WHEREAS,the Board of County Commissioners of Grant County have
been advised by the Grant County Planning Commission that an open record public
hearing was conducted on October 4, 2000, on the matter of creating two lots from lot 19
' of Mattawa Acres #2, which is located in a portion of Section 4, Township 23 North,
Range 23 East, Willamette Meridian, Grant County, Washington. The current zoning of
the property is Open Space Recreation.
WHEREAS,the Grant County Planning Commission on October 4, 2000
made a recommendation to the Board of County Commissioners to approve this proposed
plat alteration, with the twelve conditions of approval;
WHEREAS, a SEPA Determination of Non-Significance was issued on
September 18, 2000;
WHEREAS,the Grant County Board of County Commissioners held a
closed record public meeting on October 24, 2000;
WHEREAS,the Board of County Commissioners have found that the
proposal is consistent with the Grant County Comprehensive Plan;
WHEREAS,the Board of County Commissioners have found that the
proposal will not be detrimental to the surrounding property;
WHEI2EAS,the Board of County Commissioners have found that the
proposal will not adversely effect the health, safety, and general welfare of the public in
the vicinity of the proposal;

WHEREAS,the Board of County Commissioners have found that the
proposal is consistent with and compatible to other existing or permissible uses in the
Open Space Recreation zone.
WHEREAS, the Board of County Commissioners have found that the
appropriate provisions for drainage, roads, alleys, utilities, public ways, water supplies,
sanitary wastes,parlcs, playgrounds, fire protection facilities, school sites and grounds,
and other public and private facilities and improvements have been made;
WHEREAS,the Board of County Commissioners have found that a
Determination of Non-Significance was issued on September 18, 2000, and the
requirements of SEPA have been met.
NOW, THEREFORE, BE IT RESOLVED, that the Board of County
Commissioners for Grant County, Washington approve by this Resolution, A plat
alteration to create two lots from lot# 19 of Mattawa Acres # 2, which is located in a
portion of Section 4, Township 14 North, Range 23 East, Willamette Meridian, Grant
County, Washington.
CONDITIONS:
The following are conditions of approval, which were used in the Grant County Board of
County Commissioner's closed record public meeting to approve the proposed Plat
Alteration.
1) Development shall be in compliance with the Growth Management Act, The County-
Wide Planning Policies, The Washington State Environmental Policy Act, the Grant
County Comprehensive Plan, the Grant County Zoning Ordinance, and all applicable
local, state, and federal regulations, rulings, and requirements.
2) Development shall comply with all applicable requirements of the Grant County Fire
Flow Guidelines and the Uniform Building Code and Uniform Fire Code including,
but not limited to:
a) Any site built structure and/or placement of pre-manufactured structures
are subject to building permits and code complianca per ordinance 98-
178cc.

3) Development shall comply with all improvements required by the Grant County
Public Worlcs Department including, but not limited to:
a) Provide a Re-Plat checic fee of$100.00
b) A mitigation fee should be imposed to help offset the cost to upgrade
the road in the future. The mitigation fee should be $656.00 which
represents 30% of tha upgrade cost of 328 feet of roadway to a BST.
c) Access permits must be obtained prior to a building permit.
4. Developer shall comply with all requirements deemed necessary by the Grant County
Health District,the Washington State Department of Health, and the Washington State
Department of Ecology regarding domestic water supply, sewage systems and storm
water control and treatment, including, but not limited to: RCW 90.48.080 Discharge
of Polluting Water Prohibited; WAC 173-201, Surface Water Standards; WAC 173-
201 A, Ground Water Quality Standards and WAC 246-272, On-Site Sewage Systems.
5. If any Native American Grave site(s) or archeological/cultural resources (Indian
_ Artifacts) are found, all construction activity shall stop and the owner/developer shall
immediatel�notify the Colville Confederated Tribes and the Washington State Office
of Archeology and Historical Preservation.
6. Proposal shall comply with all requirements of the Grant County Auditor.
7. Proposal shall comply with all requirements of the United States Department of
Interior, Bureau of Reclamation, and the South Columbia Basin Irrigation District.
8. Proposal shall comply with all requirements of the Grant County Assessor's Office.
9. Development shall comply with all requirements deemed necessary by the
Washington State Department of Transportation.
10. Approval of the plat alteration shall be contin�ent upon conformances with all
applicable land use rules and regulations in effect as of August 24, 2000.
ll. The Re-Plat shall be surveyed by; or under the supervision of a registered land
surveyor of the state.
12. The preparation of the final Re-Plat shall be certified on the Re-Plat by said
registered land surveyor that it is a true and correct presentation of the lands actually
surveyed.
