PAYNE WHEREAS, the Board of County Commissioners of Grant County have been advised by the Grant County Planning Commission that an open record public hearing was conducted on May 6, 1998 on the matter of altering an approximately 6.16 acre parcel into two lots (Lot A 1.6 acres, Lot B 4.56 acres). The subject site comprises Lot 20 and the East 40 feet of Lot 21, Block 12, Grant Orchards in a portion of the Southwest Quarter of Section 21, Township 22 north, Range 27 East Wilamette Meridian, Grant County, Washington; WHEREAS, the Grant County Planning Commission made a recommendation to approve this proposed plat alteration with nine (9) conditions of approval; WHEREAS, the Grant County Board of Commissioners held a closed record public meeting on June 1, 1998; �'� i WHEREAS, the Board of County Commissioners have made a decision to uphold the � recommendation to approve the proposed plat alteration request with the conditions as stipulated by the Planning Commission; WHEREAS, the Board of County Commissioners have found that the proposal is consistent with the Grant County Comprehensive Plan; . WHEREAS, the Board of County Commissioners have found that the public use and interest will apparently be served by the plat alteration; WHEREAS, the Board of County Commissioners have found that the proposal will not adversely effect the health, safety, and general welfare of the public in the vicinity of the proposal; WHEREAS, the Board of County Commissioners have found that the proposal does not fall within an identified Critical Area as defined by the Grant County Resource Lands and Critical Areas Development Ordinance; Page 2 of 3 IN THE MATTER OF ALTERING LOT 20 AND A PORTION OF LOT 21, BLOCK 12 IN THE PLAT OFGRANT ORCHARDS LOCATED IN A PORTION OF SECTION 21, TOWNSHIP 22N, RANGE 27EWM GRANT COUNTY, WASHINGTON WHEREAS, the Board of County Commissioners have found that the Plat Alteration should be governed by the following nine (9) conditions of approval; NOW, THEREFORE, BE IT RESOLVED, that the Board of County Commissioners for Grant County, Washington approve by this Resolution, a plat alteration of an approximately 6.16 acre parcel into two lots (Lot A 1.6 acres, Lot B 4.56 acres). The subject site comprises Lot 20 and the East 40 feet of Lot 21, Block 12, Grant Orchards in a portion of the Southwest Quarter of Section 21, Township 22 north, Range 27 East Wilamette Meridian, Grant County, Washington (currently known as Assessor's Parcel #14-1398-006). This plat alteration is approved subject to the following conditions of approval: 1. Development shall be in compliance with the Growth Management Act, The County-Wide Planning Policies, The Washington State Environmental Policy Act, the Grant County Comprehensive Plan, the Grant County Zoning Ordinance, and all applicable local, state, and federal regulations, rulings or requirements. 2. Development shall comply with all applicable requirements of the Grant County Fire Marshal including but not limited to the Uniform Building Code arid Uniform Fire Code. 3. Development shall comply with all improvements and restrictions required by the Grant County Public Works Department. 4. Developer shall comply with all requirements deemed necessary by the Grant County Health District , the Washington State Department of Health, and the Washington State Department of Ecology regarding domestic water supply, sewage systems and storm water control and treatment including, but not limited to: RCW 90.48.080 Discharge of Polluting Water Prohibited; WAC 173-201, Surface Water Standards; WAC 173-201A, Ground Water Quality Standards and WAC 246-272, On-Site Sewage Systems. 5. If any Native American Grave site(s) or archaeological/cultural resources (Indian Artifacts) are found all construction activity shall stop and the owner/developer shall immediately notify the Colville Confederated Tribes and the Washington State Office of Archaeology and Historic Preservation. 6. Development shall comply with the requirements of the Grant County Auditor. Development shall comply with the requirements of the Grant County Assessor. 8. Any outstanding assessments shall be equitably divided and levied against the rernaining lots, parcels, tracts, or be levied equitably on the lots resulting from the alteration. 9. Proponent must submit a final plat alteration map in conformance with the Grant County Platting and Subdivision Ordinance and RCW 58.17. Done this �`. =': day of June, 1998.
