AN ORDINANCE RE-ADOPTING AMENDMENTS TO THE
ZONING ORDINANCE, AMENDING THE RESIDENTIAL,
SUBURBAN, PLANNED UNIT DEVELOPMENT AND OPEN
SPACE RECREATIONAL SECTIONS OF THE GRANT COUNTY
ZONING ORDINANCE TO PROVIDE FOR RURAL AND
RESIDENTIAL DEVELOPMENT DENSITIES OUTSIDE OF
DESIGNATED INTERIM URBAN GROWTH AREAS AND/OR
URBAN GROWTH AREAS ON AN INTERIM BASIS, AND
OTHER MATTERS PROPERLY RELATING THERETO.
WHEREAS, the Board of County Commissioners (Board) of Grant County, Washington,
(the"County"),intends to fully comply with the Eastern Washington Growth Management Hearings
Board; and
WHEREAS,the Board adopted Ordinance/ResolutionNo.96-108-CC entitled,A Resolution
Adopting Grant County's Plan For Continued Compliance With The Growth Management Act,
constituting a"work plan" as required by RCW 36.70A.390; and
WHEREAS, said resolution/ordinance stipulates that the County will adopt interim
residential zoning density regulations for existing zoning districts consisting of Suburban(S-1,S-2,
S-3), Residential (R-1, R-2), and Open Space Recreational (O-SR); and

WHEREAS, the Board desired to pass/adopt a resolution/ordinance that temporarily
amended the County's R-1 (Residential),R-2(Residential),S-1 (Suburban I),S-2(Suburban II),S-3
(Suburban III),P-D (Planned Unit Development) and O-SR(Open Space Recreational) sections of
the GNant County Zonzng Ordinc�nce,affecting zoning districts outside of established interim urban
growth areas, to provide for a minimum lot area of two and one-half(2%z) acres and ma�imum
residential development densities for these districts at two and one-half(21/2) acres per living unit,
as part of the County's plan for continued compliance with the Growth Management Act (GMA);
and
WHEREAS, the Board adopted Ordinance/Resolution No. 97-39-CC on March 25, 1997,
An Ordinance Adopting Interim Zoning For Temporarily Amending Grant County R-1, R-2, S-1,
S-2, S-3, P-D, And O-SR zoning districts; and
WHEREAS, RCW 36.70A.390 empowers the Board to adopt interim zoning controls,
provided the County holds a public hearing on the proposed interim zoning control within at least
sixty (60) days of its adoption; and
WHEREAS, Ordinance/Resolution No. 97-39-CC was adopted and implemented as
stipulated in the County's "worlc plan", i.e., Ordinance/Resolution 96-108-CC; and
WHEREAS,the Board extended Ordinance/Resolution No. 97-39-CC for an additional six
(6)months with the adoption of Ordinance/Resolution No. 97-150-CC on September 23, 1997; and
WHEREAS, the Board extended Ordinance/Resolution No. 97-39-CC and
Ordinance/Resolution No. 97-150-CC for an additional six (6) months with the adoption of
Ordinance/Resolution No. 98-29-CC on March 23, 1998; and
WHEREAS, the Board extended Ordinance/Resolution No. 98-29-CC on September 23,
1998, with the adoption of Ordinance/Resolution No. 98-144-CC; and
WHEREAS,the Board extended Ordinance/ResolutionNo.989-144-CC on March 23, 1999,
with the adoption of Ordinance/Resolution No. 99-39-CC; and
WHEREAS, the Board desires to extend the protections and interim official controls in
Ordinance No. 99-39-CC, with modifications as set forth herein, for an additional six (6) months,
pursuant to RCW 36.70A.390; and

WHEREAS,the Board desires to adopt interim official zoning controls consistent with its
GMA comprehensive plan; and
WHEREAS, the Board expects to adopt its GMA comprehensive plan by September 30,
1999; and
�VHE�AS, the Board desires to pass/adopt an ordinance/resolution that temporarily
amends the County's R-1 (Residential),R-2 (Residential), S-1 (Suburban I) and S-2 (Suburban II)
sections of the GNant County Zoning O�dinance, affecting zoning districts outside of designated
IUGAs and UGAs,to provide for a minimum lot area of two and one-half(2%z)acres,and maximum
residential development densities for these districts at two and one-half(21/�) acres per living unit,
as part of the Coun�y's plan for continued compliance with the GMA; and
WHEREAS, the Board desires to pass/adopt an ordinance/resolution thaC temporarily
amends the County's S-3 (Suburban III),P-D(Planned Unit Development)and O-SR(Open Space
Recreational) sections of the Grant County Zoning O�dinance, affecting zoning districts of
designated IUGAs and UGAs, to provide for a minimum lot area of five (5) acres and maximum
development densities for these districts at five(5)acres per living unit,as part of the County's plan
for continued compliance with the GMA.
NOW,THEREFORE,THE BOARD OF COUNTY COMMISSIONERS DO HEREBY
ORDAIN AND ESTABLISH AS FOLLOWS:
1. That it is appropriate to readopt the interim official controls set forth
in Ordinance No. 99-39-CC, with modifications as set forth herein,
because the County has a worlc plan within the contemplation of
RCW 36.70A.390; and
2. That density restrictions and minimum lot sizes in the affected zoning
districts are required because the County is complying with previous
orders of the Eastern Washington Growth Management Hearings
Board; and
3. That interim official controls are required because the County is
complying with previous orders of the Eastern Washington Growth
Management Hearings Board and the requirements of the GMA;and

4. That the interim official controls are required to protect the zoning
districts while the County is studying and preparing its GMA
comprehensive plan; and
5. That a public hearing was held on said interim official control on
September 27, 1999; and
6. That the Board hereby adopts this interim official control,re-adopting
the interim of�'icial control set forth in Ordinance/Resolution No. 99-
39-CC as amended and set forth herein, temporarily amending the
following sections of the Grant County Zonzng Ordinance, and
establishing a minimum lot area of two and one-half(21/z) acres and
a maximum residential density of one(1)residential unit per two and
one-half(2%2) acres, outside of designated IUGAs and/or UGAs for
the following County zoning designations: Section VI--A, R-1
(Residential);Section VI--B,R-2(Residential);Section- Suburban-
1 (S-1); and, Section- Suburban-II (S-2); and
7. That the Board hereby adopts this interim official control,readopting
the interim official control set forth in Ordinance/Resolution No. 99-
39-CC, temporarily amending the following sections of the Gra�.t
County Zoning Ordinance, and establishing a minimum lot area of
five acres and a maximum residential density of one (1) residential
unite per five (5) acres, outside of designated UGAs and/or IUGAs,
for the following County zoning designations: Section - Suburban-
III(S-3); and, Section - XII, O-SR(Open Space Recreation); and
8. That the Board hereby adopts this interim official control,re-adopting
the interim official control set forth in Ordinance/Resolution No. 99-
39-CC,as set forth and amended herein,temporarily amending Grant
County Ordinance, Section XT P-D (Planned Unit Development), to
not talce precedence over the aforementioned affected interim zoning
chapters; and
9. That this interim official control shall be in force and effect for the
earlier of six(6)months from the date of adoption of this resolution/
ordinance by the Board, or the adoption of the County's new GMA
comprehensive plan.
