meeting passed a motxon di�reciing that funds rema�ning
unexpended from direct IWM Cost Share purposes be directed for
purchase of deep soil sampling machines,

Re: Purchase of Deep Soil Sample Machines

At the meeting of the Columbia Basin GWMA �xecutive Board held on June 23,
2000, a discussion was held about the funding requirements of the Washington Conservation
Commission Grant #2, and the need to expend funds prior to July 1, 2000, Because of the
slow submission of IWM Cost Share billings, GWMA has the possibility of having to return
unexpended funds to the Grantor.
In an Irrigated and Dryland Agricultural GWAC meeting held in the fall of 1999, and
later in a GWMA Executive Board Meeting, a discussion was held and approved for the
intention of exploring the purchase of machines capable of doing deap soil samples. The
purpose would be largely educational in informing the cooperators oF how efficient their
practices are in preventing nitrate passage past the crop root zone. Due to insufficient
information at that time, GWMA decided to not pursue the purchasa of the deep soil sampling
machines, even though the concept of acquiring the machines was approved.
In light of the situation with the GWMA WCC Grant #2, the GWMA Executive Board
at it's June 23, 2000 meeting, passed a motion directing that funds remaining unexpended
from direct IWM Cost Share purposes be directed for purchase of deep soil sampling
machines prior to June 30, 2000. Monies expended would not exceed the amounts already
approved by the GWMA Executive Board and by Resolution from each of the County
Commissions.
We would request a Resolution from each of the County Commissions from Franlclin,
Adams, and Grant Counties approving the transfer of unexpended WCC Grant #2 funds from
GWMA IWM Cost Share programs to the purchase of deep soil sampling machines prior to
