RESOLUTION IN THE MATTER OF RESOLUTION 1010. 16- ��� -CC
ESTABLISHING THE EFFECTIVE DATE
OF SALARIES AND BENEFITS FOR NON-
UNION AND NON-ASSOCIATION
PERSONNEL.
WHEREAS, the Board of County Commissioners is continuing to evaluate and analyze its 2017
projected budgetary revenues and expenditures in order to address whether or not to provide any
salary and/or benefit changes for all non-union and non-association personnel potentially
commencing the 1 St day o�January, 2017; and
WHEREAS, the Board's evaluation and analysis of 2017 projected budgetary revenues
and expenditures for purposes of potentially providing any salary and/or benefit changes for all
non-union and non-association personnel is progressing, it is apparent that the evaluation and
analysis will not be concluded until after January 1, 2017 and may not be concluded until mid-
year; and
WHEREAS, the Board wishes to expressly reserve the right to implement its conclusion ;
of the evaluation and analysis of 2017 projected budgetary revenues and expenditures for �
purposes of potentially providing any salary and/or benefit changes for all non-union and non-
association personnel with an effective date of January l, 2017; and
WHEREAS, the Board deems it in the best interests of the Employer and all non-union
and non-association personnel to indicate that the results of the Board's evaluation and analysis
of 2016 projected budgetary revenues and expenditures for purposes of potentially providing any
salary and/or benefit changes for such employees may be implemented with an effective date of
January 1, 2017 as determined by the Board; now, therefore,
BE IT HEREBY RESOLVED by the Board of County Commissioners that tha
following be and hereby is adopted:
1. That the Board's evaluation and analysis of 2017 projected budgetary revenues and
expenditures for purposes of potentially providing any salary and/or benefit changes
for all non-union and non-association personnel ma�not be concluded until up to
mid-year of 2017; and,
2. That the Board expressly reserves the right to implement the Board's conclusions for
purposes of potentially providing any salary and/or benefit changes for all non-union
and non-association personnel effective beginning the lst day of January, 2017, even
though the Board's evaluation and analysis may not be concluded until mid-year of
2017 or later.

3. That the current salaries and benefits provided for 2017 to non-union and non-
association personnel for worlc performed between the progress of the Board during
2017 on its continuing evaluation and analysis of the 2017 projected budgetary
revenues and expenditures for purposes of potentially providing any salary and/or
benefit changes and the conclusion of such evaluation and analysis are not to be
considered nor construed to be full compensation for the work performed unless the
Board concludes there shall be no changes in 2017 salaries and benefits as determinad
by the Board; and,
BE IT FURTHER RESOLVED that this Resolution shall be effective January 1,
2017.
