WHEREAS, The Growth Manageme�t Act, Chapter 36.i0A RCW {hereinafter GMA)
requires Grartt Caunty to designate interim urban growth areas; and
WHEREAS, The citi�s and towns and Grant County have participat�d in the
development t�f County wide Pianning Policies; and,
WHEREAS, The GMA requires that al! ci#ies within ti�e county be inciuded within an
urban growth area; tha# urban grawth be located first in areas already characterized by
urban grovv�h that have su�cient existing pubiic services and facilities to serve the
developmeni, and second, in areas already characterized by urban growth that will be
served by a combination of existing and proposed services and faci(ities; and,
WHEREAS, The Cities of Har�line, Marlinl Krupp, and Wilson Creek have proposed
interim urban growth areas for the Cities of Hartfine, Marlinl Krupp, and Vili(son Creek
an the basis o# the foliowing criteria which in�lude:
9) The Fina1 Adopted Policies of the Grant County Planned Growth Cammittee
5-6-93.
2) The Draft Comprehensive Pians for the Ciiies c�f Hartline, Marlinl Krupp, and
Wiison Creek �nclude goals with respe�f to land use, housing, economic
devefopment, open-space and recreation, transportation, ufiilities, and capital
faci[ities.
3} Data and infarmation de�ap�d �� Cities of HartiineT MarliN Krupp, and
Wilsan Creek and the anaiysis of such daia and information by the Cities of
Harti�ne, Mar[int Krupp, and Vililsori Creek Gitizens Advisory Committees for the
develapment of the Ci�ies af Har�line, Marlinl Krupp, and V1/ilson Creek
Comprehensive Pians including papulatian and land capacity analysis �nd
�nancing sirategies.
4} The Cities of Hartline, Marlinl Krupp, and Wilsan Creek.have received input from
the Gomprehensive Pian Citizens Advisary Commlttees, Planning Commissions,
and held public hearings.

A. Existing commerciaf and residential developments bordering the
corporate limits of the Cities.
B. Estimated population growth of the Cities.
C. The capacity of the cities for expanding urban governmental services as
defined in RCW 36.70A. 030 (16).
D. Availability of land suitable for development in the cities or the areas
adjacent to the Cities.
E. Anticipated growth and development over a 20 year period of time.
NOW, THEREFORE, BE IT RESOLVED: That the IUGA proposals by the Cities of
Hartline, Marlin/ Krupp, and Wilson Creek is established by the Board of County
Commissioners as identified in Exhibit A, Exhibit B, and Exhibit C, with the following
stipulations:
Stipulations:
The final urban growth areas shall be proposed by the Cities of Hartline, Marlin/
Krupp, and Wilson Creek and designated in compliance with the Growth
Management Act, The County Wide Planning Policies, The Washington State
Environmental Policy Act, and all applicable federal, state, and local regulations,
rulings or requirements.
2. The final urban growth areas shall be proposed by the Cities of Hartline, Marlin/
Krupp, and Wilson Creek and designated in conformance, as required by the
Growth Management Act, with revised population projeetions for Grant County
as prepared by the Washington State Office of Financial Management. Final
Urban Growth Areas shafl include areas and densities sufficient to permit urban
growth that is projected to occur in Grant County within the next 20 years based
upon official population projections for Grant County.
3. The final urban growth areas proposed by the Cities of Hartline, Marlin/ Krupp,
and Wilson Creek shall take into consideration SEPA Prethreshold Decision
Scoping Review Comments and additional comments submitted by persons,
agencies with jurisdiction, the Washington State Department of Ecology,
affected Indian Tribes, and each focal agency or political subdivision whose
public services would be changed as a result of implementation of the IUGA
proposals.
4. Each Interim Urban Growth Area shall be considered as a long term urban
growth area boundary providing capacity in keeping with the Cities of Hartline,
Marlin/ Krupp, and Wilson Creek's plans and projections for population growth
and development in the agricultural, residential, commercial, industrial, and
public sectors of the community and for the preservation an enhancement of the
rural environment and life style enjoyed by the citizens of the Cities of Hartline,
Marlin/ Krupp, and Wilson Creek consistent with the requirements of the Grov►�h
Management Act_
5. Modification of in#erim urban growth areas may be made by the County based on
revised data or changed circumstances. The interim urban growth areas
designated by this ordinance shall remain in effect only until such time as final
urban growth areas are designated p�orsuant to the requirements of the Growth
Management Act.
