The Grant County Commissioners session began at 8:30 a.m. with all Commissioners in attendance.

A motion was made by Commissioner Swartz, seconded by Commissioner Stevens,to approve items 2
through 8, 10 and 12 on the agenda as presented. Items 9 and 11 were not ready for signature. The
motion passed unanimously.
1. Possible vouchers for Interfund Communications, insurance, legal services,grant administration,
etc.
2, Washington State Department of Social and Health Services County Program Agreement No.
1663-70098 between Grant County, by and through Grant Integrated Services,for DVR VR Job
Service Contract. Term is July 12, 2016 through lune 30, 2018. (Approved)
3. Underwriting Engagement Letter between DA Davidson, Fixed Income Capital Markets, and
Grant County for the proposed offering and issuance of Limited Tax General Obligation
Refunding Bonds. It is anticipated this letter will be replaced and superseded by a bond
purchase agreement between the parties if and when the securities are priced following
successful completion of the offering process. Term is July 1, 2016 to offering of the securities.

4. Grant County, Washington, Policies & Procedures, Policy Number 800, Leave & Holidays.This
update modifies section 802.5, Sick Leave Pay Out. (Approved)
5, Grant County Payment Request#6 to Washington State Department of Commerce on
Consolidated Homeless Grant (CHG) No. 16-46108-10, administered through the Grant County
Housing Authority, in the amount of$36,896.86. (Approved)
6. Security Service Agreement between Grant County and PPC Solutions, Inc. for uniformed guard
service at Ephrata and Moses Lake District Court locations. Term is July 1, 2016 through
December 31, 2017. (Approved)

7. E911 County Coordinator Professiona) Development Contract SFY 2017,#E17-014, between the
Washington State Military Department, Multi Agency Communications Center, and Grant
County,Washington and WSMD Signature Authorization Form. Funding is in the amount of
$47,800 through the WSMD and State Enhanced 911 Funds. Term is July 1, 2016 through
August 15, 2017. (Approved)
8. Recommendation of Award by Century West Engineering on Washington State Department of
Commerce CDBG General Purpose Grant No, 15-62210-022, Royal Water District Rehab Project,
to Pegram Construction for the total low bid amount of$609,842.17 for Base Bid Schedule A
only. (The Department of Commerce previously approved the County's request for an additional
$25,000 in CDBG grant funding for the project. To that end,the lowest bid is approximately
$7,857.31 [1.3%] under the funded grant amount for construction of the 2016 Water
Improvements Project.) (Approved)
9. Anticipating: Armored Car Services Agreement between Grant County, Washington, and
GardaWorld Cash Services for carrier services on behalf of the County at the locations, times,
prices,frequencies, and liability limits set forth on Schedule A to the Agreement. (Item not
ready for signature)
10. Grant County Request for Reimbursement No. 9 on CDBG Public Services Grant No. 15-62210-
005 for the period June �—June 30, 2016,with the Department of Commerce and administered
through the OIC of Washington, in the amount of$34,958.65 This is the final reimbursement
request on this grant, which is successfully closing out with a $0.00 balance. (Approved)
11. Anticipating: 2016 Agreement Regarding Use of County Property for Public Purpose between
Grant County and Sage 'N'Sun, Inc. Term is Thursday,August 4 through Sunday,August 7, 2016.

MISCELLANEOUS ITEMS
Commissioners Carter and Swartz authorized Commissioner Stevens to sign 2 letters of support, in his
capacity as a member of the PCC Rail Authority. Each letter is addressed to the Washington State
Department of Transportation: Rail, Freight, and Ports Division, for the Williams Group Inc. and
W&I Railway's applications for a Freight Rail Assistance Grant"FRAP".
As of this date,the Board, by a majority vote, does approve for payment those vouchers certified by the
auditing officer as required by RCW 42.24.080, and those expense reimbursement claims certified by the
auditing officer as required by RCW 42.24.090, in the amount of$895,037.96, as recorded on a listing
and made available to the Board,
