J Strickler,ASC Update and Misc BOCC Action A motion was made by Commissioner Stevens, seconded by Commissioner Swartz,to approve items 2 through 6 and 9 through 16 on the agenda as presented. Items 7 and 8 were not ready for signature, The motion passed unanimously. 1. Possible vouchers for Interfund Communications, insurance, legal services,grant administration, etc. 2. Request to decrease Grant County's mileage reimbursement rate from 56.0 cents per mile to 54.0 centers per mile,to match the IRS rates that became effective January 1, 2015. The County's effective date of rate change will be on the date of BOCC approval. (Approved) 3. Update to Grant County,Washington, Policy Number 1300, Discipline/Corrective Action,which modifies some title changes for consistency. Effective date will be April 11, 2016. (Approved) 4. Memorandum of Agreement (Grant Integrated Services—Community Support Specialists) , between the Teamsters Local Union No. 760, representing the Grant Integrated Services � Community Support Specialists (Union) and Grant County, by and through Grant Integrated Services, regarding monthly stipend payments continuing through February 24, 2016. (Approved) 5. Memorandum of Agreement(Grant Integrated Services— Initial Services) between the Teamsters Local Union No. 760, representing the Grant Integrated Services Initial Services (Union) and Grant County, by and through Grant Integrated Services, regarding monthly stipend payments continuing through February 24, 2016. (Approved) 6. Memorandum of Agreement (Grant Integrated Services—Therapy Services) between the Teamsters Local Union No. 760, representing the Grant Integrated Services Therapy Services (Union) and Grant County, by and through Grant Integrated Services, regarding monthly stipend payments continuing through February 24, 2016. (Approved) 7. Anticipating: BOCC signature on Appointment and Oath of Office of Special Deputy Prosecuting Attorney between Garth Dano, Prosecuting Attorney,and Anthony Menke of Menke Jackson Beyer, LLP to serve as a Special Deputy Prosecuting Attorney to perform and render legal assistance and counsel regarding labor law, employment law and personnel matters, and such other matters and proceedings as required by the Prosecuting Attorney or designee. Term is from final signature through December 31, 2016. (Not ready for sig�nature) 8. Anticipating: Cash Receipts Program with Interface to dynamics 2015 R2 Proposal between Grant County, by and through the Grant County Treasurer, and A Systems Integrator(ASI). Grant County Request for Reimbursement No. 5 on CDBG Public Services Grant No. 15-62210- 005 for the period February 1—February 29, 2016,with the Department of Commerce and administered through the OIC of Washington, in the amount of$16,750.53. Grant County Request for Reimbursement No. 1 to the Department of Commerce on CDBG General Purpose Grant No. 15-62210-022, Royal Water District Rehabilitation Project, for the period November 1, 2015 through January 29, 2016, in the amount of$52,080.29. (Approved) 11. BOCC action on the Strategic Infrastructure Program (SIP) Advisory Committee's recommendations on the following SIP Projects: • SIP#2016-01, Port of Ephrata, Fire Suppression System for Two Port-Owned Buildings to modify the Port's request for funding to a $30,000 design/planning grant; • SIP#2016-02 (formerlv approved under SIP Proiect#2014-051 Port of Moses Lal<e, Wide-Body Hangar Infrastructure Project for approval of the Port's request for$200,000 in SIP grant funding. • SIP#2016-03, Port of Coulee Citv (Grant Countv Port District#4), Coulee City Clinic Building for approva) of the Port's request for a $100,000 grant. 12. Anticipating: BOCC Resolution in Re: Strategic Infrastructure Committee Recommendation for Funding on Strategic Infrastructure Program (SIP) numbers 2016-01, Port of Ephrata, Fire Supression System for Two Port-Owned Building; 2016-02 (formerly approved under SIP#2014- 05), Port of Moses Lake, Wide-Body Hangar Infrastructure Project; and 2016-03, Port of Coulee City(Grant County Port District#4), Coulee City Clinic Building. 