GRANT COUNTY BOARD OF COMMISSIONERS
MONDAY, DECEMBER 12,2016
The Grant County Commissioners session began at 8:30 a.m. with all Commissioners in attendance.
8:30 a.m.—9:00 a.m. Elected Official Roundtable Meeting
9:00 a.m,—9:20 a.m. ASC Update and Misc. BOCC Action
A motion was made by Commissioner Stevens, seconded by Commissioner Swartz, to approve items 2,
6, 7, and 11 through 13 on the agenda as presented, Items 3 fhrough 5, and 8 through 10 were not
ready for signature. The motion passed unanimously.
1. Possible vouchers for insurance, legal services,grant administration, etc.
2. Professional Services Agreement for Legal Representation of Indigent Individuals in Grant
County District Court, Full Time Contractor, between Grant County and Patrick Earl. Term is
January 1, 2017 through December 31, 2018. (Approved)
3. Anticipating: 2017 Animal Shelter Contract between Grant County and Grant County Animal
Outreach, Inc. Term is January 1, 2017 to December 31, 2017. (Not ready for signature)
4. Anticippting: 2017-2019 Davis Shows NW, Inc.Agreement with Grant County for the provision
of shows, amusement rides, games and concessions during the Grant County Fair. Term is from
date of final signature through September 30, 2019 (for August Fairs in 2017, 2018, and 2019).

5. Anticipating: Interlocal Agreement between Grant Transit Authority and Grant County
Regarding Emergency Services for legal framework and establishment of procedures and
conditions for making limited GTA owned vehicles and GTA operators available to the Grant �
County Sheriff's Office Emergency Management Division. (Not ready for signature)
6. Agreement No. ICA17386 between Grant County, by and through its department of Public
Defense, and the Washington State Office of Public Defense for Chapter 10.101 RCW funds for
improving the quality of public defense services in Washington State counties. Term is January
1, 2017 through December 31, 2017 in the amount of$109,218. (Approved)
7, Grant County Payment Request#11 to Washington State Department of Commerce on
Consolidated Homeless Grant (CHG) No. 16-46108-10, administered through the Grant County
Housing Authority, in the amount of$21,115.60, (Approved)
8. Anticipating: Grant County Juvenile and Youth Services Snow Removal Service Contract, i
between Grant County, by and between Grant County Juvenile and Youth Services, and I<evin
Judl<ins, of KJ's Lawn Care and Maintenance. Term is from date of final signature to November
15, 2017. (Not ready for signature)

9. Anticipating: Appointment and Oath of Office for Special Deputy Prosecuting Attorney between
Garth Dano, elected Prosecuting Attorney, and Leslie Nellermoe of Nellermoe Wrenn, PLLC for
legal guidance and assistance, supervision and consultation, including advice,with respect to the
Grant County Public Works Department and environmental and Landfill matters, and the
provision of legal opinions regarding such matters as may be appropriate to the County, as
directed by the Prosecuting Attorney's Office. Term is January 1, 2017 through December 31,
2019. (Not ready for signature)
10. Anticipating; Appointment and Oath of Office for Special Deputy Prosecuting Attorney between

guidance and assistance, supervision and consultation, including advice,with respect to Gr�nt

11. Washington Rural Counties Insurance Program Uninsured/Underinsured Motorists Coverage
Selection/Rejection (for purchase or rejection of$250,000 coverage). This is for the policy term
Dec. 1, 2016 through Dec. 1, 2017. (Approved)
12. Department of Commerce Grant No. F16-31103-048 between Grant County, by and through
New Hope Domestic Violence &Sexual Assault Services,funded through Commerce's Office of
Crime Victims Advocacy, Community Services and Housing Division, for STOP Vio/ence aga/nst
Women Formula Grant Program. Term is January 1, 2017 through December 31, 2017 in the
amount of$22,000. (Approved)
13. Vacant Land Purchase and Sale Agreement between Grant County and the Moses
Lake School District#161,for the District's purchase of a portion of Tax Parcel #170612000
(Grant County Fairgrounds) near Paxson and Valley roads in Moses Lake, Washington.

