WASHINGTON sse23 15091 754•2011 BOARD OF COUNTY COMMISSIONERS GRANT COUNTY, WASHINGTON IN THE MATTER OF APPROVING THE SAND CASTLE ESTATES II PRELIMINARY PLAT, A 48-LOT SUBDIVISION ON 19.15 ACRES IN A RE5IDENTIAL-ONE ZONE T.00ATED IN A PORTION OF THE NORTH HALF OF SECTION 3, TOWNSHIP 18 N., RANGE 28 EAST, W.M., GRANT COUNTY WASHINGTON RESOLUTION NO. 98-1.53—CC RESOLUTION APPROVING A PRELIMINARY PLAT FOR SAND CASTL� ESTATES II MICHAEL BERNSEN WHEREAS, the Board of County Commissioners of Grant County have been advised by the Grant County Planning Commission that an open record public hearing was conducted on 5eptember 2, 1998 on the matter of approving the Sand Castle Estates II Preliminary Plat, a forty-eight (48) lot subdivision on 19.15 acres located in a portion of the North half of Section 3, Township 18 North, Range 28 East, W.M., Grant County, Washington. WHEREAS, the Grant County Planning Commission made a unanimous recommendation to approve the preliminary plat with conditions at the open record public hearing on September 2, 1998.. WHER�A3, the Grant County Board of Commissioners held a public meeting on September 29, 1998. WHEREAS, the Board of County Commissioners have made a decision to uphold the recommendation from the Grant County Planning Commission to approve the proposed preliminary plat with the conditions as stipulated by the Planning Commission. W��As, the Board of County Commissioners have found that the proposal is consistent with the Grant County Comprehensive Plan. WHEREAS, the Board of County Commissioners have found that the public use and interest will apparently be served by the plat. WHEREAS, the Board of County Commissioners have found that the requirements of the State Environmental Policy Act have been complied with and a Mitigated Determination of Non-Significance (MDNS) was issued on this proposal on August 10, 1998. WHEREAS, the Board of County Commissioners have concluded that appropriate provisions for drainage, roads, alleys, public ways, water supplies, sanitary wastes, parks, playgrounds, fire protection facilities, school sites and grounds and other public and private facilities and improvements have been made. Now TxEu�Fo�, BE IT RESOLVED, that the Board of County Commissioners for Grant County, Washington approve by this Resolution, a Sand Castle Estates II Preliminary Plat located in a portion of the North half of Section 3, Township 18 North, Range 28 East, W.M., Grant County, Washington. The plat alteration is approved subject to the following conditions. 1. The Proposal shall be in compliance with the Grant County Comprehensive Plan, the Growth Management Act, The Washington State Environmental Policy Act, the Grant County Zoning Ordinance, the Grant County Resource Lands and Critical Areas Development Ordinance and all applicable federal, state, and local regulations, rulings or requirements. Proposal shall comply with all requirements deemed necessary by the G'rant County Health District, the Washington State Department of Health, and the Washington State Department of Ecology regarding domestic water supply, sewage systems and storm water control and treatment including, but not limited to; RCW 90.48.080 Discharge of Polluting Water Prohibited; WAC 173-201, Surface Water Standards; WAC 173-201A, Ground Water Quality Standards; and, WAC 246-272, On-Site Sewage Systems. 3. Proposal shall comply with all requirements of the Grant County Fire Marshal and shall comply with the Grant County Fire Flow Guidelines, the Uniform Building Code, Uniform Fire Code and all other applicable requirements for fire protection. 4. Proposal shall comply with all requirements of the Grant County Public Works Department including, but not limited to: a) All access roads shall be built to current urban access county road standards which calls for 4" of CSBC, 2" of CSTC and a two shot BST with a finished width of 36 feet with curb and gutter or 38 feet with roadside ditches. For consistency with other roads in the area curb and gutter shall be required with an asphaltic concrete road surface. b) The portion of Scenic Way immediately adjacent to the proposed plat shall be widened to current urban collector county road standards which calls for a minimum finished width of 44 feet. Widening of the existing roadway along Eastside only is permissible provided that the width of widening is consistent in width from platted centerline. Curb and gutter is required for consistency. Finished surface on widened section to be asphaltic pavement. c) The need for widening of Goodrich Road at Scenic Way intersection to accommodate left turns from Goodrich onto Scenic Way should be reviewed. d) A 60-foot easement for future County Road purposes should be provided from the end of each cul-de-sac on Naples and Vernal Street to the East boundary of the proposed plat. A thirly foot easement for future county road purposes should also be provided along the south boundary of the plat. If any Native American Grave site(s) or archaeological/cultural resources (Indian Artifacts) are found all construction activity shall stop and the owner/developer shall immediately notify the Colville Confederated Tribes and the Washington State Of�ce of Archaeology and Historic Preservation. 6. Preliminary Plat approval shall be contingent upon conformance with all applicable land use rules and regulations in effect as of June 25, 1998. 7. This note shall be inscribed on the face of the final plat: All lot owners within the Sandcastle Two Development shall contribute ten (10) dollars per month, per lot to the Pelican Point Association as agreed to by the developer at the September 29, 1998 Board of County Commissioners meeting. This capital as well as any interest earned shall be used exclusively for development and maintenance of the parks within Pelican Point. Done this � day of October, 1998 .
