RESOLUTION APPROVING
A PLAT ALTERATION

WHEREAS, the Board of County Conunissioners of Grant County have been
advised by the Grant County Planning Coirunission that an open record public hearing was
conducted on July 5, 2000, on the matter of altering Lot 1of the Suirunerland Acres Phase 1 SP 3-
46 into (2) lots approximately 2.5 acres and 7.38 acres in size, located in a portion of Section 34,
Township 16 North, Ranga 23 East, Willamette Meridian, Grant County, Washington;
WHEItEAS, the Grant County Planning Commission on July 5, 2000 made a
recommendation to the Board of County Coinmissioners to approve this proposed plat alteration
with the (11) eleven suggested conditions of approval and (3) Findings of Fact;
WHEREAS, a DNS was issued on June 20, 2000 and the requirements of SEPA
have been met;
WHEREAS, the Grant County Board of Coi�unissioners held a closed record
public meeting on July 24, 2000 at 2:30 p.m. in the Commissioners Hearing Room of the
Courthouse;
WHEI2EAS, the Board of County Cominissioners have made a decision to
uphold the Planning Cormnission's recoinmendation to approve the proposed plat alteration
request;
WHEREAS, the Board of County Commissioners have found that the proposal
does conforin to the general puipose of the Grant County Comprehensive Plan;
WHEItEAS, the Board of County Commissioners have found that the public use
and interest will apparently be served by the plat alteration;
WHEREAS, the Board of County Commissioners have found that appropriate
provisions Cor drainage, roads, alleys, utilities, public ways, water supplies, sanitary wastes,
parks, playgrounds, fire protection facilities, school sites and grounds and other public and private
facilities and improvements have been made;

WHEREAS, the Board of County Con�unissioners have approved the P1at Alteration of
Lot 1, of the Surninerland Acres Phase 1 SP3-46 subject to the following eleven (11) Conditions
of Approval and three (3) Findings of Fact as recommended by the Planning Departinent:
CONDITIONS OF APPROVAL:
The following are conditions of approval, which were used in the Grant County Board of County
Coimnissioner's closed record public meeting to approve the proposed P1at Alteration.
1. Developinent shall be in coinpliance with the Growth Management Act, The County-
Wide Planning Policies, The Washington State Environment Policy Act, the Grant
County Comprehensive Plan, the Grant County Zoning Ordinance, and all applicable
local, state, and fedexal regulations, rulings or requirements.
Developinent shall comply with all applicable requirements of the Grant County Fire
Marshall, the Grant County rire rlow guidelines and the Uniform Building Code and
Uniform Fire Code including but not limited to:
a. Fire Flow requirements must Ue met.
b. All future developments are suUject to Unifornl Codes,
Development shall comply with all conditions imposed by the Grant County Public
Worlcs Department including but not limited to:
a. Provide Plat checic fee of $100.00
b. Access Permits required prior to obtaining building permits.
4. Developer shall coinply with all requirements deeined necessary by the Grant CoLtnty
Health District, the Washington State Department of Health, and the Washington State
Department of Ecology regarding domestic water supply, sewage systems and storm
water control and treatment including, but not limited to: RCW 90.48.080 Discharge of
Polluting Water Prohibited; WAC 173-201, Surface Water Standards; WAC 173-201A,
Ground Water Quality Standards and WAC 246-272, On-Site Sewage Systems.
5. If any Native American Grave site(s) or archaeological/cultural resources (Indian
Artifacts) are found all construction activity shall stop and the owner/developer shall
immediately notify the Colville Confederated Tribes and the Washington State Office of
Archaeology and Historic Preservation.
6. Proposal shall comply with all requirements of the Grant County Health Dis�rict
including but not limited to:
a. A site evaluation of the lot to deternzine soil type and suitability for septic systein
installation must be completed before final approval of the plat is given.

7. Proposal shall comply with all requirements of the Grant County Assessor.
Prelilninary Plat approval shall be contingent upon confornlance with all applicable land
use rules and regulations in effect as of May 10, 2000,
Proposal shall comply with all requirements of the Washington State Department of Fish
and Wildlife.
10. Proposal shall comply with all requirements of the Washington State Department of
Ecology.
11. Proposal sha11 comply with a11 requirements of the Grant County Auditor.
FINDINGS OF FACT:
The following are (3) three Findings of Fact, which were used in the Grant County Board of
County Commissioner's closed record public meeting to approve the proposed Plat Alteration.
1) The Grant County Board of County Commissioners has concluded that appropriate
provisions for drainage, roads, alleys, utilities, public ways, water supplies, sanitary
wastes, parlcs, playgrounds, fire protection facilities, school sites, and grounds and
other public and private facilities and improvements have been made
2) The proposed suUdivision does conform to the General Purpose of the
Comprehensive Plan in effect at the time the proposal was deemed technically
complete, and public use and interest will apparently be served by the
proposal.
3) A Determination of Non-Significance (DNS) was issued on June 20, 2000 and the
requirements of SEPA have been met.
NOW, THEREFORE, BE IT 12ESOLVED, that the Board of County Commissioners
for Grant County, Washington approve by this Resolution the Plat Alteration of Lot l, of the
Summerland Acres Phase 1 SP 3-46 into (2) two lots approximately 2.5 and 7.38 acres in size on
the following described property:
