The Grant County Commissioners session began at 8:30 a.m. with all Commissioners in attendance.

. A motion was made by Commissioner Stevens, seconded by Commissioner Swartz,to approve items 2,

motion passed unanimously.
1. Possible vouchers for Interfund Communications, insurance, legal services,grant administration,
etc.
2. Grant County Request for Reimbursement No.4 to the Department of Commerce on CDBG
General Purpose Grant No. 15-62210-022, Royal Water District Rehabilitation Project,for the

10. Amendment A to Department of Commerce Community Development Block Grant(CDBG)
- Program General Purpose Grant#15-62210-022 with Grant County for water system
� improvements for the Royal Water District. The amendment provides an additional $25,000 in
funding, bringing the grant total $775,000. (Approved)
11. Agreement between Grant County and Pegram Construction and Grant County for the
construction phase of the Royal Water District water system improvements project funded
through the Department of Commerce Community Development Block Grant(CDBG) Program
_ General Purpose Grant#15-62210-022. The term of the Agreement is from date of final
signature through project completion and in the amount of$609,842.17. (Approved)
12. Addendum (Extension of Current Agreement)to Vendor Agreement between Grant County, by
and through Developmental Disabilities, and Service Alternatives to provide Individual
Supported Employment and Group Supported Employment. The Addendum modifies the
contract termination date from June 30, 2016 to June 30, 2017. (Approved)
13, Addendum (Extension of Current Agreement)to Vendor Agreement between Grant County, by
and through Developmental Disabilities, and Goodwill Industries of the Inland Northwest to
provide Individual Supported Employment and Group Supported Employment. The Addendum
modifies the contract termination date from June 30, 2016 to June 30, 2017. (Approved)
14. Addendum (Extension of Current Agreement)to Vendor Agreement between Grant County, by
and through Developmental Disabilities, and First Choice Services to provide Individual
Supported Employment and Group Supported Employment. The Addendum modifies the
contract termination date from June 30, 2016 to June 30, 2017. (Approved)
15. Addendum (Extension of Current Agreement)to Vendor Agreement between Grant County, by
and through Developmental Disabilities, and EnTrust to provide Individual Supported
Employment and Group Supported Employment and Community Access. The Addendum
modifies the contract termination date from June 30, 2016 to June 30, 2017. (Approved)
16. Anticipating: Armored Car Services Agreement between Grant County, Washington, and
GardaWorld Cash Services for carrier services on behalf of the County at the locations,times,
prices, frequencies, and liability limits set forth on Schedule A to the Agreement. Term is
tentatively set at August 1, 2016 through December 31, 2017. (Not ready for si�nature)
17. Anticipating: 2016 Agreement Regarding Use of County Property for Public Purpose between
Grant County and Sage 'N' Sun, Inc. Term is Thursday,August 4 through Sunday,August 7, 2016.

10:30 a.m.—10:45 a.m. Citizen Public Comment Period
Elisa Dalluge came in to discuss a project she is working on regarding adults smoking with minor
children in vehicles. She worked with State Legislators to try to get this bill passed, but it failed.
She has worked with Senator Warnick and Representative Dent to revise the bill in hopes to get
it passed. Oregon recently passed this.

She hopes to get an Ordinance passed through the Grant County Health District/Health Board.
She will be attending the next Health Board meeting to discuss this.
Children cannot speak for themselves. Ms Dalluge gave numerous statistics on why this law
should be passed. She stated that currently foster parents cannot smoke with minors in the car.
She believes Grant County should take a leadership stance on this issue.
Commissioner Carter stated the Commissioners will discuss this issue at the next Health Board
; meeting.

2:30 p.m. —4:00 p.m. Open Record Public Hearing, 2016 Comprehensive Plan Amendments
� The Commissioners held an Open Record Public Hearing to consider the 2016 Comprehensive
Plan Amendments. 7yler Lawrence, Associate Planner, stated the Planning Department has
reviewed each of the 4 applications for compliance with SEPA, issued an addendum to the
County's Environmental Impact Statement as well as issued a Determination of Non-significance
and adopted all existing environmental documentation. This was issued on June 8, 2016.
Earl Laurent(Files P �6-0114,0115,and 0116)
The applicant has submitted a Site Specific Land Use Re-designation application requesting the
subject portion of the property be re-designated to Shoreline Development along with an
application for a rezone from Rural Remote to Shoreline Development 3.The proposal site is
comprised of a portion of a parcel totaling approximately 11.7 acres. The current
Comprehensive Plan Land Use Designation of the parcel is Rural Remote.
The proposal site is located along Park Lake Road NE, at the north end of Blue Lake, east of SR
17. The site is located in a portion of the SW% of S. 15,T. 24 N, R. 27 E,W.M., Grant County,
WA(portion of Parcel #16-2132-000).
The Planning Department forwarded this application to the Planning Commission with a
recommendation of approval, The Planning Commission forwards this application to the County
Commissioners also with a recommendation of approval.

