The Grant County Commissioners session was called to order at 9:0o a.m. with all Commissioners in
attendance with the Clerlc of the Board.
COMMISSIONERS WORI� SESSION
The Commissioners approved the request of the Department of Community Development and District
Court for the budget extensions listed above. The dollar amount was reduced on the DCD request to
$139�917.00. The hearing was set for December 2�, 2007 at 9:0o am.
The budget extension request from Emergency Management was deemed unnecessary. They will add this
to their 2008 budget.
The Commissioners signed the VLAN Agreement.
As there was no further business to come before the Board the session was continued until December 4,

The Commissioners approved and signed Local Agency Agreement No. LA 6461, Supplement No. 1 for the
Bridge #i18, Rd F-NE Project.
The Commissioners signed Dedicated Service Awards for James R. Crawford and David W. Dills.

The session was continued at 9:0o a.m. with all the Commissioners in attendance with the Clerlc of the
Board.
OPEN ItECORI) PUBLIC HEARING, SOLID WASTE MANAGEMENT PLAN ADOPTIOlV
The Commissioners held an Open Record Public Hearing regarding the Solid Waste Management Plan
and its potential adoption. Derek Pohle discussed this zoo� plan update and stated the last update was
completed in 2000. Pursuant to Ch. �0.95 RCW is to establish a comprehensive state-wide program for
solid waste handling, recovery and/or recycling which will prevent land, air, and water pollution and
conserve the natural, economic, and energy resources of this state. Each County in Washington shall
prepare this plan for their own County.

Commissioner Stevens moved to close the public comment portion of the hearing, Commissioner Carter
seconded and the motion passed unanimously. Commissioner Carter moved to adopt the Solid Waste
Management Plan update as presented. Commissioner Stevens seconded and the motion passed
unanimously. The hearing adjourned. (Resolution No. o7-i69-CC)
OPEIV RECORD PUBLIC HEARING. JWENILE COURT BUDGET EXTENSION
The Commissioners held an Open Record Public Hearing regarding a budget extension request from the
Grant County Juvenile Court in the amount of $8,8�i.00 to receive a CASA Grant and expend it on
Furniture and Computers for Guardian ad Litem program. Commissioner Carter moved to close the
public comment portion of the hearing, Commrssioner Stevens seconded and the motion passed with
unanimously. Commissioner Stevens moved to adopt the budget extension as presented, Commissioner
Carter seconded and the motion passed unanimously. The hearing adjourned.

MISCELLANEOUS ITEMS:

The Commissioners approved the request of the Sheriff's Office to add to their 2008 budget a LTD Touch
Screen Monitor in the amount of $2,485.00.
The Commissioners approved and signed a Special Counsel Contract between Grant County and Heller
Ehrman LLP (Leslie Nellermoe) to perform legal assistance and render legal advice, relative to
enviromnental, Superfund Site and Landfill matters.

The Cornmissioners signed an Interagency Agreement between Grant County and Washington State
University Extension to continue a longstanding, joint funding relationship for county/area Extension
faculty and designated support staff.
The Commissioners approved a Geographic Information Interlocal Agreement between Grant County and
Fire Protection District #io for shared Geographical Information System (GIS) services.
The Commissioners approved a request of Grant Mental Healthcare to increase their petty cash at the
sites in Moses Lalce, Quincy, and Grant Coulee from $go.00 to $75.00. (Resolution No. o�-��a-CC);
and approved a petty cash box at their Therapy Reception Deslc in the amount of $75,00.
As of this date, the Board, by a majority vote, does approve for payment those vouchers certified by the
auditing officer as required by RCW 42.24.080, and those expense reimbursement claims certified by the
auditing officer as required by RCW 42.24.090, in the amounts of $126,859.65 and $475,001.90, as
recorded on a listing and made available to the Board.
The Commissioners approved the payroll final register for the month of November, 200�.
The Commissioners signed Resolution No. o7-x64-CC with certifications of compliance for CDBG
public Services Grant Only between Grant County, and the North Columbia Community Action Council
who is applying to the State Department of Community, Trade and Economic Development fur funding
assisfiance with a homeless housing grant.
The Chair of the Board was authorized to sign a Community Development Block Grant Public Purposes
Application, Consultant Agreement, Resolution with Certifications of Compliance, 2008 Project Summary
Form, Finding of Exemption and Categorical Exemption, Grievance Procedure, Applicant/Recipient
Disclosure/Update Report, between Grant County, the North Columbia Community Action Council, and
the State Department of Community, Trade and Economic Development for funding assistance.
The Commissioners passed the following budget related resolutions:
• o7-i68-CC, an ordinance/resolution increasing the 2008 Grant County Road property
tax levy by �% ($66,754.00);
• o7-i67-CC, a resolution approving the Current Expense budget for 2008;
• o7-i65-CC, a resolution approving the Mental Health budget for 2008;
• o�-i66-CC, a resolution approving the Veteran's Relief Fund budget for 2008.
The Chair of the Board was authorized to sign a Proposal Details for Chiller Replacement for Jail Chilled
Water System between Grant County and Sno Valley Process Solutions in the amount of $44�338•94•
The Chair of the Board was authorized to sign the Clara Davisson (H.M. Davisson Short Plat) Final Plat
Submission and Review, File #og-434o-02; and the Angela Pixton (Angela Pixton Short Plat) File #06-
4493-oi,
