The Grant County Commissio�ers session was called to order at 9:0o a.m. with all the Commissioners in
attendance with the Clerk of the Board.
COMMISSIONERS WORK SESSION
The Commissioners approved the recommendation from the Fairgrounds Facility Advisory Committee to
proceed with the planned improvements at the I'airgrounds with the exception of the proposed sewage
system, but to instead use an individual septic tank for Building i� which could be pumped if necessary,
and to go ahead with permits to see if a septic system could be approved; but denied their
recommendation for the County and City of Moses Lalce to use an arbitrator to amend their differences
regarding the Fairgrounds sewer system.

The Commissioners tabled the request from Dis�rict Court and from the Sheriff's Office, as listed above,
until further information can be received from the Prosecuting Attorney's Office.

CLOSED RECOI�D PUBLIC I-IEARING ALSERT DEES I�ASONt�BLE USE EXCEPTION
The Commissioners held a Closed Record Public Hearing regarding a Reasonable Use Exception
application for Albert Dees to allow the development of a single-family dwelling on a 1.25-acre parcel in
the Rural Residential � Zone of Grant County. The existing parcel does not meet the current density
requirements of the RR� Zone, which is one dwelling unit per 5 acres. Location of this proposal is just
east of intersection of Rd B-NW and State Route 28; and is a portion of S 2, T 2i N, R 26 E, W M(Parcel
No. i6-o6�2-001). Commissioner Stevens moved to uphold the Planning Commission recommendation
and approve the application as presented, recognizing the � Conditions of Approval and 6 Findings of
Fact. Commissioner Carter seconded and the motion passed unanimously. The hearing adjourned.

OPEN RECORI) PUBLIC HEARING DIS'I'RICT COURT BUDGET EXTENSION
The Commissioners held an open record public hearing regarding a budget extension for the Grant
County District Court Fund # 121, Department #163 in the amount of $i5,75o.0o for office furniture for
their remodel. Commissioner Carter moved to close the public comment portion of the hearing,
Commissioner Stevens seconded and the motion passed unanimously. Commissioner Stevens moved to
adopt the budget extension as presented, Commissioner Carter seconded and the motion passed
unanimously. The hearing adjourned. (Resolution No. o�-i3�-CC)

• Execution of Interlocal Agreement -Solid Waste Comprehensive Plan/City of Grand Coulee
e Resolution No. o�-ig6-CC in the matter of adopting a policy for certain county road
improvements when accepting contributions from the public and repealing Resolution ��-39-CC.
• Execution of Contract between Grant County and Glass Aggregate Systems for Equipment
Contract 200�-13 (Mobile Glass Pulverizer).
e Recommendation to permanently close the Allcali Drop Box and increase the operating hours at
the Mattawa Drop Box.
• Recomrnendations to award the Bridge #i63, Cannawai Valley Rd project (CRP o3-44) to
Tommer Construction, Inc. in the amount of $143�333•33; and award the Guardrail Safety
Project, (CRP o6-12, o6-i3, and o6-14) to Coral Construction Company in the amount of
$390�093.00.

DECISION
I�yle Foreman, President, presented CLEANPAWS (County Leadership and Employees Advocating
Needed Public Access to Waterless Sanitizers) to the Commissioners. It is a project to reduce on-the job
illnesses and germ transfer at Grant County facilities by purchasing hand sanitizer /hygiene stations for
emplo�ee and public use. A motion was made by Commissioner Carter, seconded by Commissioner
Stevens, to approve this purchase. The motion passed unanimously.

G BI�IT, FAIRGROUNDS CONTRACT FOR CONSTRUCTION SERVICE
The Commissioners approved and signed an AIA Document A1o1-x997 Standard Form of Agreement
between Owner and Contractor where the basis of payment is a stipulated sum between Grant County and
Whitebird, Inc. for Building i6 and 1� Improvements at the Fairgrounds.

The Commissioners held an open record public hearing regarding a budget extension for:
Grant County Developmental Disabilities Fund #125, Department #16� in
the amount of $8,179.0o for a vendor rate increase, Person to Person Fee for
service, and a 2.05 FTE salary and benefits increase;
Grant County Emergency Management Fund #1oi, Department #143 in the amount of
$i6,64o.0o for funding from the FYo4 Law Enforcement Terrorism Prevention Program
to purchase an Emergency Response Communications bus.
Commissioner Carter moved to close the public comment portion of the hearing, Commissioner Stevens
seconded and the motion passed unanimously. Commissioner Stevens moved to adopt the budget
extension as presented, Commissioner Carter seconded and the motion passed unanimously. The hearing

284,665.60, as recorded on a listing and made available to the Soard.

The Commissioners approved an out of staCe travel request for Bill West, Fairgrounds Manager, to attend
an International Fair and Expo Convention in Las Vegas, NV November 26 — 30, 3008.
The Commissioners approved a Request for Proposal to be advertised for the Ground Water Management
Area (GWMA) for their subsurface mapping and aquifer assessment project.
