GRANT COUNTY BOARD UF COMMISSIONERS

The Grant County Commissioners session began at 8:15 a.m. with all Commissioners in attendance.
8:15 a.m,—8:25 a.m. J Mitchell, Prosecuting Attorney's Office Update
Pursuant to RCW 42.30,110(1)(i) Commissioner Carter called an Executive Session to order at
8:19 a.m.to go until 8:27 a.m.to discuss with legal counsel representing the agency matters
relating to agency enforcement actions, or to discuss with legal counsel representing the agency
litigation or potential litigation. In attendance were Commissioners Carter,Stevens and Swartz,
and Jim Mitchell, Civil Deputy Prosecuting Attorney. Commissioner Carter closed the session at
8:27 a.m.
8:30 a.m.—9:00 a.m. Elected Official Roundtable Meeting
9:00 a.m.—9:20 a.m. J Strickler,ASC Update and Misc BOCC Action
A motion was made by Commissioner Stevens, seconded by Commissioner Swartz,to approve items 6
through 10 on the agenda as presented. Items 2 through 5 were not ready for signature. The motion
passed unanimously, '
1. Possible vouchers for insurance, legal services,grant administration, etc.
2. Anticipating; Professional Services Agreement for Legal Representation of Indigent Individuals
in Grant County District Court, Full Time Contractor, between Grant County and Patrick Earl.
Term is January 1, 2017 through December 31, 2018. (Item not ready for signature)
3. Anticipating: Professional Services Agreement for Legal Representation of Indigent Individuals
in Grant County District Court, Conflicts/Overflow Contractor, between Grant County and Derek
R.Johnson. Term is January 1, 2017 through December 31, 2018. (Item not ready for signature)
4. Anticipating: 2017-2018 Professional Services Agreement, Interpreter, between Grant County
and Saul Castillo. (Item not ready for signature)
5. Anticipating: 2017-2018 Professional Services Agreement for Legal Representation of Indigent
Individuals in the Juvenile Division of Grant County Superior Court(Juvenile Offenders Only),
Conflicts Contractor, between Grant County and Thomas Wolfstone. (Item not ready for
signature)
6. 2017 Eastern Washington Vacation/Travel Planner Agreement between Grant County, by and
through the Grant County Tourism Commission, and NW Weekend Get-Aways, LLC. Term is
December 1, 2016 through December 1, 2017. (Approved)
7. 2017 Grant County Fishing Map Insert Agreement between Grant County, by and through the
Grant County Tourism Commission, and NW Weekend Get-Aways, LLC. Term is December 1,
2016 through December 1, 2017. (Approved)
8. Reimbursement No. 7 to the Department of Commerce on CDBG General Purpose Grant No, 15-
62210-022, Royal Water District Rehabilitation Project in the amount of$303,461.48.

2. REVISED Special occasion liquor (icense for Habitat for Humanity of Greater Moses Lake. Their
event will be held at the Fairgrounds on December 3, 2016. (Approved)
3. Budget extension request in the amount of$45,988.00 from Grant County Tourism Commission
due to increased advertising costs. (Approved,the public hearing was scheduled for December
5,2016 at 1:30 p.m.)
4. Multi-Agency Communications Center MACC Bond Claims Payment Request(Batch 01-80) in the
amount of$33,558.61. (Approved)

A motion was made by Commissioner Swartz, seconded by Commissioner Stevens,to turn the
bids over to Public Works for their review and recommendation. The motion passed
unanimously.
4:10 p.m,—4:20 p.m, Bid Opening, 2015 County Road Safety, Rumble Strips/Flashing Signs
(Various County Roads) CRP 15-09
The following bids were received:
• North Star $97,853.70
• Apply-A-Line $84,537.70
• Specialized Pavement Marking $192,557.71
A motion was made by Commissioner Stevens, seconded by Commissioner Swartz, to
turn the bids over to Public Works for their review and recommendation. The motion
passed unanimously.

MISCELLANEOUS ITEMS
As of this date,the Board, by a majority vote, does approve for payment those vouchers certified by the
auditing officer as required by RCW 42.24.080, and those expense reimbursement claims certified by the
auditing officer as required by RCW 42.24.090, in the amount of 810,811.74, as recorded on a listing and
made available to the Board.
The Commissioners approved and signed the Grant County Public Worl<s Payroll Salary Fund for the
November 10, 2016 payroll.

for the amount of$577,777.77
• Award the 2015 County Safety: Rumble Strips/Flashing Signs (CRP 15-09)to Apply-A-Line Inc. for
the amount of$84,537.70.
