Brittany Rang gave a brief description and stated all items will be recyded through TruRecycle. A motion was made by Commissioner Stevens, secanded by Cammissioner Swartz,to close the public comment period, The motion passed unanimousiy� Commissioner Swartz moved fio approve the surplus of items as presented, Commissianer Stevens seconded and the mation passed unanimausly�The hearing adjourned. Tom Jones,Sheriff discussed his proposal. Sandi Duffey, Emergency Management discussed Emergency Management and its key responsibilities: Recovery, Resilience for cities, schools, partner agencies, planning, mitigation and response. She believes if the department had one more person, it would be a great start. � { Tadd Voth, Mayor of Moses Lake asked what would be the advantage of keeping the Mases � Lake office open vs. having the complete pracess run through the Sheriff's Office? � ; Sandi Duffey responded that the ECC and the office located at the Fairgrounds was the ideal � location,to have access to their plans and exercise materials. i i , Tam Jones answered the questian that the EM affice would stay located in their office lacation but would like to move the ECC at the Moses Lake affice due to the larger building. � Scott Miller, Yakima County Emergency Management, read into the record a letter he wrote. ! (Letter included) The function of EM is Cammunication, Coordination, and Collaboration, He is � in favor of the merge. � , Kevin Fuhr, Moses Lake Palice Chief, is in favor ofithe merge, His experience in his previousjob, ' having the departments merged warked well. � ! Page 3 of 8 Grant County Commissioners Minutes Week Of October 17, 2016 Jeremy Burns, Ephrata Fire Department and is the Chair of the Fire Chiefs Organization, stated they are not in favor of the merge. Darren Higashiyama, I<ittitas County Sheriff Deputy and DEM contact, is in favor of inerger. He discussed how the merged departments run in their county. Ryann Leonard spol<e in favor of the merge. Gary Garnant,volunteers on the Hanford Advisory Board, stated the clean-up of Hanford is a primary concern and is confiident that whatever the outcome of this meeting, he knows there will be help with the Hanford problem. Marvin Price stated an advisory board needs to be put in place to make sure they are in compliance with RCW 38.52.070. Dave Helvy, Chelan County Sheriff's Office and DEM, stated they are merged and their system ' works well. Wes Crago, Administrator for the City of Ephrata, stated bylaws should be put in place if the advisory board is put together. He would like to see more resources put into EM to have a better functioning EM. Kent Sissen, Chelan County Emergency Management, stated one person cannot do it all. Commissioner Carter thanl<ed everyone for attending today. Commissioner Swartz stated anyone can contact them to give comments. Decision to be made on October 31, 2016 at 9:30 a.m. Commissioner Swartz moved to close the public comment portion of the meeting. ' ( i I i { r , Page 5 of 8 Grant County Commissioners Minutes Week Of October 17, 2016 2:00 p.m.—2:20 p.m. Open Record Public Hearing, Road N.5-NW Road and Right-of-Way Vacation The Commissioners held an Open Record Public Hearing to consider an application from The Nature Conservancy in the matter of vacating a certain county road and/or right-of-way known as N.5-NW located in S 15,T 21 N, R 24 E, WM. Jeff Tincher, Public Works Director, read into the record the following Engineers Report: The Board of County Commissioners of Grant County Washington has received a petition to vacate that portion of County Road being all that portion of County Road N.5 NW, Road Log Number 32360,from Mile Post 0.00 to Mile Post 0.15, lying in Section 15 of Township 21 North, Range 24 East W.M., a/l in Grant County, Vl/ashington, as highlighted on the attached Exhibit A. The Board of County Commissioners determined that consideration should be given to the petition and directed the County Road Engineer to prepare a report on the proposed vacation and abandonment for a public hearing to be held at 2:00 PM, October 18, 2016. The Notice of Hearing was published in the County Official Newspaper and the Notice of ; Hearing was posted at each termini in compliance with RCW 36.87.050. ' The proponents of the petition own the majority of the frontage along the petitioned � County Road. N.5 NW is on the active County Road System. All affected parcels are either owned by the proponents or have frontage on other currently maintained public roads. ; i I find that, this section of County Road is not necessary and useful to the public and the � public wou/d be benefitted by its vacation and abandonment. � i Randi Shaw, Nature Conservancy, stated their application is to only vacate is the highest ' elevation to 25-yard mark descending down the road. But the engineers report stated they plan � to vacate the entire area. ' � Jeff Tincher stated his understanding is the road may not have a turn around and he would not i recommend vacation if the road didn't have a turn around. It made more sense to vacate the ' road where it turns off of Monument Hill Road as well. j � A motion was made by Commissioner Swartz, seconded by Commissioner Stevens,to close the � public comment period. The motion passed unanimously. Commissioner Stevens moved to i approve the recommendation of Public Worl<s and approve the vacation as presented.
