a.m, by Chairman Deborah Maore. AII af �he Commissianers were in

The Commzssioners read and approved the mznu�es of the preceding

������ The Commzssianers approved the salary increase of Nathan Holman

�e Commissioners apprc�ved the salary increase of Ray Gonzalez of the
Grant County Fairgraunds to $9.00 per hour effectzve Apr�I 1, 2000.

Preliminary Plat Applica�zon from Reza F�rouzi, I�enney Pzeli�ninary Plat, a

Zo�e. 8ased on the request by the representatives of the prc�pc�nent, a
moti�n was made by Commissianer Allison, seconded by Commissioner
Snead that the �natter was cantinued until May 2, 204Q �t 1:�0 p.m. to be
heard in �onjunctzon with the Wol�kill Plat applicatzon loeated in the same
vieinitv. The �notian carried.

A motxon was made by Commissioner Snead, secand�d by Commissionex
Allisan that ResQlution Number 2000-3g-�C deszgna�ing Cheryl French to
provide the services of a County Designated Mental Heal-�h Professional for
Grant Couz�ty be passed. The motion carried.
The Commissioners met with t��e Public V�orks Director rega�ding
Award Recommendation-`1' SE/'K' S�, Sid Authorization-`5' I��V, IVloses
Poin�, lV�attawa-Disposal Issues, I�ing S�ort PIa�Road.
���a�3� A �notion was rnade by Commissioner Snead, seconded by
Commissioner Allison that Resolutzan Number 2000-40-CC in the ma�ter of
initi�.ting County Road Projec� designated as CRP No. 00-13 be passed. The
mfltit�n carriect.
������ A motion was made by Commissioner Snead, seconded by
Commissioner A1lison that Resolutzon I`�umber 2Q00-41-CC in the matter of
initia�ing County Road Projee� designated as CRP No. 00-12 be passed. Th�
mo�ion carried.
��c��-� The Commissic,ners upheld the recommendation of the Public Works
Direc�or �nd awarded the cc�n�ract f�r the `K' SE/'�' SE Road project to
Hilmes Construction, Inc.
;�..�����The Commissioners signed the Authorization to cali for Bids on May
23, 2400 at l Q:00 a.m. for the S 1`�V Rd. mp 8.62 tQ mp �4.07.
�.���-�� As of this date the Eoard by a majority vote does approve far payment
thos� vauchers included in the Irst f led in the AuditQrs tJffice 4128i200Q in
the total amount of$63,404.61.
¢.��,��:� As ofthis date the Board by a majority �ote does apprave for payment
those vauchers included in the list filed 'zn the Auditnrs (J�fice S/1/200� in
the total amount of$636,'729.17.
�},�.,����The �ommisszoners approved the request by the Sherxffs Qffic� to
purchas� one laserjet printer in the an�aunt c�f$1,063.8t} �rom Iaw and justice
funds.
#�!��� A motion was made by Cammzssioner A1lison, seconded by
Comm�ssioner Snead that Resolutian Number �Q�0-42-CC relating to the
transfer of funds wzthin the 2000 budget of the Auditor's C? & M Fund #124,
Department#1�b �n the amount of$14,563 be passed. The motion carried.
C�--��`��A motian was made by Commissioner A1lison, secon�ed by
Commissioner Snead that Resolution N�mber 2000-43-CC regarding
additzonal ��znding for the Conservation Dist�ict's sta.ff on the Cast Share
Program in the amoun� of$42,000 �"rom the C�Iumbza Basin Ground Water
Management Area budget be passed. The mot�on caz�ied.
F� ���-� A motion was made by Commissioner Allison, seconded by
Commissioner Snead that Resolution Number 2000-44-CC regarding a
budget augmentation request for the Kennedy/Jenks Consul*ants in the
amount of $10,407 from the Columbia Basin Ground Water Management
Area budget be passed. The motion carried.
��j��� A motion was made by Commissioner Allison, seconded by
Commissioner Snead that Resolution Number 2000-45-CC approving a
proposal for a research project submitted by the Dairy and Cattlemen
Gro�nd Water Management group entitled Winter Nitrogen/Water
Moveme�t in the amount of $15,100 from the Columbia Basin Ground
Water Man�.gement Area budget be passed. The rnotion carried.
������Chairman Moore was authorized to sign the Telecommunications Use
of Facilities Agreement with Public Utility District No. 2 and the Multi
Agency Communications Center (MACC).
;����i The Commissioners held a continuation of the closed record Public
Meeting on the Preliminary Plai Application from Reza Firouzi, Kenney
Preliminarv Plat, a Fourteen lot subdivision on approximately 31.11 acres in
the Light Industrial Zone. The proposed Plat is located in a portion of Farm
Unit 152, Irrigation Block 41, Columbia Basin Project, in the Southeast
Quarter of Section 1, Township 18 North, Range 28 East, the Southwest
Quarter of Section 6, Totivnship 18 North, Range 29 East, Willamette
Meridian. During the same meeting the Preliminary Plat Application from
Reza Firouzi for Wolfl�ill, a Twenty-Eight lot subdivision on approximately
36.54 acres in the Light Industrial Zone was considered at the request of the
proponents. This proposed Plat is located in a portion of Farm Unit 152,
Irrigation Biock 41, Columbia Basin Project, in the Southeast Quarter of
Section l, Township 18 North, Range 28 East, the Southwest Quarter of
Section 6, Township 18 North, Range 29 East, and the Northwest Quarter of
Section 7, Township 18 North, Range 29 East, Willamette Meridian. After
due consider�tion a motion was made by Commissioner Snead, seconded by
Commissioner Allison to refer both matters back to the Planning
Commission for further deliberation and reGommendation. The motion
carried.
g �..�55�. The Commissioners set a Public Meeting for May 30, 2000 at 2:00
p.m. regarding the Moses Pointe, Phase l, Final PUD Map, Final Planned
Unit Development of Phase l, Moses Point Subdivision which includes 186
single-family lots, 36 Multi-family lots, 11.11 acre commercial site, 122.08
acre golf course and associated facilities.
F�-l�� The Commissioners began the process of interviewing for the new
Human Resources/Administrative Coordinator position.
As there was no further business to come before the Board the session
was continued until May 3, 2000.

The session was continued at 10:00 a.m. vvith all of the
Commissioners in attendance with the Clerk of the Board.
£�����The Commissioners cantinued the intexviews for the Human
Res�urc�s/Administrative Coordinatar position.
As there was no further business to come before the Board the sesszon
was adjourned until May 8, ZQ00.
