A motion was made by Commissioner Swartz, seconded by Commissioner Stevens,to approve items 2 �

2, Appointment and Oath of Office for Special Deputy Prosecuting Attorney by Garth Dano, �
Prosecuting Attorney for Grant County, and Hugh T. Lackie and Heather C.Yakely of Evans, I
Craven and Lad<ie, P.S. to perform and render legal assistance and advice relative to tax '
valuations,trial, and all associated appeals involving REC Solar ASA and/or its related entities.
Term is June 6, 2016 through August 31, 2017. (Approved) !
3. Public Services Grant Contract#16-62210-005 between the Washington State Department of ;
Commerce, Community Development Block Grant Program, and Grant County. The grant ,
provides public services through the Opportunities Industrialization Center of Washington to
low-and moderate-income persons in Grant and Adams Counties in the amount of$125,080, �

4. Grant County Payment Request#5 to Washington State Department of Commerce on
Consolidated Homeless Grant (CHG) No. 16-46108-10, administered through the Grant County �

2:00 p.m.—2:20 p.m. Open Record Public Hearing, Walker Road NE Vacation
The Commissioners held an Open Record Public Hearing to consider a petition requesting to
vacate a certain county road and right-of-way known as Walker Road NE (Roadlog 45130 ,
Mileposts 0.9 to 300 fee northeast) in S 15,T 20 N, R 28 E,WM.
Jeff Tincher, Public Worl<s Director, read the following Engineers report into the record:
The Board of County Commissioners of Grant County Washington has received a petition
to vacate that portion of County Road Right-of-Way(ROW)being a portion of County Road
Walker Road NE, Road Log Number 45130, from Mile Post 0.90 to 300 feet Northeast
(North Parcel Boundary of Parce1170935000), lying in Section 15 of Township 20 North,
Range 28 East W.M., all in Grant County, Washington, as highlighted on the attached
Exhibit A.

The Board of County Commissioners determined that consideration should be given to the
petition and directed the County Road Engineer to prepare a report on the proposed
vacation and abandonment for a public hearing to be held at 2:00 PM,June 7, 2016. The
Notice of Hearing was published in the County Official Newspaper and the Notice of
Hearing was posted at each termini in compliance with RCW 36.87.050.
This section of County Road ROW is currently unimproved and the County does not
maintain an active Road on this ROW. All affected parcels are either owned by the
proponents or have frontage on other currently maintained public roads.
1 find that, this section of County Road is not necessary and useful to the public and the
public would be benefitted by its vacation and abandonment.
James Eddie clarified that when they surveyed the property they found that in the original deed
from the government,Walker Road started at Randolph road and went all the way through to
an existing county road which is 10-NE Road. He owns the property that the vacation is located
on, the area inside the cyclone fence.
� Commissioner Stevens moved to close the public comment portion of this hearing.
Commissioner Swartz seconded and the motion passed unanimously. Commissioner Swartz
moved to approve the vacation as presented. Commissioner Stevens seconded and the motion

6, Recommendation to approve change orders#5 and#6 from DW Excavating for the CXT
bathroom project at the Fairgrounds (CSD 1611 and CSD 1613), Change order#5 is for the
demolition of existing bathroom#7 in the amount of$6,875.27 and Change order#6 is for the
water line deletion, re-routing and connection to the new CXT Bathroom in the amount of
$5,500.00, (Approved)
7, Request to release payment to A Central Asbestos in the amount of$5,661.62 for the
unanticipated gas tank removal and its contents, which were found during the Parking Lot"A"
project(CSD 1603). (Approved)
