Services (DSHS) Agreement No. 1763-88828,
County Program Agreement, Working Advance Long-Term Payable,with Grant County, by and
through its Grant Integrated Services department. Term is July 1, 2017 through June 30, 2018,
in a dollar amount yet to be de�Cermined. (Approved)
6. Swank Motion Pictures, Inc., Public Performance Licensing Agreement for Correctional
Institutions, between Grant County, by and through its Youth Services department, and Swank
Motion Pictures, Inc. Term is March 1, 2017 through February 28, 2018 with a term fee of
$391.05. (Approved)
7. Washington State Department of Social & Health Services (DSHS) Agreement No. 1563-42476,
County Program Agreement Amendment, Prevention Services, with Grant County, by and
through its Grant Integrated Services department. The amendment modifies the term of the
start date and adds$5,000 to the Prevention contract. (Approved)

Items discussed were: Desert Aire RV's; Frenchman Hills Barn; Associate Planner Replacement;
and Comprehensive Plan Amendments Kick-Off.

Pursuant to RCW 42.30.110(1)(f) Commissioner Carter called an Executive Session to order at
11:01 a.m. to go until 11:06 a.m. to receive and evaluate complaints or charges brought against
a public officer or employee. In attendance were Commissioners Carter,Stevens and Swartz,
Suzi Fode, New Hope Director; and Kirk Eslinger, Human Resources Director. Commissioner
Carter closed the session at 11:06 a.m.

MISCELLANEOUS ITEMS
The Commissipners approved the Grant County payroll authorization for the April 28, 2017 payrolls.
As of this date,the Board, by a majority vote, does approve for payment those vouchers certified by the
auditing officer as required by RCW 42.24.080, and those expense reimbursement claims certified by the
auditing officer as required by RCW 42,24.090, in the amount of$496,053.06, as recorded on a listing
and made available to the Board.
Commissioner Richard Stevens was authorized to sign the Health District Voucher listing in the amount
of$45,204.37.
The Chair of the Board was authorized to sign the Marlin Hutterian Brethren/Wilbur Security(Wilbur
Security Company S.P) File# P 17-0146 (preliminary P 17-0054) Final Plat Submission and Review.
