A RESOLUTION ADOPTING GRANT
COUNTY'S PLAN FUR CONTINUED
COMPLIANCE WITH THE GROWTH
MANAGEMENT ACT
RESOLUTION NO. 96-108-CC
BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF GRANT
COUNTY, WASHINGTON, as follows :
WHEREAS, Grant County (the "County"') is mandated to plan under the Growth
Management Act ( GMA ) ; and
WHEREAS, on ar about September 1, 1991, the County an.d all cities within
Grant County �ormed the Grant County Planned Growth Cornmittee ("GCPGC" ),
through which all tnembers agreed to work to adopt county-wide planning policies
("CWPPs" ) as required by the GMA; and
WHEREAS, the CWPPs for Grant County were adopted on May 6, 1993. The
CWPPs require the cities to present their proposed UGAs to the County for adoption
through the pubric participation and hearing process applicable to promulgation of
legislative enactment� by the Board of Commissioners; and
WHEREAS, interim urban growth areas ("IUGAs") have been adopted for all
cities except ihe City of Moses Lake and the cities of Wilson Creek, Hartline, anc�
Marlin / Krupp ; and
WHEREAS, IUGAs ior rural activity centers and/or urban "nodes" outside of
the boundaries of any incorporated city located wi�hin Grant County have yet to be
adopted, but approximately 57 possible sites, by place name, have been identifiec�;
and

WHEREAS, the present schedule is to adopt an IUGA for the City of Moses Lake
by October 31, 1996, and all other city IUGAs by this same date; and
WHEREAS, the County has yet to designate and adopt any final urban growth
areas; and
WHEREAS, the County has yet to adopt its GMA comprehensive plan and final
development regulations .
NOW, THEREFORE, BE IT RESOLVED, as follows:
The Boarcl of County Commissioners hereby adopts a plan for achieving GMA
compliance. The County's plan involves a number of interrelated steps. Those steps
are summarized as follows :
a. The County will hire and have in place on or about August 15, 1996, a
second planner dedicated 100 o to GMA planning; and
b. The County will hire and have in place on or about February 1, 1997, a
third planner dedicated 100 p to GMA planning; and
c. The County will commence the process for adoption of an interim urban
growth area for the City of Moses Lake with a goal to complete the process no later
than October 31, 1996; and
d. The County will commence the process for adoption of interim urban
growth ares for the cities o� Wilson Creek, Hartline and Marlin/Krupp with a goal to
complete the process by October 31, 1996; and
e. Within thirty ( 30 ) days of this resolution, the County will adopt an
ordinance specifying what lot segregations will be permitted within the Agricultural
zone, limited to one 1ot per 40 acre minimum in the agricultural zone, bas�d solely
upon needs to obtain financing for a single-family dwelling or other segregation for
construction of permitted structures, whPre a separate legal description is required
in order to obtain financing for any proposed structure ( s); and

f. The County wi11 inventory on or about November 15, 1996, the
approximate 3,430 spin-offs or segregations whieh have occurred. Based upon this
inventory, the County wi11 further analyze the IUGAs previously established and, as
well, will preliminarily analyze possible rural activity centers which may qualify as
appropriate for more urban densities and be designatec� rural IUGAs .
g. Within one hundred and eighty (180) days af date of this resolutian,
consistent with requiremenis for notice, public comment and participation, the
County will adopt interim zoning for the suburban ( S), residential ( R), and open
space recreation (O-SR) zones, and further adopi new zoning categories for the
agricultural (A) zone. The categories for the stated zones will encompass rural
densities consistent with the unique czrcumstances of Grant County and at the mast
intensive allowed level of development, will not exceed 2.5 acres per dwelling unit
outside of established IUGAs, ineluding rural IUGAs, unless amendments to the GMA
or Board decision justify less restrictive regulation. For any zones, the allowed
density wi11 be one dwelling unit per five acres or even more restrictive, in terms of
allowable development outside of established IUGAs, including rural IUGAs.
h. Within one hundred eighty (180) days of the date of this resolution, the
County will establish rural IUGAs, consistent with its inventory and analysis of
previously allowed segregations, and the requirements and dictates of the GMA.
i. To encourage a better understanding of its responsibilities under the
GMA, on or about December 1, 1996, the County wi11 convene a public workshop for
interes�ed citizens which wi11 explain the GMA and its requirements .
j. Absent unforeseen circumstances, the County will prepare on or before
December 1997 its draft GMA Plan, and supporting SEPA documents, and will take a11
other necessary steps consistent with the public participation process and availability
of staff resourees, to complete its final GMA plan, development regulations, FEIS and
final UGAs by the spring of 1998.
