RESOLUTION NO. 99-210—CC
RESOLUTION APPROVING
A PRELiMINARY PLAT

WHEREAS, the Board of County Commissioners of Grant County have been advised by
the Grant County Planning Comxnission that an open record public hearing was conducted on November 3,
1999 on the matter of the Sunset Acres #2 Preliminary Plat. The subject site is located in a portion of the
Southwest Quarter of Section 7, Township 20 North, Range 26 East, Willamatte Meridian, Grant County,
Washington;
WHEIiEAS, the Grani County Planning Commission made a recommendation to
approve this proposed preliminary plat;
WHEREAS, the Grant County Board of Commissioners held a closed record public
meeting on December 7, 1999;
WfIEREAS, the Board of County Commissioners have rnade a decision to uphold the
recommendation to approve the proposed Preliminary Plat;
WHEREAS, the Board of County Commissioners have concluded that appropriate
provisions for drainage, roads, alleys, utiliries, public ways, water supplies, sanitary wastes, parks,
playgrounds, fire protection facilities, school sites and grounds and other public and private facilities and
improvements have been made;
WHEREAS, the Board of County Commissioners have found that the proposed
subdivision does conform to the general purpose of the Comprehensive Plan, and public use and interest
will apparently be served by the proposal;
WHEREAS, the Board of County Commissioners have found that a Mitigated
Deternunation of Non-Signi�cance was issued on October 27, 1999 and the requirements of SEPA have
been mat;
NOW, THEREFORE, BE IT RESOLVED, that the Board of County Commissioners
for Grant County, Washington approve by this Resolution, Sunset Acres #2 Preliminary Plat. The subject
site is located in a portion oi the Southwest Quarter of Section 7, Township 20 North, Range 26 East,
Willamette Meridian, Grant County, Washington; (Subject to the following Conditions of Approval).
CONDITIONS:
The following are conditions of approval, which were used in the Grant County Board of County
Commissioner's closed record public meeting to approve the proposed Major Plat;
1. The Proposal shall be in compliance with the Grant County Comprehensive Plan, the Growth
Management Act, The Washington State Environmental Policy Act, the Grant County Zoning
Ordinance, the Grant County Resource Lands and Critical Areas Development Ordinance and
all applicable federal, state, and local regulations, rulings or requirements.
2. Proposal shall comply with all requirements deemed necessary by the Grant County Health
District, the Washington State Department of Health, and the Washington State Department
of Ecology regarding domestic water supply, sewage systems and storm water control and
treatment including, but not limited to; RCW 90.48.080 Discharge of Polluting Water
Prohibited; WAC 173-201, Surface Water Standards; WAC 173-201A, Ground Water
Quality Standards; and, WAC 246-272, On-Site Sewage Systems.
3. Proposal shall comply with all requirements of the Grant County Fire Marshal and shall
comply with the Grant County Fire Flow Guidelines, the Uniform Building Code, Uniform
Fire Code and all other applicable requirements for �re protection/life safety.
4. Proposal shall eomply with all requirements of the Grant County Public Works Department.
5. Proposal shall comply with all requirements of the Grant County Auditor.
6. Proposal shall comply with all requirernents of the Washington State Department of
Transportation.
7. If any Native American Grave site(s) or archaeological/cultural resources (Indian Artifacts)
are found all construction activity sha11 stop and the owner/developer shall immediately
notify the Colville Confederated Tribes and the Washington State Office of Archaeology and
Historic Preservation.
8. Preliminary Plat approval shall be contingent upon conformance with all applicable land use
rules and regulations in effect as of September 20, 1999.
9. Proposal shall comply with all requirements of Grant County Fire Dis�rict #13, including but
not limited to adequate ingress and egress for emergency services.
10. Proposal shall comply with all requirements of,the United States Departrnent of the Interior,
Bureau of Reclamation and the Quincy Columbia Basin Irrigation District.
11. Proposal shall comply with all requirements of the Washington State Department of Ecology.
12. Preliminary Plat shall comply to the fullest extent possible the recommendations of the
Washington State Department of Fish and Wildlife listed below:
a. Maintain proposed housing developments at low densities by establishing a
minimum lot size of 5 acres or larger;
b. Disturb the natural vegetation only to the extent necessary for the construction of
access roads and building sites;
c. Strategically locate the building sites near access roads t further mznimize
disturbance and to maximiza the amount of open space around the perimeter of
the development;
d. Develop an aggressive noxious weed control program to prevent weeds from
increasing or invading into disturbed sites and adjacent habitats;
e. Encourage home site developers to incorporate natural vegetation into their
landscaping and land management schemes;
f. Report any occupied burrowing owl sites to the Ephrata of�ce of the WDFW for
consultation on protection, and
g. Through covenants in the land deeds, require strict control of cats and dogs to
avoid predation and harassment of wildlife populations, and;
