The Grant County Commissioners session began at 8:30 a,m. with all Commissioners in attendance.

A motion was made by Commissioner Swartz, seconded by Commissioner Stevens,to approve to hold
item 2 until next weel<as it is in need of a correction. The motion passed unanimously.
1. Possible vouchers for Interfund Communications, insurance, legal services,grant administration,
etc.
2. Grant County Request for Reimbursement No. 6 on CDBG Public Services Grant No. 15-62210-
005 for the period March 1— March 31, 2016, with the Department of Commerce and
administered through the OIC of Washington, in the amount of$14,919.53. (Item being held
until the following week so it can be corrected)

Items discussed were: Comprehensive Plan Amendments;Voluntary Stewardship Program

As of this date,the Board, by a majority vote, does approve for payment those vouchers certified by the
auditing officer as required by RCW 42.24.080, and those expense reimbursement claims certified by the
auditing officer as required by RCW 42.24.090, in the amount of$409,655.26, as recorded on a listing
and made available to the Board.

The Commissioners approved and signed the Grant County Public Works Payroll Salary Fund for the April
29, 2016 payroll.

Washington State Liquor and Cannabis Board. (The Commissioners approved the applicant and
production portion of the application; but denied the processing portion as it is not permitted
in that location/zone.)
6. Budget extension request from the Administrative Services Coordinator in the amount of
$330,000.00 for the following Strategic Infrastructure Program projects: (Approved,the public
hearing was set for
a. SIP#2016-01: Port of Ephrata, Fire Suppression System for Two Port-Owned Building,
$30,000 Grant;
b. SIP#2016-02 (formerly 2014-05): Port of Moses Lake,Wide-Body Hangar Infrastructure
Project, $200,000 Grant;
c. SIP#2016-03: Port of Coulee City (Grant County Port District#4)-Coulee City Clinic
Building,$100,000 Grant.
7. Recommendation from the Health Insurance Committee for Grant County to engage Mercer
Consulting to perform an annual self-insurance reserve fund evaluation and recommendation
for the County. (This item was placed on hold for further review)
CENTRAL SERVICES
8. Request payment of the first progress billing (Invoice No. 4019)for the Fairgrounds Sewer
Project(CSD 1611)to DW Excavating, Inc. in the amount of$131,771.88. (Approved)
11:30 a.m.—11:40 a.m. Open Record Public Hearing,Technology Services Budget Extension
The Commissioners held an Open Record Public Hearing to consider a budget extension request
from Technology Services in the amount of$95,000.00 to purchase 40 computer systems that
were not added to the Quadrennial Fund in error.
Joe Carter,Technology Services Assistant Director, discussed the budget extension.
Commissioner Swartz moved to close the public comment portion of this hearing.
Commissioner Stevens seconded and the motion passed unanimously. Commissioner Stevens
moved to approve the budget extension as presented. Commissioner Swartz seconded and the
motion passed unanimously. The hearing adjourned, (Approved, Resolution No. 16-044-CC)

A motion was made by Commissioner Stevens, seconded by Commissioner Swartz,to approve items 1

right-of-way known as Division.8-NE (Roadlog 40460, Mileposts 0,0 to ,07 in S 19 and 30,T 22 N,
R 27 E, WM. (Approved)

2. Single Source Supply Resolution No. 16-042-CC: Pursuant to RCW�6.32.270 and RCW 39.04.280
allow Counties to waive competitive bidding requirements for purchases which are limited to a
single source of supply. Grant County desires to use Snap-on Prolinl<Ultra Elite Diagnostic
Equipment and NEXIQTechnologies is the only company allowed to distribute this product.

3. Authorization to Purchase Snap-On Prolink Ultra Elite Diagnostic Equipment for the amount of
$11,999 not including shipping or sales tax. (Approved)

MISCELLANEOUS ITEMS
As of this date, the Board, by a majority vote, does approve for payment those vouchers certified by the
auditing officer as required by RCW 42.24.080, and those expense reimbursement claims certified by the
auditing officer as required by RCW 42.24.090, in the amount of$981,993.69, as recorded on a listing
and made available to the Board.
The Commissioners wrote a letter of support to the Mann-Grandstaff VA Medical Center for McKay
Healthcare and Rehabilitation Center contract renewal.
Recommendation Memorandum to initiate the Sick Leave Donation policy for John Raap (16-02) of the
Facilities and Maintenance Department. The Director recommends approval. (Approved)
