The Grant County Commissioners session began at 8:30 a.m. with all Commissioners in attendance.
8:30 a.m.—9:00 a.m. Elected Official Roundtable Meeting
9:00 a.m.—9:50 a.m. ASC Update and Misc BOCC Action
A motion was made by Commissioner Stevens, seconded by Commissioner Swartz,to approve items 1
through 6,8 and 9 on the agenda as presented. Item 7 was not ready for signature. The motion passed
unanimously.
1. Possible vouchers for Interfund Communications, insurance, legal services,grant administration,
etc. (Approved)
2. Amendment No, 02 to Washington State Department of Social and Health Services, Division of
Behavioral Health and Recovery, County Program Agreement for Prevention Services No. 1563-
42476 with Grant County, Directions in Community Living. Amendment decreases the grant
award by$7,500 and updates Exhibit B,Awards and Revenues. (Approved)
3. Gorge Amphitheater Alcohol Operating Plan, May 2016, Legends Music, LLC, (Agreement
between Grant County by and through its officials and the Grant County Sheriff's Office and
Legends Music, LLC and Live Nation Worldwide, Inc. Term of Agreement is June 27, 2016
through December 31, 2016. (Approved)
4. Insurance Renewal Application (Storage Tank Pollution Liability Coverage Application) between
Grant County, Public Works Department, and Crum and Forster in the amount of$4,479.00 for
insurance coverage on Grant County aboveground and underground storage tanl<s. (Approved)
5. Request by the Ephrata Chamber of Commerce to use County property for the Thirteenth
Annual (2016) Basin Summer Sounds Music Festival,with event dates of July 15t" and 16th, with
set-up beginning July 14t"and tear-down on July 17t". (Approved)
6. 2016 Agreement Regarding Use of County Property for Public Purpose between Grant County
and the Ephrata Chamber of Commerce for its annual recreational event, Basin Summer Sounds.
Dates are luly 14t"through the 17th, inclusive of set-up and tear-down. (Approved)
7. Anticipating: Armored Car Services Agreement between Grant County, Washington, and
GardaWorld Cash Services for carrier services on behalf of the County at the locations,times,
prices, frequencies, and liability limits set forth on Schedule A to the Agreement. (Item not
ready for signature)
8. Amendment No. 01 to Washington State Department of Social and Health Services, DDA County
Day Program, Contract No. 1563-44724 with Grant County, by and through Grant Integrated
Services' Developmental Dfsabilities division. The amendment serves to: (1) increase the grant
amount from $661,181 to $1,269,907; (2) extend the term to June 30, 2017; (3) modify Section
7-Statement of Work; (4) modify Section 8's subparagraph b. Fees; modify Section 9— Billing
and Payment; and (5) Exhibit B—Program Agreement Budget. (Approved)

9. Recommendation from Century West Engineering on Washington State Department of
Commerce CDBG General Purpose Grant No. 15-62210-022, Royal Water District Rehabilitation
Project, to request an increase to the project's CDBG grant funding to cover the funding gap and
provide a small contingency to cover potential unforeseen conditions on the project. This is due
to the lowest bid received being over the budgeted amount. (Approved)
9:00 a.m.—9:10 a.m. L Pence, Berg V. Grant County Discussion "Executive Session"
Pursuant to RCW 42.30.110(1)(i) Commissioner Carter called an Executive Session to order at
9:03 a,m.to go until 9:13 a.m. to discuss with legal counsel representing the agency matters
relating to agency enforcement actions, or to discuss with legal counsel representing the agency
litigation or potential litigation. In attendance were Commissioners Stevens, Carter, Swartz, and
Lee Pence, Attorney.The session was continued to 9:7.8 a.m, Commissioner Carter closed the
session at 9:18 a.m.

