The Grant County Commissioners session began at 10:30 a,m. with Commissioner Carter in attendance.
'� Commissioners Swartz was out all day and Commission Stevens was out until 12:00 pm. Both were
excused.

A motion was made by Commissioner Stevens, seconded by Commissioner Carter,to approve items 2
through 5 on the agenda as presented. The motion passed with 2 Commissioners in attendance.
1. Possible vouchers for Interfund Communications, insurance, legal services,grant administration,
etc.
2. Amendment 1 to Washington State Department of Corrections contract#K11005 with Grant
County Prevention and Recovery Center(PARC). The amendment modifies Attachments B-
1/Scope of Work, G1/Budget, D-1/Substance Abuse Recovery Unit DOSA Report, and E-
1/Compound Release of Confidentlal Information. Effective date is April 1, 2016. (Approved)
3. Resolution No. 16-058-CC Authorizing Execution of Interagency Agreement between Grant
County Health District and Grarrt County, by and through Grant Integrated Services, to carry out
priority health improvement initiatives associated with the North Central Washington Youth
Marijuana Prevention and Education Program (ASC Action Item#4, below). (Approved)
4. Interagency Agreement(Interlocal Agreement) between Grant County Health District and Grant
County, by and through Grant Integrated Services,to carry out priority health improvement
initiatives associated with the North Central Washington Youth Marijuana Prevention and
Education Program. Period of performance is March 1, 2016 through June 30, 2017. (Approved)
5. Revision #160106 to Washington State Department of Social and Health Services (DSHS)
Contract No. 1563-43364, administered by Grant County, by and through Grant County
Integrated Services' Developmental Disabilities Department(DD Residential), Exhibit C.

MISCELLANEOUS ITEMS
As of this date, the Board, by a majority vote, does approve for payment those vouchers certified by the
auditing officer as required by RCW 42.24.080, and those expense reimbursement claims certified by the
auditing officer as required by RCW 42.24.090, in the amounts of$1,250,00, $677,818.45, and
$419,560.96, as recorded on a listing and made available to the Board.
The Chair of the Board was authorized to sign the Darryl and Rose Hudson (Hudson Short Plat) File#14-
6000 Final Plat Submission and Review.
The Chair of the Board was authorized to sign the Health District Voucher listing in the amount of
$45,�389.82.

4. Request to surplus 3 of their vehicles and auction them on the Department of Enterprise

5. Request permission to close Grant Mental Healthcare and PARC on June 22, 2016 so their staff

services will not be affected. (Approved)
CENTRAL SERVICES
6. Request to release payment to Public Works/Solid Waste in the amount of$5,732.21 for the
acceptance of the contaminated soil found in Parking Lot A. (Approved)
7, Request to release the 2nd progress billing for DW Excavating in the amount of$206,853.72 for
their work on the Fairgrounds Sewer Project(CSD 1611). (Approved)
8. Request to pay Fulcrum Engineering in the amount of$19,362.48 for their work on the removal
of the underground storage tanks found during the Parking Lot"A" project. Also a request to
make a partial payment to A Central Asbestos in the amount of$5,661,62 for the disposal of the
hazardous tanks and their contents. (Approved)
9. Request to release payment to Facility Dude (and EMG Engineering) in the amount of
$18,262.08 for a Facilities Condition Assessment. (Approved)
