Week of June 1,1999
The Grant County Commissioners session was called to order at
9:00 am. by Chairman Tim Snead. All of the Commissioners
were in attendance with the Clerk of the Board.
The Commissioners read and approved the minutes of the
preceding session as written.
The Commissioners met with the Public Works Director
regarding Contract Execution-' 10' NE Reconstruction, Pinto Ridge
Road-Remedies, 10:30 Road Establishment Hearing (Sage Hill
Estates Division N0. 1), Letter-Blue Lake Summer Homes, HHW
Summaries.
A Public Hearing was held and a motion was made by
Commissioner Allison, seconded by Commissioner Snead that
Resolution Number 99-83-CC in the matter of establishing certain
roads commonly known as Handicap Dr. and Out-Of-Bounds Lane
aze a public necessity and establisl�es said roads as a part of the
county road system be passed. The motion canied.
The Commissioners signed a Contract with North Central
Construct�on,Inc. on the 10 NE Road, CRP 96-8 road project.
The Commissioners approved the request by the Sheriff's
Office to transfer $5,860 from #105.147.115.508.00.00.0 to
# 105.147.115.594.23.63.10.
The Commissioners approved the salary increase of Carrie
Boyd of the Treasurers Office to full time for the summer months.
The Commissioners approved the salary increase of Records
Clerk Jaynese Ruppke of the Sheriff s Ofiice to $2,111 per month.
The Commissioners approved the starting salary of Garth S.
Hensleigh of the Sheriffs Office at $7.00 per hour effective June
14,1999.
The Commissioners received a Summons and Complaint
from Jim Cochran and Elizabeth Cochran. The matter was referred
to the Prosecuting Attorney for handling.
As of this date the Board by a majority vote does approve for
payment those vauchers included in the list filed in the Auditors
O�ce 5/28/99 zn the total amount of $88,715.44.
As of this date the Baard by a majority vate does apprave for
payment those vouchers included in the list filed in the Auditors
Qffice 6J1/99 in the total amount of $4�1,9639I.
The Cammissianers received a Clazm for Damages from
Harvey Schaapman. The matter was refez�red to the Prasecuting
Attorney for handling.
Chairman Snead was autharized to sign. the Exemption from
Shoreline Management Action Substantial Development Pernnit
Requirements for Patrick and Helen Harrington.
The Commissioners approved the request fQr transfer of
funds by the Juvenile Probation Deparhnent to purchase an
aflditional security camera in the amount af $837.Q4.
The Cor�unissioners received the resignation af 3im Weitzei
from the Graund Water Management A.rea Execuiive Baard, and
the Urban and Rural Residential Ground Water Advisary
Committee.
Tk�e Cammissioners szgned the Payrall Viiarrants List
# I03904 through # 104350 for the month of Ivlay.
The Commissioners held a Fublic Hearing on the praposed
ordinance repealing Ordinance Numbers 110799, $1-106-CC, 82-
113-CC, 94-86-CC and enacting a new section to tl�e Grant County
Code by reenacting regulations �or boating and recreational water
activities, providing for the sa%ty of baats, swimmers, and others
usi.ng the waters of Grant County, and providing certain
regulations and restrictions on the use pf such waters, ar3d other
matters properly relating thereta. After taking puhlic testimany a
motion was made by Commissioner Allison, seconded by
Commissioner Moore to adopt the new ordinance with minar
adjustments. The motion carried.
The Commissioners held a cantinuatian af Public Hearing on
the matter af the City of Ephrata Uzban Grawth Area. The Public
Camment period was closed at the Hearing on the 24`'' of May.
After some discussion by the Commissioners a motion was made
by Commissioner Moore to amen.d the recommendation of the
Planning Commission ta include areas ��4 and 5. The motion was
seconded by Commissioner Allisan f�r discussion purposes. After
some discussion Conunissioner Moare restated her initial motzon,
seconded by Corrunissioner Snead, with Commissioner Aliisan
voting in opposition. The motion carried.
A motian was made by Commissioner Ailison, seconded by
Commissioner Maore that Resoiution Number 99-84-GC relating
to the iransfer of funds witliin the 1999 budget of the Law and
Justice Fund # 12I, Department # I b3 in the amount of $4,000 be
passed. The motion carried.
