GRANT COUNTY BQARD OF COMMISSIONERS
MONDAY, MAY 23, 2016
The Grant County Commissioners session began at 8:30 a.m. with Commissioners Carter and Swartz in
attendance. Commissioner Stevens was out for the morning and excused.
8:30 a.m.—9:00 a.m. Elected Official Roundtable Meeting
9:00 a.m.—9:20 a.m. J Strickler,ASC Update and Misc BOCC Action
A motion was made by Commissioner Swartz, seconded by Commissioner Carter, to approve items 3
through 6 on the agenda as presented. Items 2 and 3 were not ready for signature. The motion passed
with 2 Commissioners in attendance,
1. Possible vouchers for Interfund Communications, insurance, legal services,grant administration,
etc.
2. Anticipating: Commercial Rental Agreement, 2016-2018, between Grant County and the
Washington State Council of Vietnam Veterans of America, Inc. for lease of office space at 1525
E. Wheeler Road in Moses Lal<e,Washington, 98823. (Item not ready for signature)
3. Anticipating: Agreement for Legal and Other Publication Services between Grant County and
Hagadone News Networl<, dba The Columbia Basin Herald. Term is July 1, 2016 through June 30,
2017. (Item not ready for signature)
4. Grant County Request for Reimbursement No. 2 to the Department of Commerce on CDBG
General Purpose Grant No. 15-62210-022, Royal Water District Rehabilitation Project, for the
period Feb. 1, 2016 through April 29, 2016, in the amount of$17,207.18, (Approved)
5. Agreement for Services, Contract Dacuments GCSO-0516, between Huntleigh USA Corporation
and Grant County/Sheriff's Office for security surveillance services at ten locations in Grant
County. Term is May 23, 2016 through May 3, 2021. (Approved)
6. Community Services and Housing Division, Office of Crime Victims Advocacy Grant No. S17-
31108-009 between Washington State Department of Commerce and New Hope Domestic
Violence and Sexual Assault Services to provide funding in support of the Domestic Violence
Legal Advocacy Program that ensures victims interests are represented and their rights upheld
within the criminal and civil justice systems. Term is July 1, 2016 through June 30, 2017.

10:30 a.m.—10:45 a.m. Citizen Public Comment Period ,

Steve and Linda Rasor came in today to speak about Lower Crab Creek Road which is a 35 mph �
road that was switched from being a "primitive road". Stabilizer has been added for a 2 mile �
stretch of the road so it is now not considered a primitive road. The stabilizer does not reach !
their property. They would like it returned to "primitive road" status with a speed �imit of 55 �
mph. '

They said that the snow plow and grater stops at Pelham's property, does not continue on to
their property.
This road is listed in the 6 year improvement plan to be paved.
Mr. Rasor is submitting a petition with signatures of the hunters driving on the road and the
neighbor's in the area,They indicated that Mr. Pelham puts debris and cones in the road, and
his corral is in the right-of-way.
11:00 a.m.—11:50 a.m, Budget and Finance Update
1:30 p.m.—1:40 p,m. Open Record Public Hearing, Sheriff's Office Budget Extension
The Commissioners held an Open Record Public Hearing to consider a budget extension request
from Sheriff's Office in the amount of$3,021.00 to receive reimbursement funds from the
Washington State Parks and Recreation Department for the assistance of a Grant County Deputy
at a boat operator's school.
There was no one in attendance to speak about this request.
Commissioner Stevens moved to close the public comment portion of this hearing.
Commissioner Swartz seconded and the motion passed unanimously. Commissioner Swartz
moved to approve the budget extension as presented. Commissioner Stevens seconded and the
motion passed unanimously. The hearing adjourned. (Approved, Resolution No. 16-055-CC)

MISCELLANEOUS ITEMS
As of this date,the Board, by a majority vote, does approve for payment those vouchers certified by the
auditing officer as required by RCW 42.24.080, and those expense reimbursement claims certified by the
auditing officer as required by RCW 42.24.090, in the amounts of$5,935.05 and $2,384,018.12, as
recorded on a listing and made available to the Board.

Vacation
The Commissioners held an Open Record Public Hearing to consider a petition to vacate a
certain county road and right-of-way known as Division.8-NE.
Jeff Tincher, Public Works Director, read the following Engineers Report into the record:

The Baard of County Commissioners of Grant County Washington has received a petition '
to vacate that portion of County Road being all that portion of County Road Division.8 NE, �
Road Log Number 40460,from Mile Post 0.00 to Mile Post 0.07, lying in Section 19& 30 �
of Township 22 North, Range 27 East W.M., all in Grant County, Washington, as
highlighted on the attached Exhibit A.
The Board determined that consideration should be given to the petition and directed the
County Road Engineer to prepare a report on the proposed vacation and abandonment �
for a public hearing to be held at 2:00 PM, May 24, 2016. The Notice of Hearing was �
published in the County Official Newspaper and the Notice of Hearing was posted at each �
termini in compliance with RCW 36.87.050,

The proponents of the petition own the majority of the frontage along the petitioned !
County Road. Division.8 NE is on the active County Road System. All affected parcels are �
either owned by the proponents or have frontage on other currently maintained public
roads.
1 find thpt, this section of County Road is not necessary and useful to the public and the
public would be benefitted by its vacation and abandonment.
Art Berg, petitioner, spol<e in favor of the vacation and stated he plans to purchase the land in �
front of this road if the vacation is approved.
Commissioner Stevens moved to close the public comment portion of this hearing.

GRANT INTEGRATED SERVICES
4. Effective April 1, 2016, Grant County/GrIS entered into a contract with North Central
Washington Behavioral Health for mental health and chemical dependency services. To stay
compliant, they request the following: (Approved)
a. Authorize the Treasurer and Auditor to close out PARC fund #115 and merge it with
Mental Health fund#108; (Resolution No. 16-048-CC)
b. Authorize the Treasurer and Auditor to rename Mental Health fund#108 to Behavioral I
Health; (Resolution No. 16-051-CC) �
c. Close the PARC Petty Cash account 115.111.70 in the amount of$165,00 and transfer ,
these funds to: (Resolution No, 16-050-CC)
i. $115.00 to Behavioral Health Petty Cash Fund #108,111,70; and ,
ii. $50.00 to Behavioral Health Petty Cash Fund#108.111.71.

5. Recommendation to charge the Grant County Democrats a $75.00 annual rental fee to utilize
the Democrat building located on the fairgrounds property for one meeting per month.

6. Recommendation to allow the Moses Lake Roundup Rodeo to offer for sale a combined ticket �
which grants admission into both the Grant County Fair and Roundup events for the 2016 Fair. ;

December 2016 for use of the Huck Fuller Building, which they currently utilize twice a month. �
