BOCC Action A motion was made by Commissioner Swartz, seconded by Commissioner Stevens,to approve items 2 through 4 on the agenda as presented. The motion passed unanimously. 1. Possible vouchers for Interfund Communications, insurance, legal services,grant administration, etc. (Approved) 2. Washington Rural Counties Insurance Program 2016—2017 Renewal Application, (Approved) 3. Amendment A to Washington State Military Department Grant Agreement#E16-197 between Grant County, by and through its Department of Emergency Management. The amendment changes the grant agreement end date from August 31, 2016 to September 30, 2016 and replaces Exhibit D, Original Milestones, with Revised Milestones. (Approved) 4. Corrected Subrecipient Agreement for CDBG Public Services between Grant County and the OIC of Washington (re Washington State Department of CDBG Contract No. 16-68420-005 with Grant County). The correction modifies a Federal Award Identification Number(FAIN) provided by Commerce listed on the agreement. (Approved) 9:30 a.m.—9:50 a.m. J Hammond, Board of Equalization Update 10:00 a.m.—10:20 a.m. Commissioners Office Safety Meeting 10:30 a.m.—10:45 a.m. Citizen Public Comment Period (No public in attendance) 11:00 a.m.—11:20 a.m. Open Record Public Hearing, Grant County Fair—Restroom Replacement Project Budget Extension The Commissioners held an Open Record Public Hearing to consider a budget extension request from the Grant County Auditor's Office—Accounting Department in the amount of$51,654.96 to the Grant County Fair—Restroom Replacement project fund. Madeline Prentice, Chief Accountant, stated this is a transfer the remaining fund balance from the Big Bend Economic Development Council (BBEDC) Fund#309.397 to the Fair— Restroom Replacement Project Fund#309.594. (note: that was already done,this hearing is a budget extension hearing to add the budget to the Fair—Restroom Replacement project). Page 2 of 6 Grant County Commissioners Minutes Week of August 29, 2016 A motion was made by Commissioner Stevens to close the public comment period. Commissioner Swartz gave back ground information stating the BBEDC disbanded in 2010 and the Board of Directors decided the remaining funds (payable to the County from a USDA grant that the BBEDC received) be transferred to the County. The EDC was then dissolved because there were no other projects. The BBEDC Board voted to transfer these funds to the County. Commissioner Swartz seconded to close the public comment portion of the hearing. The motion passed unanimously. Commissioner Swartz moved to approve the budget extensions as presented. Commissioner Stevens seconded and the motion passed unanimously, The hearing adjourned. The Commissioners wrote a letter of support for People for People's Public Transportation Grant project that will serve Adams, Lincoln, and Grant Counties. Open Record Public Hearing, Peter Lancaster Open Space Application The Commissioners held an Open Record Public Hearing to consider an application for Classification or Reclassification Open Space Land per RCW 84.34 from Peter Lancaster for the • following: • Parcel Nos. 151179000 through 151179015 located entirely within S 4,T 21, R 24 and is 642.51 acres in size;and • Parcel No. 151186001 located in the S%2 NE;SW; N%z SE;SWSE LS POR N of CO RD in S 8,T 21, R 24 and is 282 acres in size. , Pam Hill, Segregation Deputy of the Assessor's Office, discussed the project stating the proponent is breeding pygmy rabbits on this property and is working with the Department of Fish and Wildlife and is applying to put this in Farm Agricultural Conservation for Open Space. She stated Grant County does not have a Public Benefit Rating System so he will not get a reduction in taxes but he does not have to pay 7 years back taxes with penalties and interest. He is trying to keep the rabbits from becoming extinct, Discussion ensued. A motion was made by Commissioner Swartz, seconded by Commissioner Stevens,to close the public comment period. 7he motion passed unanimously. Commissioner Stevens moved to approve the recommendation of the Assessor's office and reclassify the parcels as presented. Commissioner Swartz seconded and the motion passed unanimously. The hearing adjourned. (Approved,the Board signed 2-Open Space Taxation Agreements) 10:10 a.m.—10:25 a.m. Open Record Public Hearing, Christopher Lyle Gray Open Space Application The Commissioners held an Open Record Public Hearing to consider to consider an application for Classification or Reclassification Open Space Land per RCW 84.34 from Christopher Lyle Gray for Parcel No. 150598010 located in a portion of Government Lots 4,5,and 12 within S 6,T 20,R 23 and is 78J9 acres in size. Pam Hill, Segregation Deputy, discussed the application stating this property was in Conservation Reserve Program (CRP) which expired. It was originally farmed in the 1980's and now wants it back into grazing land. He wants to go into Open Space Ag Conservation. (Farm and Agricultural Conservation land) The Assessor's Office recommends approval. New liquor application for Russell Creek (Richard and Wendy Shaw) 22132 Rd T.7 SW, Building C, Mattawa, WA 99349,from the Washington State Liquor and Cannabis Board, (Approved) 4. Budget extension request from the Administrative Services Coordinator in the amount of $125,080.00 for a Department of Commerce CDBG Public Services Grant No. 16-62210-005 which is pass through funding for the OIC of Washington. (Approved,the hearing was set for September 26, 2016 at 9:30 a.m.) HUMAN RESOURCES 5. Recommendation Memorandum regarding a 3rd Sick Leave Donation Request for an employee of Public Worl<s, Recipient No. 16-04. The Director recommends approval. Request to receive 2 days of onsite training from Cities Digital for the Laserfiche software the county currently uses. The cost will be$5,511.36 and funding would come from their training ' budget, (Approved) � 7. Request to purchase a conference room table from Business Interiors in the amount of$646,92 and 4 chairs from Staples in the amount of$431.96. This was approved in their Capital Outlay budget, (Approved) BUILDING DEPARTMENT AND FIRE MARSHAL'S OFFICE 8. Request to hire a third party to conduct plan reviews and inspections to assist their department with the new Washington State Energy Code requirements. (Approved) EMERGENCY MANAGEMENT 9. Request for a proclamation to proclaim September, 2016 as National Preparedness Month. (Approved) , CENTRAL SERVICES 10. Request to pay the final invoice from DW Excavating(progress payment#5)for the Fairgrounds Sewer project(CSD 1611) in the amount of$202,092.81 minus the $50,080.76 retainage. The total payment will be$152,012.05. (Approved) 11. Washington State Department of Enterprise Services,Agreement No. 2014-994 H (1-1)(changed from 2016-994) Invoice No. 5 payable to McKinstry Essention in the amount of$718,228.84 for construction costs; and Agreement No. 2014-994 A(1-1) (changed from 2016-994) Invoice No. 7 payable to McKinstry Essention in the amount of$251,645.17 for Professional Services, all for the Courthouse Campus Renovation project investment grade audit, design fees, and construction management.
