BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF GRANT
COUNTY, WASHINGTON, as follows:
WHEREAS, Grant County, Washington, is a class 3 county, duly organized and existing
under the Constitution and the laws of the State of Washington; and
WHEREAS,a petition for the formation of a hospital district in the Royal Camp,Royal City,
Smyrna, and Westslope Precincts, Grant County, Washington, was received by the Grant County
Board of County Commissioners(BOCC) and was certified by the Grant County Auditor(Auditor)
to be well over the required ten percent(10%) of the votes in the last General Election,pursuant to
RCW 70.44.030; and
WHEREAS, the petition included parts of Royal Camp precinct that are in Gxant County
Hospital District No. 1 and parts of Westslope precinct that are in Grant County Hospital District No.
2; and
WHEREAS,RCW 70.44.030 states the boundaries of a hospital district shall follow the then
existing precinct boundaries, and not divide any voting precinct; and
WHEREAS, the BOCC at a regular meeting set the petition on for hearing pursuant to
applicable law,and caused notice of the hearing on the petition for the establishment of Grant County
Hospital District No. 7 to be published in accordance with law; and
WHElaEAS, a lawfully conducted public hearing was held by the BOCC on September 15,
1999,to consider the petition for the formation of Grant County Hospital District No. 7, including
the Royal Camp, Royal City, Smyrna, and Westslope precincts, in Grant County, Washington; and

WHEREAS,during the public hearing,the BOCC considered written and/or oral objections
to the establishment of a hospital district and/or the proposed boundary lines, and the levy of taxes;
and
WHEREAS,RCW 70.44.030 provides that at the hearing on the proposed hospital district,
the BOCC shall change and fix the boundary lines where land has been improperly included as
deemed reasonable and just and conducive to the welfare; and
WHEREAS, the proposed hospital district, z.e., Grant County Hospital District No. 7,was
never intended to include a portion of Hospital District No. 1, and Hospital District No. 2; and
WHEREAS, the BOCC determined from the testimony at the public hearing, there was
support for the formation of a hospital district; and
WHEREAS, the BOCC has found and determined that Grant County Hospital District No.
7 will be conducive to the public health, welfare and convenience, and will be of special benefit to
- th�land included within the boundaries of same;and -
WHEREAS, the BOCC has found and determined that the Auditor shall set an election for
the formation of Grant County Hospital District No. 7; and
WHEREAS, said election shall also set forth the proposition of whether Grant County
Hospital District No. 7, if formed, shall be authorized to immediately levy at the earliest time
permitted by law on all taxable property located within the hospital district, a levy not to exceed
seventy-five cents ($.75)per thousand dollars of assessed value, or such further amount as has been
or shall be authorized by a vote of the people; and
WHEREAS, five(5)hospital district commissioners shall ba elected at the same election at
which the proposition is submitted to the voters as to whether such hospital district shall be formed.
The election of said commissioners for the proposed Grant County Hospital District No. 7 shall be
null and void if the ballot proposition to form the hospital district is not approved by the people.
NOW, THEREFORE,IS FOUND,DETERMINED AND ORDERED by the Grant County
Commissioners, Grant County, Washington, that the following legal description:
Commencing at the Southwest Corner of Section 11, Township 15 North, Range 24
E.W.M.;thence North 6 miles to the Northwest Corner of Sec.14,Township 16 North,
Range 24 E.W.M.;tihence West 6 miles to the Southwest Corner of Sec. l l,Township
16 North, Range 23 E.W.M.; thence North 2 miles to the Northwest Corner of Sec.
2, Township 16 North, Range 23 E.W.M.; thence East 14 miles to the Southwest
Corner of Sec.31,Township 17 North,Range 26 E.W.M.;thence North 6 miles to the
Northwest Corner of Sec. 6, Township 17 North, Range 26 E.W.M.; thence East 12
Miles to the Northeast Corner of Sec. 1, Township 17 North, Range 27 E.W.M.;
thence South 14 miles to the Southeast Corner of Sec. 12,Township 15 North,Range
27 E.W.M.; thence West 20 miles to the Southwest Corner of Sec. 11, Township 15
North, Range 24 E.W.M.

will constitute the boundaries of the proposed Grant County Hospital District No. 7.
BE IT FURTHER FOiJND, DETERMINED AND ORDERED, as follows:
Section 1: The proposed hospital district shall have five(5) commissioners elected at-large,
and a special three (3) day filing period will be opened, such three day period to be fixed by the
Auditor with whom such declarations of candidacy are filed.
Section 2: The Auditor shall put to a vote of the people the propositions set forth herein, in
accordance with law, on the November 2, 1999, General Election.
Section 3: All actions heretofore taken in connection with the Grant County Hospital District
No. 7 by the BOCC, County elected and appointed officials, County employees and staff, and/or
agent that are not inconsistent with the provisions of the Resolution are hereby ratified, confirmed
and approved.
Section 4: All resolutions or parts thereof in conflict herewith are hereby repealed to the
extent of said conflict. This Resolution shall be in effect from and after its date of adoption.
ADOPTED by the Board of County Commissioners of Grant County,Washington,this 17th
day of September, 1999.
