The Grant County Commissioners session began at 8:30 a.m, with all Commissioners in attendance.
8:30 a.m,—9:00 a.m. Elected Official Monday Morning Meeting
9:00 a.m.—9:20 a.m. J Strickler,ASC Update and Misc BOCC Action
A motion was made by Commissioner Stevens, seconded by Commissioner Taylor,to approve items 2
through 5 and item 8 on the agenda as presented. Items 6 and 7 were not ready for signature. The
motion passed unanimously.
1. Possible vouchers for insurance, legal services,grant administration, etc.
2. Professional Services Agreement for Legal Representation of Indigent Individuals in Grant
County District Court for Appeals between Grant County and Karen S. Lindholdt. Term is March
20, 2017 through December 31, 2018. (Approved)
3. Reimbursement Request (A-19)for contract work performed by Grant County, by and through
Grant Integrated Services, during February of 2017 on Washington State Department of
Corrections contract in the amount of$686,25. (Approved)
4. Contract for Invasive Plan Survey and Control for Grant County Facilities and Maintenance
Department, Project No, NWCBGC-17-01;the agreement is between the Noxious Weed Control
Board of Grant County and Grant County, by and through its department of Facilities &
Maintenance. Term is March 15, 2017 through December 31, 2017. (Approved)
5. Update to Grant County,Washington Policy No. 200, General Standards for Emp/oyees.
Effective date is March 22, 2017. (Approved)

Bill Riley came in today to discuss the an article in the Capital Press and the Supreme Couri:'s
decision in the Watcom County vs, Hirst which placed new restrictions on the drilling of
domestic wells.

As of this date, the Board, by a majority vote, does approve for payment those vouchers certified by the

auditing officer as required by RCW 42.24.090, in the amount of$549,611.14, as recorded on a listing
and made available to the Board.

SHERIFF'S OFFICE—EMERGENCY MANAGEMENT DIVISION
4. Proclamation proclaiming there was an emergency due to the impacts suffered from the Severe
Winter Storm occurring between January 20—February 20, 2017 throughout Grant County and
authorizes Emergency Management to continue to request disaster assistance for the County,
Cities, and public agencies from the Governor. (Approved)

6, Budget extension request in the amount of$43,940.00 to cover the upfront costs associated
with upgrades to their recently purchased 6-vehicles from Public Works. Funding would come
from Current Expense/General Fund. (Approved,the public hearing was scheduled for April 3,

GRANT INTEGRATED SERVICES
7. Budget extension request in the amount of$1,274,974.00 to receive funding from the North
Central Washington Behavioral Health (NCWBH)to fund the WISe program for treatment of
children with emotional and behavioral disorder and their families. (Approved,the public
hearing was scheduled for April 3,2017 at 11:30 a.m.)

8, Budget extension request in the amount o�F$185,000.00 to receive funding from the North
Central Washington Behavioral Health (NCWBH)to fund their Mobile Outreach Team to
enhance their current services by providing county outreach services during evenings and
weekend. (Approved,the public hearing was scheduled for April 3,2017 at 11:30 a.m.)
AUDITOR'S OFFICE—ACCOUNTING DEPARTMENT
9. Budget extension request in the amount of$137,307.00 for the County Current Expense—
Operating Transfers Fund (001.142)for the Central Services Department due to an error when
budgeting the 2017 budget.This amount was budgeted in the wrong account. (Approved,the
public hearing was scheduled for April 3,2017 at 11:30 a.m.)
CENTRAL SERVICES
10. Budget extension request in the amount of$3,465.69 to pay retainage to Joe's Excavation for a
Juvenile Court and Youth Services parking lot project completed in 2016. The retainage release
form was just received in 2017 and the amount was not carried over. (Approved,the public
hearing was scheduled for April 3,2017 at 11:30 a.m.)

11. Recommendation to appoint John James to the Fair Advisory Committee for a 3 year term from
