Allison, Chairman of the Grant County Commissioners is authorized to submit ihis application to the state of Washington on behalf of Sentinel Gap Water Association; Whereas, the County has committed resources in �he form of technical assistance, management, oversight and even receivership towards tackling public health crises throughoutthe area. Notable among �hose �ris�� are the drinking water problems of the S�anrise 1Nater Sy�tem in the Potholes Reservoir Area, the wastewater management issues in Royal City and Mattawa, and the drinking water system problems in Schawana, 4ther public health priorities have received outside funding or are under legal action. �eeking funding for �entinel Gap Water Association ta complete a water system plan is in line with county priorities and developed plans, and represents a solid step towards protecting the public health of the people of Grant County. NOW, THEREFCIRE, be it resolved that the Sentinel Gap Wa�er Association authorizes submission of this application to the state Department of Communiiy, Trade and Economic Development to request $24,000 for a Planning Only Grant, and certifies that, if funded, it: Will comply with applicabl� provision ofi Title 1 of the Housing and Community Development Act of 1974, as amended, and other applicable state and federal laws; Flas adopted and submitted, or will adopt as a result of the proposed activities and submitwi�h the final products of the CDBG Planning-Only Grant, a Community Development and Housing Plan that me�ts, at a minimum, the requirements of Title 1 of the Housing and Community Development Act o�F 1974, as amended; or a Final GMA Comprehensive Plan on file with the state Department of Community, Trade and Economic Dev�lopment. Has adopted and is following a Citizen Participation Strategy which provides opportunities for citizen participation comparable to the state's requirements as described in Section 104(a)(2)(3) af �he Housing and Community Development Act �f 1974, as amended; has complied with all public hearing requirements and provid�d citizens, especially low and moderate 6ncome persons, with reasonable advance notice of, and the opportunity to present their views during �he assessment of community development and housing needs, during the review of available funding and el�gible activities, and on the proposed activities; Has provided technical assistance to citizens and groups representative of low and moderate income persons that request assistance in developing proposals; Will provide opportunities fo�r citizens to review and comro7ent on proposed changes in the funded projec� and program performance; Has adopted, or will esfiablish a plan to minimize displacement as a result of activities assisted with CDBG funds; and assist persons actually displaced as a resulfi of such activities, as provided in the Uniform Reloca�ion Assistance and ReaM Property Acquisition Policies Act of 1970, as amended; Will not use assessments aga�nst properties owned and occupied by low and moderate income persons or charge user fees to recover the capital costs of CDBG-funded public improvements form low and moderate income owner occupants; Will conduct and administer its program in conformance with Title VI of the Civil Rights Act of 1964 and the Fair Housing Act, and will affirmatively fur�her fair housing,; and Has adopted or will adopt and enforce a policy prohibiting the use of excessive force by law enforcement agencies within its jurisdiction against any ind�viduals engaged in nonvioleni civii rights demonstration; and has adopted or will adopt and implement a policy of enforcing applicable state and local laws against physically barring entrance to or exit from a facility or location which is the subject of such nonviolent civil righ�s demonstration within its jurisdiction, in accordance with Section 104(1) of the Title 1 of the Housing and Community Development Act of 1974, as amended.
