CERTIFICATIONS OF COIVIPLit�I�CE Resolution ��_.,9�.-�o�-cc
WHEREAS, Grant County is applying to the state Department of Community, Trade and
Economic Development for funding assistance;
WHEREAS, it is necessary that certain conditions be met as part of the application requirements;
WIIEREAS, Tim Snead, Chairman, Board of Commissioners is authorized to subrnit this
applicatian ta the State af Washington on beh�lf of Grant County;
NOW, THEREFORE, be it resalved that �'rrant Caunty autharizes submission of this applicatian
to the state Department of Community, Trade and Economic Development to r�quest $103,520
ta support a TWI'1Tent based hausing demonstration, and certifies that, if funded, it:
l``�fi�ill comply with applicable provisions af Title 1 of the Housing and Community Development
Act of 1g74, as amended, and other applicable state and federal laws;
Has provided opportunities for citizen particip�tion com�arable to the state's requirements (those
described in Section 104(a)(2)(3) of the Housinb and Community Develapment Act af 1974 as
amended�; has complied with all public hearing requir�ments �nd provided citizens, especially
low- and moderate�income persons, with reason�ble �dvance notice of, and the apportunity to
present their views during th� assessment of community development and hausing needs, during
the review of available fiinding and eligible activities, �nd an the propased activitiies;
Has provided technieal assistance ta citizens and groups representative of low- and moderate-
income persons that request assistance in developing proposals;
Will provide opportunities for citizens to review and comment on proposed changes in the funded
project and pro�ram performance;
Will not use assessments against propez-ties owned and accupied by low- and moderate-incame
persons or charg� user fees to recover the capital costs of CDI3G-fund�d public improvements
frpm low- and moderate-income awner-occupants;
Will est�blish � plan to minimize displacement as � result of activities assisted with CDBG funds;
and assist persons actually displaced as a result of such activities, as provided in the Uniform
Relocation Assistance and Real Property Acquisition Policies Act of 1970, as amended;
Will conduct and administer its program in conformance with Title V 1 af the Civil Rights Act of
1964 and the Fair Holtsing Act, and will affirmatively further fair housing, (Title V 111 af the Civil
Ribhts Act of 1968); and
Has adopted and enforces a policy prohibiting the use of excessive force by law enforcement
�gencies within its jurisdictian against any individuals engaged in nonviolent civil rights
demonstrations; and has adopted and implemented a policy of enforcing applicable state and local
l�ws against physically barring entrance to or exit from a facility or location which is the subject
of such nonviolent civil rights demonstration within its jurisdiction, in accordance with Section
104(1) of Title 1 of the Hausing and Cammunity Development Act of 1974, as amended.
Will pravide, upon request, and prior to any obli�;�tion of fiinds being made, a camplete and
accurate CDBG Federal Funds Disclosure Report detailir�g the required applicant/grantee
information, and as appropriate other government assistance provided or applied for, interested
parties and expected sources, and uses of funds.
Grant County des�gnates Tim Snead as the authorized Chief Administrative Official and
authorized representative to act in all official matters in connectian with this application and Grant
County's participation in the Washingtan State CDBG Pragram,