, Commissioner Swartz moved to approve the recommendation of the Planning Commission and
approve the site-specific land use re-designation (Comprehensive Plan Amendment) as
presented, recognizing the 9 Findings of Fact. Commissioner Stevens seconded and the motion
passed unanimously.
_ Commissioner Swartz moved to approve the recommendation of the Planning Commission and
approve the Zone Change as presented, recognizing the 10 Findings of Fact. Commissioner
Stevens seconded and the motion passed unanimously.
Clint Brown (Files P 16-0122,0123, and 0124)
_ The applicant is seeking a site specific land use designation change of approximately 80 acres
from Rural Remote to Rural Residential 1. Additionally, the applicant has applied for a rezone of
� the property,from Rural Remote to Rural Residential 1.
The proposal site is located at the end of Rd. 10.8 NW, approximately one mile east of Dodson
Rd. NW. The site is located in a portion of the NW%of S. 11,T. 20 N, R. 26 E, W.M., Grant
County, WA(Parcel #s 16-0602-003, 16-0602-002).
Tyler Lawrence, Associate Planner, stated the Planning Department recammended denial of the
application to the Planning Commission, however the Planning Commissioner forwards this to
the County Commissioners with a recommendation of approval.
� Commissioner Stevens asked why staff recommends denial. Mr. Lawrence stated the burden is
on the application to provide and application that it meets the criteria of approval and Staff
does not believe this application meets this burden, The application does not justify the need
for additional rural residential 1 property other than state that the applicant wants RR1
property. Another element is that the applicant does not, at this time, have the water right to
provide enough water for a development of 5 acre lot sizes. Staff realizes this is not a reason to
justify the denial, it is something they had to take into account and could cause problems for the
applicant down the road. Staff felt these 2 reasons they could not recommend approval.
Sterling I<nudson, represents the land owner, discussed the application.
Tyler Lawrence clarified that it's not qty.1-5,000 gallon exemption per parcel, it's per project.
Even though there are 2 parcels in the application, it's considered 1 project. If they are going to
plat these parcels, it's considered 1 project and Ecology has determined it is 1 single project.
Clint Brown, applicant, stated they will only do 1 project at a time: 8 lots. That will give him
5,000 gallons?
Damien Hooper, Director, stated no, that may not be the case. He discussed cases before the
Eastern Washington Growth Management Hearings Board.
Commissioner Stevens reiterated the request today is for a Comp Plan Amendment and Zone
Change. The water issue will come to play later down the road.

Damien Hooper stated they want to make sure the applicant understand the water issues that
could arise in the future.
Commissioner Stevens reiterated the gamble Mr, Brown is taking with the water issue.
Discussion ensued.
Commissioner Swartz moved to close the public comment portion of the hearing, Commissioner
Stevens seconded and the motion passed unanimously.

CPM Development Corp(Files P 16-0129 and 0130) Propertv is owned bv Richard Callahan
The applicant has submitted a Site Specific Land Use Re-designation application requesting the
subject property be designated with a Mineral Resource Overlay. The subject proposal is
comprised of one parcel approximately 40 acres in size. The current Comprehensive Plan Land
Use Designation of the parcel is Irrigated.
Commissioner Carter has recused herself from this hearing due to a personal/family conflict.
The proposal site is located approximately 3/of a mile north of Rd. 4 SW and three (3) miles west
of Dodson Rd. SW. The site is the NW%of the NE%of S. 24,T. 18 N, R. 25 E, W.M., Grant
County, WA(Parcel # 15-1671-000).
The Planning Department forwarded this application to the Planning Commission with a
recommendation of approval. The Planning Commission forwards this application to the County
Commissioners also with a recommendation of approval.
Commissioner Swartz asked what mineral is going to be mined. Mr. Lawrence said "sand".
Josh Mears, Central Washington Concrete, stated he is here to answer any questions.
Commissioner Stevens moved to close the public comment portion of the hearing,

Town of Coulee Citv(Files P 16-0138,0139 and 0140) Multiple Propertv Owners
The proposal site is comprised of multiple parcels,with multiple owners,totaling approximately
142.9 acres. The application is proposing to expand the Urban Growth Area for the Town of
Coulee City and re-designate the area Residential, Low Density. There is an additional area
_ already within the UGA under public ownership (Grant PUD& USBR)that is proposed to be re-
designated Public Facility. The current Comprehensive Plan Land Use Designation of the parcels
, is Rural Residential 1, Rangeland, and Residential, Medium Density.
The proposal site is located along Pinto Ridge Road, south of Coulee City and north of the
railroad right-of-way. An additional site is located north of Rd. 36 NE and east of Rd. 1.8 NE.
. The site is located in the east portion of S. 3,T. 24 N, R, 28 E, and the east portion of S, 34,T. 25
N, R. 28 E, W.M., Grant County, WA. (Parcel #s 171412000, 171417000, 171418000, 171419002,
312181000, 312181001,070142002,070618000, 171583001, & 171586001).
The Planning Department forwarded this application to the Planning Commission with a
recommendation of approval. The Planning Commission forwards this application to the County
Commissioners also with a recommendation of approval.
Shirley Rae Maes, Council Woman and Mayor pro tem, stated they provide water and sewer to
some of the outside areas that are not in their UGA, and they would like to have them added to
their UGA. They want the public use land out,they will not be building on that parcel.
Commissioner Swartz moved to close the public comment portion of the hearing, Commissioner
Stevens seconded and the motion passed unanimously.
Commissioner Swartz moved to approve recommendation of the Planning Commission and
approve the site-specific land use re-designation and UGA Expansion as presented, recognizing
the 9 Findings of Fact. Commissioner Stevens seconded and the motion passed unanimously.
Commissioner Swartz moved to approve recommendation of the Planning Commission and
approve the Zone Change as presented, recognizing the 10 Findings of Fact. Commissioner
Stevens seconded and the motion passed unanimously.
Commissioner Stevens moved to approve all 4 Comprehensive Plan amendments as presented.
Commissioner Swartz seconded and the motion passed unanimously. That concluded the

BUILDING DEPARTMENT AND FIRE MARSHAL'S OFFICE
10. A request was received from the Grant County Fire Chiefs to implement a burn ban due to fire
conditions throughout the County. At this time,the Fire MarshaPs Office does not recommend
� the burn ban be put in place. (Approved the recommendation of the Fire Marshal's Office to
� not impose a burn ban at this time.)
