RANGE 27 E., W.M., GRANT COUNTY, WASHINGTON. RESOLUTION NO. 97— 5—CC RESOLUTION DENYING A PRELIMINARY PLAT OF SIX LOTS Ron and Dena Taylor WHEREAS, the Board of County Co*�+mi��ioners of Grant County have been advised by the Grant County Planning Commission that a public hearing wa� conducted on November 6, 1996 on the matter of approving a Preliminary Plat in a portion of the North Half of the Southeast Quarter and the North Half of the Southeast Quarter of the Southeast Quarter of Section 12, Township 19 North, Range 27 East, W.M., Grant County, Washington. WHEREAS, the Grant County Planning Commissnon made no recommendation to approve or deny the Preliminary Plat due to the lack of a quorum vmite. WHEREAS, the Grant County Board of County Commissioners after proper notification as defined in RCW 58.17.090 held public hearings on December 9, 1996 and December 23, 1996 on this Preliminary Plat Pmposal. Conclusions: WI�REAS, the Board of Couniy Commissioners have concluded that the proposed subdivision does not conform to the General purpose of the CompreIlnensive Plan which "is to set guidelines and criteria fos the preserva6on of the agricultural land of Grant County, its recreational and scenic potential, the totat environment and the health and welfazs of its citizens". WHEREAS, the Board of County Commiccioners have heard testimony from several residents in the area., and from Gerald James of the Lakeview Water District that there has been a significant drap in the water tahle over the years and that a Lakeview Water.District well in the vicinity of this proposal was contaminated with coliform bacteria. WHEREAS, the Board of County Commissioners have concluded that the proposed subdivision may affect the quantity and quality of potable water in the area. WHEREAS, the Board of County Commissioners �ave concluded that the pmposed subdivision is not in the best interest of the residents of Grant County. F'inclings: WHEREAS, the Board of County Commissioners ]have found th'at We pmgosed subdivision is currently productive irrigated farmland located in the Columbia Basin Project. WHEREAS, the Board of County Commissioners fleave found that the proposed subdivision does not conform to the General purpose of the Comprehensive Plan and public use and interest will apparently not be served by this proposal. NOW, THEREFORE, BE TT RESOLVED, that the Boatd of County Commiccioners for Grant County, Washington deny by this Resolution, an six lot subdivision for the following descnbed property. Farm Unit 71, Irrigation Block 7�, Columbia Basin Project, and Lot 15 and a portion of Lot 16, Gran� Orcharc3�, all in the Southwest Quarter of Sectia� 29, Township 22 North, Range 27 East, Willamette Mericiian, Grant County, Washington.