13, Washington State Military Department Homeland Security Grant Agreement, Contract#E16-197 with Grant County, by and through Grant County Emergency Management. Funding is in the amount of$50,816 with a term of June 1, 2015 through August 31, 2016. (Approved) 14. Contract between Grant County, by and through Grant County Central Services, and Central Washington Asphalt, Inc. for the Grant County Parking Lot "A" Replacement project (CSD1603). (Approved) 15. Designation of Fiscal Coordinator pursuant to Department of Commerce Community Development Block Grant (CDBG)Construction Handbook's Section 4 on Grant#15-62210-022, Royal Water District Rehabilitation Project. (Approved) 16. Grant County Payment Request#3 to Washington State Department of Commerce on Consolidated Homeless Grant (CHG) No. 16-46108-10, administered through the Grant County Housing Authority, in the amount of$29,962.77. (Approved) 9:30 a.m.—10:00 a.m. Department Head Review . 10:00 a.m.—10:30 a.m. Grant Integrated Services Update—Conference Call 10:30 a.m.—10:45 a.m. Citizen Public Comment Period (No public in attendance) ; 10:30 a.m.—5:00 p.m, C Carter at NCWBH Appreciation Lunch (Columbia Station,Wenatchee) 11:00 a.m.—11:50 a.m. State Auditor's Office 2014 Accountability Exit Conference i 1:30 p.m.—1:50 p.m. M McKnight,Assessor's Office Update ' Page 3 of 7 Grant County Commissioners Minutes Week of April 11, 2016 2:00 p.m.—2:20 p.m. Open Record Public Hearing, Reinhold, Zundel Trust Open Space Application The Commissioners held an Open Record Public Hearing to consider an application for Classification or Reclassification Open Space Land per RCW 84.34 from the Reinhold Zundel Trust by Lewis H.Zundel,Trustee,for the following: • Parcel Nos. 181437000, 181438000, 181442000, 181458000, 181442001 and 181441000(added at the hearing) located within:the north half and the southwest quarter of S 13,T 21 N,R 30 E,WM;the southeast quarter,the northeast quarter and the west half of S 14,T 21 N, R 30 E WM;and the northwest quarter of S 24,T 21 N, R 30, E WM (with exceptions),all of which is 1271.61 acres in size; • Parcel No. 181479000 located in the SE S 32,T 21 N,R 30 E,WM which is 160 acres in size;and • Parcel No. 181429000 located in the NE and SWSW S 10,T 21 N, R 30 E,WM which is 200 acres in size. Pam Hill discussed the applications stating these parcels were at one time being farmed but he is no longer capable to farm them. Ms. Hill believes this property will be farmed in the future, once the property owner can find someone to lease or purchase the property. It is Open Space Agriculture and is requesting Open Space (holding state) and will be checked every 5 years. Lewis H. Zundel commented that he and the trust go together, and if someone wanted to buy the property,they would have to pay in gold, he doesn't want to waste his time with realtors. Commissioner Stevens moved to close the public comment portion of this hearing. Commissioner Swartz seconded and the motion passed with 2 Commissioners in attendance. Resolution 16-033-CC awarding a sub grant of their Coordinated Prevention Grant from the Washington State Department of Ecology to the Regional Board of Mayors, Electric City,for the reimbursement of costs associated with oil recycling in the Grand Coulee Dam area. The amount is not to exceed $282.00. (Approved) 2. Recommendation to award the Asphalt Hauling& Dispatch Services to Haney Trucl< Line in the approximate amount of$125,000,00 to $155,000.00 for the 2016 season if diesel prices remain constant. (Approved) 3. Jurisdictional Transfer in the matter of transferring jurisdiction of Pat Chee Drive (Roadlog 10593 MP 0.0 to 0.46) and Rights-of-Way in S 3,T 14 N, R 23 E, WM,to the City of Mattawa.