10:30 a,m.—10:45 a.m. Citizen Public Comment Period (No public in attendance)
11:00 a.m.—11:50 a.m. Budget and Finance Update
1:30 p.m.—1:40 p.m. Open Record Public Hearing, Sheriff's Office and Prosecuting Attorney's
Office Budget Extensions
The Commissioners held an Open Record Public Hearing to consider the following budget
extension requests:
• Sheriff's Office in the amount of$932.00 to receive reimbursement funds from the
Washington State Parks and Recreation for the assistance of a Grant County Deputy
at a boat operator's school;and
• Prosecuting Attorney's Office in the amount of$58,801.00 to hire a new
District/Juvenile Court Deputy Prosecutor I position and to place a current Deputy
Prosecutor who was outside the Prosecutor's compensation scale,to a
District/Juvenile Court Prosecutor I wage
Dave Ponozzo, Undersheriff,discussed his request.
Commissioner Stevens moved to close the public comment portion of this hearing.
Commissioner Swartz seconded and the motion passed unanimously. Commissioner Swartz
moved to approve the budget extensions as presented. Commissioner Stevens seconded and
the motion passed unanimously. The hearing adjourned, (Approved, Resolution No. 16-061-CC)

Pursuant to RCW 42.30,110(1)(e) Commissioner Carter called an Executive Session to order at
2:00 p.m.to go until 2:50 p.m. to receive and evaluate complaints or charges brought against a
public officer or employee. In attendance were Commissioners Stevens, Carter, Swartz, Kirk
Eslinger and Matt Morrison, Human Resources, Penny Womal<,Assessor's Office, I<aren Maedl<e
and Pat Emmel, Union Representatives, and Melissa Mcl<night, Assessor. The session was
continued to 2:58 p.m. Commissioner Carter closed the session at 2:58 p.m.

3. Recommendation from the Clerk of the Board to void Resolution No. 16-059-CC (6/14/16)
relating to setting a hearing to declare surplus 3 Grant Integrated Service Vehicles. It was
determined that since each vehicle is under$2,500.00 in value, a public hearing is not necessary,
(Approved)
4, New marijuana license application for EVERBRIGHTGREEN (Willie and Carlos Velasquez) 9326
Neppel Road NE, Ste B, Moses Lal<e,WA 98837 (Producer Tier 3 and Processor) from the
Washington State Liquor and Cannabis Board. (The Commissioners voted to approve the
Production portion and the applicant, but deny the Processing portion as it is not permitted in
that aone/location.)
5. REVISED special occasion liquor license for Translational Pulmonary and Immunology Research
Center. They will be selling alcohol at the Campgrounds at the Gorge Amphitheater. (Approved)
CENTRAL SERVICES
6. Request to purchase 13 chairs for the Auditor's Office in the amount of$4,228,99 and purchase
furniture for the Accounting Department in the amount of$13,558.93, using the US
Communities contract no.4400003403. (Approved)
7. Washington State Department of Enterprise Services,Agreement No. 2016-994 H (1-1) Invoice
No. 2 payable to McKinstry Essention in the amount of$888,701.68 for construction costs; and
Agreement No. 2016-994 A(1-1) Invoice No. 4 in the amount of$170,357.80 for Professional
Services, all for the Courthouse Campus Renovation project investment grade audit, design fees,
and construction management. (Approved)
8. Request payment of McKinstry Change Order No, 1 for Contract No. 2014-994 H (1-1) in the
amount of$48,080.73 due to unforeseen changes and minor issues not discovered during the
development of the project. This will be paid from the contract contingency fund. (Approved)

9. Request to purchase orthoimagery in the amount of$6,000.00 through the State of
Washington-Statewide Imagery Subscription. (Approved)
BUILDING DEPARTMENT AND FIRE MARSHAL
10, Request for out of state travel for Dave Nelson to attend the International Code Council
business meeting and code hearings from October 16—22, 2016 in Kansas City, M0. (This item
is being placed on hold for further review)
FACILITIES AND MAINTENANCE
11. Request for a budget extension and to purchase a new key/locl<system for the Law and Justice
building, from Clark Security Products in the amount of$9,774.20 using the Washington State
Department of Enterprise Services Contract No. 04010. This will include software that will keep
trad<of codes, locations and proper accountability. (Approved)

As of this date,the Board, by a majority vote, does approve for payment those vouchers certified by the
auditing officer as required by RCW 42.24.080, and those expense reimbursement claims certified by the
auditing officer as required by RCW 42.24.090, in the amount of$2,898,665.94,as recorded on a listing
and made available to the Board.
