GRANT �OUNTY BOARD OF COMMISSIO�IERS
MONDAY,AUGUST 15, 2016
The Grant County Commissioners session began at 8:30 a.m. with Commissioners Carter and Stevens in
attendance, Commissioners Swartz was out part of the morning.
8:30 a.m.—9:00 a.m. Elected Official Roundtable Meeting
9:00 a.m.—9:20 a.m. J Strickler,ASC Update and Misc BOCC Action
A motion was made by Commissioner Stevens, seconded by Commissioner Carter,to approve items 2
through 5 on the agenda as presented. The motion passed with 2 Commissioners in attendance.
1. Possible vouchers for Interfund Communications, insurance, legal services,grant administration,
etc.
2. BOCC Chair signature on: (1) cover letter to the Washington State Department of Social &
Health Services (DSHS) which accompanies an Application for Agency Name Change (as relates
to GrIS'human services'department being Grant Integrated Services); and (2) DSHS
iAdministrator Change Notification Form, Behavioral Health Agency Service Provider to authorize
� listing Gail Goodwin as the Substance Use Disorder Administrator. (Approved)
3. Grant County Payment Request#7 to Washington State Department of Commerce on
Consolidated Homeless Grant(CHG) No. 16-46108-10, administered through the Grant County
Housing Authority, in Che amount of$33,974.11. (Approved)
4. Subrecipient Agreement for CDBG Public Services between Grant County and the OIC
(Opportunities Industrialization Center) of Washington on Grant County's CDBG Public Services
Grant with the Department of Commerce, Grant#16-62210-005 in the amount of$125,080 and
a term of July 1, 2016 through June 30, 2017, The pass-through dollar amount to the OIC of
Washington on this grant will be $121,580.00. (Approved)
5. Addendum to Vendor Agreement between Grant County, by and through Developmental
Disabilities, and Moses Lake Community Health to provide for education and information
services and Birth to Three Child Development Services. The Addendum modifies the contract
termination date from June 30, 2016 to June 30, 2017, (Approved)
9:30 a.m.—9:45 a.m. Consent Agenda (Items 1 through 7)
A motion was made by Commissioner Stevens, seconded by Commissioner Carter,to approve items 1
through 7 on the agenda as presented. The motion passed with 2 Commissioners in attendance.

Washington State Liquor and Cannabis Board. (Approved)
4. Special occasion liquor license for Highrollers. The event will be held at Sunlakes Resort, Coulee
City,WA. (Approved)
5. Multi-Agency Communications Center MACC Bond Claims Payment Request(Batch 01-27) in the
amount of$405,643.20. (Approved)
EMERGENCY MANAGEMENT
6. Request for out of state travel for Sandi Duffey to attend the International Association of
Emergency Managers Conference from October 14-21, 2016 in Savannah GA, (Approved)
PROSECUTING ATTORNEY'S OFFICE
7. Budget extension request in the amount of$68,915.00 to receive additional grant money from a
Department of Commerce Victim/Witness Assistance Grant. These funds are used to pay a
portion of the Victim Witness Coordinator's wages and benefits,training, and the language line.
(Approved,the public hearing was set for September 26,2016 at 9:30 a.m.)

Roderick Davis, Chairman of the Veterans Advisory Board,thanked the Commissioners and Staff
for their help with Veterans in our area. He is also requesting the commissioners advertise to
hire an independent contractor to support the VAB. Currently,the VAB does not have a phone
number to give people in the community to call. This person would work approximately 20
hours a week and be their Service Officer. Okanogan County
The VAB would also like an advertisement sent out that there is an opening on their Board,

MISCELLANEOUS ITEMS
The Chair of the Board was authorized to sign the Rick Mianecki (R. Mianecki 2nd Short Plat) File#P 16-
0178 (Preliminary P 16-0080) Final Plat Submission and Review.
As of this date,the Board, by a majority vote, does approve for payment those vouchers certified by the
auditing officer as required by RCW 42.24.080, and those expense reimbursement claims certified by the
auditing officer as required by RCW 42.24.090, in the amount of$1,439,887.01, as recorded on a listing
and made available to the Board.
