The billing is from Quincy Flying Service, Ric�C Weaver. The bill indicates services rendered during an August 2.8, wild land iire. West-Northwest of Quincy. The Fire district had called this office to �oordinate emergency resources of aircraft water drops on a fire which was inaccessible and extremely difficult to manage with normal fire apparatus. I cantacted Commissioner Snead who authori�ed the drops and the fire was under control by dark. Mr. Weaver flew 1.5 hours vs Chelan County's helicopter which flew 2.7 hours that day. Mr Weaver now feels that he should be paid for these services, even though he failed to bill for the services promptly. The iire was oY1 August 28, we received Chelan Coui�ty's bill on Sept 14, 1999, payment was made shortly after Oct 15, 1999. I leave the decision of payment to the Board. How ever if we are to make payment; it must be made with an emergency appropriation of funds as this service was not budgeted for the year 2000. The Board approved payment of Chelan County's flying services with another fire when we used Marty Shaw's aircraft from Ephrata, I sent the property owner a billing for the services of the helicopter on this fire. Mr Larry Matliews of London England ow�.is and operates the orchard, He has no instu�ance, and ��e billed him anyway. �e have not received payrnent nor has he contacted us since the �'ire.
