t�JI�REAS, Gra.�t Gouaaty �the "Gounty") is undexgoing consiant and incxeased pressures
an i�s Iimiied fiscal resouzces ta pravide �cnportant �avernment services, wlvch prompt ihe palicy
choice set forth herein; a.nd
WE=;CEREAS, the Cau��y desires to make the wisest use ofits limited fiscal resources; and
VVHFREAS, Second Substitute Senate Bill 5740, Chapter 366, La�vs of 1997, empa�cvers the
legislaiive autharity of a dis�ressed county with the authority to � and impase a sales and use tax;
and
W��EREAS, Grant County previously authorized the collection afthe a.farementianed sales
and use tax ta fu3.ance public fac�ities in Grani County; a.rzd
'�JHFREAS, the Port af Moses Lake (Part) desires tc� build and operaie an Industzial
Wasiewater Treatment Facili�ty {Facility} on Port property to aitract and keep desirable businesses
and ind�stries in Cnant Caunty and provzde additional jobs, building and strengthezai�g t�e econamy;

�HE.IZEAS, ihe Facili.ty wzll faciliiate economic growih within the greater Mases Lai�e area
s�ecifically, anc3 in Grant Caunty g�nerally; and
�VHEREAS, Grant Gounty (County} Port entered into an int�r-Iocal agreemeni in D�ce�zber
of 19��, to coopera,tavely fiun.d a feasibility and engineering study for ihe pzoposed Faciliiy; and
�i�31:R.EAS, the aforementianed study was successful; and
WHER.EAS, the area ifl be served by the Faciliiy lacated an Port property zs located within
the area served by utilities, e,g., sewer and water, pravideci by the City of 1Vloses Lake �CitY); and
WHFREAS, the County, the City a�d t}xe Port desire to enter into a partnering/revenue
sharzng agreement, �cvherein, the City and the Couniy wi�l agree io partially fund the Facilzty; and
