RESOLUTION APPROVING A ZONE
CHANGE FROM RESIDENTIAL ONE
TO RESIDENTIAL TWO
NOR GOODRICH
WHEREAS, the Board of Counry Comrnissioners of Grant Counry have been
advised by the Grant County Planning Commission that a public hearing was conducted on
August 5, 1998 on the matter of changing the zoning from "R-1 (Residential One)'° to "R-2
(Residential Two)" on a parcel of property approximately 4.5 acres in size located in a portion
of the Northwest Quarter of Section 3, Township 18 North, Range 28 East, W.M., Grant
Counry, Washington, and;
WHEREAS, the Board of County Commissioners of Grant County have been
advised by the Grant County Planning Department that the Grant County Planning
Commission did not make any recommendation on said matter, and;
WHEREAS, the Board of County Commissioners of Grant County having
received a copy of the verbatim transcript of the Open Record Planning Commission Public
I�earing and application materials, have given notice this matter would be considered at a
closed record public meeting on August 25, 1998, and;
WHEREAS, the Board of County Commissioners of Grant County have made a
decision to approve the rezone request from Residential One to Residential Two, and;
WHEREAS, the Boaxd of Counry Commissioners have found that the proposal
does not fall within a Critical Area as defined by the Grant Counry Resource Lands and
Critical Areas Development Ordinance, and;
WHEREAS, the Board of County Commissioners of Grant County have found
that the proposal is consistent with the Grant County Comprehensive Plan and surrounding
uses, and;
WHEREAS, the Board of County Commissioners of Grant County have found
that a Mitigated Determination of Non-Significance was issued for this proposal on July 9,
1998 and the requirements of the State Environmental Policy Act (SEPA) have been met, and;
WHEREAS, the Board of County Commissioners have found that the proponent
has presented sufficient evidence that there is sufficient need in the area for the types of uses
allowed and size of lots, and;
WHEREAS, the Board of County Commissioners have found that the proponent
has presented suff'icient evidence that changed circumstances in the area of the subject property
warrant a rezone of the property.

NOW, THEREFORE, BE IT RESOLVED, that the Board of Counry
Commissioners of Grant County, Washington do by this resolution approve the zone change
request from Residential One to Residential Two on the following described property.
Subject property is comprised of the following four (4) parcels described below:
PARCEL l:
That portion of Government Lot 2 in Section 3, Township 18 North, Range 28 E.W.M. Grant
County, Washington, described as follow:
Beginning at the North quarter corner of said Section; thence South 89 degrees 35' 10" East
along the North line of Section 3, a distance of 230 feet to the true point of beginning; thence
continuing South 89 degrees 35' 10" East along said North line, a distance of 162 feet; thence
South 0 degrees 25'30" West parallel to the North-South centerline of Section 3, a distance of
140 feet to the North line of Sunset Avenue, as shown on the face of the plat of Pelican Point
Addition No. l, as per plat recorded in Volume 6 of Plats, page 32; thence North 89 degrees
35' 10" West along the North line of Sunset Avenue, a distance of 162 feet; thence North 0
degrees 25'30" East, a distance of 140 feet to the true point of beginning.
PARCEL 2:
That portion of Government Lot 2 in Section 3, Township 18 North, Range 28 E.W.M. Grant
County, Washington, described as follows:
Beginning at the North quarter corner of said Section; thence South 89 degrees 35' 10" East
along the North line of Section 3, a distance of 392 feet to the true point of beginning; thence
continuing South 89 degrees 35' 10" East along said North line a distance of 146 feet; thence
South 0 degrees 25'30" West parallel to the North-South centerline of Section 3, a dista.nce of
140 feet to the North line of Sunset Avenue, as shown on the face of the plat of Pelican Point
Addition No. 1, as per plat recorded in Vol�,ime 6 of Plats, page 32; thence North 89 degrees
35' 10" West along the North line of Sunset Avenue, a distance of 146 feet; thence North 0
degrees 25'30" East, a distance of 140 feet to the true point of beginning.

E.W.M., Grant County, Washington, descrflbed as follows:
Beginning at the North quarter comer of said Section 3; thence South 89 degrees 35' 10" East
following the North boundary of said Section, a distance of 230.00 feet; thence South 00
degrees 25'30" West, parallel to the North-South centerline of said Section 3, a distance of
140.00 feet to the North right of way boundary of Sunset Avenue, as shown on the face of the
plat of Pelican Point Addition No. 1, as per plat.recorded in Volume 6 of Plats, gage 32;
thence north 89 degrees 35' 10" West, following the said North right of way boundary, a
distance of 388.51 feet; thence on a tangent curve to the right having a centxal angle of 90
degrees 00'40" and a radius of 20.00 feet, a distance of 31.42 feet; thence North 00 degrees
25'30" East following the East right of way boundary of Scenic Drive, as per said plat of
Pelican Point No. 1, a distance of 120.03 feet to the North boundary of said Section 3; thence
