GRANT CaUNTY BOARD OF COMMISSIONERS

The Grant County Commissioners session began at 8:30 a.m. with Commissioners Swartz and Stevens in
attendance. Commissioner Carter was attending outside meetings and excused,

A motion was made by Commissioner Stevens, seconded by Commissioner Swartz, to approve items 2
through 4 on the agenda as presented, The motion passed unanimously.
1. Possible vouchers for insurance, legal services,grant administration, etc.
2. Professional Services Agreement for Legal Representation of Indigent Individuals in Grant
County Superior Court (Adult Felony Only) Conflicts/Overflow Contractor between Grant
County and Michele Shaw for representation of the defendant in State v. Loul<aitis, Superior
Court case number 96-1-00548-0, as required by"The Miller Fix" legislation. Term is
September 1, 2016 to case conclusion or as otherwise terminated by the Director of Grant
County Public Defense. (Approved)
3. 2016 Annual Installment for Big Bend Community College ATEC Expansion (from rural sales
and use tax funds) in the amount of$140,000.00. (Approved)
4. Approval of plan for allocations on Grant Integrated Services Criminal Justice Treatment Act
Plan funds (obtained through the Interlocal Cooperative Agreement Between Chelan
County, Douglas County, and Grant County Re: North Central Washington Behavioral
Health) with 70%designated for substance use treatment for individuals charged but not
convicted and up to 30%to provide information and training to medical professionals who
can prescribe medications, etc. (Approved)

The following bids were received:
• Central Washington Asphalt $95,749.00
• Granite Construction $94,499.00
A motion was made by Commissioner Swartz, seconded by Commissioner Stevens to turn the bids
over to Public Works for their review and recommendation, The motion passed unanimously.
2:00 p.m.—2:20 p.m, Open Record Public Hearing, Second Street Road and Right-of-Way
Vacation (Trinidad)
The Commissioners held an Open Record Public Hearing to consider a vacation right-of-way
known as"Second Street",adjacent to Block 2 Lot 22 and Block 4 Lot 1 and the alley in Block 4
adjacent to lot 4,according to the resurvey of Trinidad,all in Section 18 T20 N R23 E.W.M,Grant
Co u nty.
Jeff Tincher, Public Works Director, read into the record his Engineers Report:
The Board of County Commissioners of Grant County Washington has received a petition
from Wayne Smith to vacate that portion of County Road Right-of-Way (ROWJ being a
portion of Right-of-Way known as "Second Street", adjacent to Block 2 Lot 22 and Block 4
Lot 1 and the alley in Block 4 adjacent to lot 4, according to the Resurvey of and Addition
to Trinidad, lying in Section 18 of Township 20 North, Range 23 East W.M., all in Grant
County, Washington, as highlighted on the attached Exhibit�A.
The Board of County Commissioners determined that consideration should be given to the
petition and directed the County Road Engineer to prepare a report on the proposed
vacation and abandonment for a public hearing to be held at 2:00 PM, September 13,
2016. The Notice of Hearing was published in the County Official Newspaper and the
Notice of Hearing was posted at each termini in compliance with RCW 36.87.050.
This section of County Road ROW is currently unimproved and the County does not
maintain an active Road on this ROW. All affected parcels are either owned by the
proponents or have frontage on other currently maintained public roads.
1 find that, this section of County Road is not necessary and usefu/ to the public and the
public wou/d be benefitted by its vacation and abandonment.
A motion was made by Commissioner Swartz, seconded by Commissioner Stevens,to close the
public comment period. The motion passed unanimously. Commissioner Stevens moved to
approve the recommendation of the Public Works Director and approve the vacation as
presented. Commissioner Swartz seconded and the motion passed unanimously.The hearing
adjourned.

2. Commissioners August 15, 2016 and August 22, 2016 Minutes for approval. (Approved)
3. Recommendation from the Health Insurance Committee to appoint KC Sherwood as the
representative for the Coroner's Office and a voting member, Decorah Anderson as the
Teamsters representative from Grant Integrated Services and a voting member, Pam Hill as the
alternate representative to the Assessor's Office, and Jodi Zimbelman as the alternate
representative to the Commissioner's Office. (Approved)
4. 2-Multi-Agency Communications Center MACC Bond Claims Payment Requests: Batch 01-67 in
the amount of$303,644.22; and Batch 01-69 in the amount of$18,374.93. (Approved)

5. Request to have Moon Security Services repair their non-functioning security system and
replace the DVR, in the amount of$3,531.38. (Approved)
EMERGENCY MANAGEMENT
6. Request to purchase a Smart Board in the amount of$7,915.51 from CDW-G using the
Washington State Contract. (Approved)

MISCELLANEQUS ITEMS
As of this date, the Board, by a majority vote, does approve for payment those vouchers certified by the
auditing officer as required by RCW 42.24.080, and those expense reimbursement claims certified by the
auditing officer as required by RCW 42.24.090, in the amount of$519,216.97, as recorded on a listing
and made available to the Board.
Commissioner Swartz signed and Commissioners Carter and Stevens authorized the Deputy Clerk of the '
Board to stamp their signature of approval to a recommendation from the Public Worl<s Director to
award the Railroad Ave HMA Overlay project,Wilson Creed Reimbursable to Granite Construction �
Company in the amount of$94,499.00. �

The Commissioners notified the Grant County Economic Development Council that effective December
31, 2016, they will decline additional Strategic Infrastructure Program funding(Fund 113) requests due
to possible legislative reductions in funding and current obligations on infrastructure bonds.This also
affects the Economic Enhancement Rural County Fund 133.
