The Grant County Commissioners session began at 8:30 a.m. with Commissioners Swartz and Stevens in
attendance, Commissioner Carter was out and excused.

Items discussed were: Corrections Mediation (12/14);Association Mediation (12/21); PERC
127886-M-16-Corrections Mediation:o9/za;PERC 127-990; PERC 127991; PERC 127988; PERC
127989 -Association Mediation (cH,oc,Pw,YS�:Unscheduled;Financial Family Positions; and
Authorization to Payroll from Human Resources.
10:30 a.m.—10:45 a.m. Citizen Public Comment Period
Gary Garnant came in today to give an update on the Hanford Advisory Board. He thanked the
BOCC for re-appointing him to this Board. He stated the process to remove the waste is very
complex and will take many years to complete. The Board thanked Mr. Garnant for his service.

11:30 a.m.—12:00 p.m. J Nelson, DA Davidson,Approval of Resolution for Grant County Limited
Tax General Obligation Refunding Bond/Multi Agency Communications
Center
The Commissioners held an Open Public Meeting to adopt Resolution No. 16-207-CC providing '
for the issuance and sale of Sales Tax/Limited Tax General Obligation Refunding Bond of the '
County in the aggregate amount of not to exceed $6,625,000.00 for the purpose of refunding j
certain outstanding bonds; providing the date,form, and repayment terms of said bond and for '
the annual levy of taxes to pay the principal of and interest on the bond; approving the sale of �
such bond, and rescinding Resolution No. 16-075-CC. i

A motion was made by Commissioner Stevens,seconded by Commissioner Swartz,to adopt !
Resolution No. 16-207-CC as attached and rescinding Resolution No. 16-075-CC. The motion �
passed with 2 Commissioners in attendance. �

' A motion was made by Commissioner Stevens, seconded by Commissioner Swartz,to approve item 10
on the agenda as presented, Items 2 through 9 were not ready for signature.The motion passed with 2
Commissioners in attendance,
1. Possible vouchers for insurance, legal services,grant administration, etc.
2, Anticippting: 2017 Animal Shelter Contract between Grant County and Grant County Animal
Outreach, Inc, Term is January 1, 2017 to December 31, 2017. (Not ready for signature)
3. Anticipating: 2017-2019 Davis Shows NW, Inc. Agreement with Grant County for the provision
of shows, amusement rides,games and concessions during the Grant County Fair. Term is from
date of final signature through September 30, 2019 (for August Fairs in 2017, 2018, and 2019).

4. Anticipating: Interlocal Agreement Between Grant Transit Authority and Grant County
Regarding Emergency Services for legal framework and establishment of procedures and
conditions for mal<ing limited GTA owned vehicles and GTA operators available to the Grant
County Sheriff's Office Emergency Management Division. (Not ready for signature)
5, Anficipating: Grant County Juvenile and Youth Services Snow Removal Service Contract,
between Grant County, by and between Grant County Juvenile and Youth Services, and Kevin
Judkins, of I<J's Lawn Care and Maintenance. Term is from date of final signature to November
15, 2017. (Not ready for signature)
6. Anticipating: Appointment and Oath of Office for Special Deputy Prosecuting Attorney between
Garth Dano, elected Prosecuting Attorney, and Leslie Nellermoe of Nellermoe Wrenn, PLLC for
legal guidance and assistance, supervision and consultation, including advice,with respect to the
Grant County Public Works Department and environmental and Landfill matters,and the
provision of legal opinions regarding such matters as may be appropriate to the County, as
directed by the Prosecuting Attorney's Office. Term is January 1, 2017 through December 31,
2019. (Not ready for signature)
7. Anticipating: Appointment and Oath of Office for Special Deputy Prosecuting Attorney between
Garth Dano, elected Prosecuting Attorney, and Jerry Moberg of Moberg&Associates for legal
guidance and assistance, supervision and consultation, including advice, with respect to Grant
County's Department of Public Defense, and the provision of legal opinions regarding such
matters as may be appropriate to the County,that cannot be processed through the Prosecuting
Attorney's Office and as directed by the Board of County Commissioners. Term is January 1,
2017 through December 31, 2019. (Not ready for signature)
8. Anticipating: 2017 Marketing/Development Contract between Grant County, by and through
the Grant County Tourism Commission, and Burke Marketing& Promotion.

10. County Program Agreement Amendment, Prevention Services, Amendment No. 03 to
Washington State Department of Social and Health Services (DSHS)Agreement No, 1563-42476.
The amendment serves to increase the maximum consideration from $180,674 to $213,500 and