9:30 a.m.— 10:00 a.m. Employee Performance Evaluation
Pursuant to RCW 42.30,110(1)(g) Commissioner Carter called an Executive Session to order at
9:35 a.m.to go until 9;50 a.m. to evaluate the qualifications of an applicant for public
employment or to review the performance of a public employee. In attendance were
Commissioners Carter,Stevens and Swartz, and Jim Mitchell, Civil Deputy Prosecuting Attorney.
Commissioner Carter closed the session at 9:50 a.m.

MISCELLANEOUS ITEMS
As of this date,the Board, by a majority vote, does approve for payment those vouchers certified by the
auditing officer as required by RCW 42.24.080, and those expense reimbursement claims certified by the
auditing officer as required by RCW 42.24.090, in the amount of$1,452,966.68,as recorded on a listing
and made available to the Board.
The Commissioners approved and signed the Grant County Public Worlcs Payroll Salary Fund for the
December 9, 2016 payroll.

1. Resolution— Notice of Hearing—Declaring certain county-owned property surplus and ordering
the recycling via TruRecycle (a division of Monarch Association): Misc. Computer Equipment.
The hearing was scheduled for January 10, 2017 at 2:00 p.m. (Approved, Resolution No. 16-204-
CC)
2. Resolution delegating to the County Road Engineer authority to request Federal Reimbursement
and approve change orders for Federally funded transportation projects and delegated
authority per 2 CFR 200.415(a)to legally bind Grant County. (Approved, Resolution No. 16�205-
CC)
3. Grant of Easement for Road Purposes agreement between the United States Department of the
Interior, Bureau of Reclamation and Grant County for the purpose of rerouting Stratford Road, a
public road, across land within S 3 and 10,T 22 N, R 28 E, WM. (Approved)
4. Budget extension request in the amount of$115,000.00 to the Pits and Quarries Fund due to
the increased crushing contract being higher than anticipated. (Approved,the public hearing
was set for December 30,2016 at 9:30 a.m.)

COMMISSIONERS OFFICE
1. Commissioners Office and Public Defense vouchers for approval, (Approved)
2. Request from the U.S. Department of Energy—Richland to nominate a member and alternate
member to represent Grant County on the Hanford Advisory Board. The Commissioners plan to '
re-nominate Gary Garnant as the member and Michael I<orenko as the alternate,who currently
hold these positions. (Approved) I

3. Recommendation from the Administrative Services Coordinator and Civil Deputy Prosecuting
Attorney to award the bid for the Execution of Warrant of Abatement project to Groat Brothers,
Inc. in the amount of$76,500.00. (Approved)
4. Letter of re-appointment for Gail Huntly to serve on the North Central Regional Library Board of
Trustees, representing Grant County,for another 5 year term,January 1, 2017 through
December 31, 2021. (Approved)
5. Multi-Agency Communications Center MACC Bond Claims Payment Request Batch 01-86 in the
amount of$126,901.17. (Approved)
PLANNING DEPARTMENT
6. Out-of-State travel request for Elisabeth Lauver and Connor Lange to attend the ESRI Users
Conference in San Diego, CA from July 10, 2017 through July 14, 2017. The total anticipated
amount of travel is approximately$4,200.00 for both employees to attend. The Planning
Department budget for 2017 will accommodate this amount, and no additional funds are
necessary. (Approved)
AUDITOR'S OFFICE
7. Year-end budget extensions for multiple funds/departments. The fund numbers and amounts
will be given at the consent agenda meeting. (Approved,the public hearing was set for
December 30,2016 at 9:30 a.m.)
HUMAN RESOURCES
8. Recommendation Memorandum regarding a request from Mindi Finke in Superior Court to
carryover 4.16 hours of annual leave into 2017 due to being unable to utilize her accrued
vacation due to office staffing needs and business necessity.The Director recommends
approval. (Approved)
9, Recommendation Memorandum requesting the Board to rescind Resolution No. 16-184-CC
which "Established salary levels for certain Grant County Elected Officials", and replace it with a
new Resolution with an amended salary table. (Approved, Resolution No. 16-206-CC)

10. Out of state travel request for Dan Dale and Kate Mathews to travel to Portland, OR to conduct
a second witness interview in the State v. Aaron McConnell case, (Approved)

The Chair of the Board was authorized to sign a Stop Loss Insurance Renewal Offer, Voya Employee
Benefits, Policy No. 69395-2 (via Human Resources).
Letter of support to the United States Department of Transportation for the application by the Port of
Moses Lake for the FASTLANE 2017 grant for the Northern Columbia Basin Railroad project.
