Week of August 12,1996
The Grant County Commissioners session was called to order at
9:00 a.m. by Chairman Tim Snead. Comtnissioner Allisan was in
attendance with the Clerk of the Board. Commissioner Fancher was
in Wenatchee attending a maeting until after lunch.
The Commissioners approved the salary increases of Stephanie
M. Canterbury, Heidi M. Percy, and Shauna L. Latimer of the Clerks
Office. They were also notified that Rachel M. Melcher had
completed her'seasonal employment with the Clerks Office effective
August 1,1996.
The Commissioners approved the starting salary of Troy Allison
of the Sheriff's Office at 90 percent of control saZary for
corrections officer.
The Commissioners approved the request by the Juvenile
Department for the purchase of a pager system in the amount of
$5,125.60 from Law and Justice Funds and the Community Commitment
Program.
The Commissioners appraved the salary increase of Shannon
Falstad of the Auditors Office to $1704.60 per month effective
August 1,1996.
The Commissioners approved the purchase of a vehicle by the
Building Department in the amount of $20, 875 plus sales tax and
license fees.
The Commissioners approved the salary increase of Peggy Grigg
to $2,892 per month effective June 1,1996 based on an evaluation
through Milliman and Robertson.
The Commissioners approved the request by the Sheriff to pay
from ihe Admissions Tax Funds overtime for the next two concerts
held at the Gorge if there is a deficit in the Sheriff's overtime
category at the end of the year.
The Commissioners approved the request for the purchase of a
new phone system for the Grant Caunty Jail from Law and Justice
Capital Outlay in the amount of $3830.OQ.
A motion was made by Comznissioner Fancher, seconded by
Commissioner Allison that Resolution Number 96-109-CC relating to
the transfer of funds within the 1996 budget of the Auditors O& M
Fund #124, Department #166 in the amou�t af $131,023 for a new
recording program be passed. The motion carried.
A motion was made by Commissioner Allison, seconded by
Commissioner Fancher that Resolution Number 96-110-CC approving a
Preliminary Plat of 29 lots known as Neppel Heights in a portion of
Section 14, Township 20 N., Range 27 E., W.M. requested by Charles
F. Martin be passed. The motion carried.
A motion was made by Commissioner Allison, seconded by
Cammissioner Fancher that Resolution Number 96-111-CC approving a
Preliminary Plat of 83 lots known as Heartly Estates in a portion
of Section 12, Township 19 N., Range 27 E., W.M. requested by
Heartly Investments be passed. The motion carried.

The Commissioners held a Public Hearing regarding the proposec�.
zone change from Agriculture to S-2 �or the creation of two ane
acre homesites in the Southwest Quarter of the Northwest Quarter of
the Northwest Quarter of the Southwesi Quarter of Section 02,
Township 21 North, Range 26 East, W.M. requested by Matthew and
Rari Hermanson. A motion was made by Commissioner Fancher,
seconded by Commissioner Allison to grant the zone change with
Staff to prepare findings. The motian carried.
As there was no iurther business to come before the Baard the
sessian was continued until August 13.
August 13,1996
The Commissioners session was continued at 9:00 a.m. with all
of the Commissioners in attendance with the Clerk of the Board.
The Commissioners met with the Public Works Director regarding
Reimbursable Work with Coulee City and Wilson Creek, Sagebrush
Flats, Phase II, White Trail Road, 10:30 a.m. Surplus Property
Hearing, Order Granting Sale, 11:00 a.m. meeting with Phil Bloom
regarding the Nelson Road Sewer Extension.
A Public Hearing was held regarding the Surplus Equipment
Auction Sale and a motion was made by Commissioner Fancher,
seconded by Comm�ssioner Allison that Resolution Number 9b-112-CC
declaring surplus equipment be passed. The mation carried.
A Public Hearing was held regarding the Surplus Equipment
Auction Sale, and a motion was made by Commissioner Fancher,
seconded by Commissioner Allison that Resalution Number 96-113-CC
granting the sale to be held on September 14,1996 at 9:00 a.m. be
passed. The motion carried.
The Cammissioners approved the request for reimbursable work
with the Tawn of Wilson Creek and the Town of Coulee City.
As of this date the Board by a majority vote does approve for
payment those vouchers included in the list filed in the Auditors
Office 8/12/96 in the total amount of $299,991.39.
The Commissioners signed the Public Works Claims Fund Voucher
Approval��7-1 through #7-181 in the total amount of $1,485,392.19.
As there was no further business to come before the Board the
sessian was adjourned until August 19,1996.
