The Grant County Commissioners session was called to order at 9:00 a.m. with all the
Commissioners in attendance with the Clerk of the Board.
The Chair of the Board was authorized to sign a Notice of Liquor License Application
Assumption Westshore Improvement, LLC dba The Stealchouse at Moses Pointe, 4524
Westshore Dr. NE, Moses Lalce, WA 98837; applicants are Moses Point Holdings, LLC.
The Commissioners approved the request of the Grant County Sheriff to demolish the old
Moses La1ce Substation building located in Base Housing.
The Commissioners signed a County Program Agreement Amendment No. 03 between
New Hope Domestic Violence/Sexual Assault Services and the Department of Social and Health
Services (DSHS) to transfer funds among line item budget categories.
As there was no further business to come before the Board the session was continued
until October 3, 2006.

The session was continued at 9:00 a.m, with all the Commissioners in attendance with the
Clerlc of the Board.
The Commissioners signed the Public Works Payroll Journal for the month of September,
2006.
The Commissioners signed the Public Works Claims Fund Voucher Approval No. 09-1
through No. 09-124 in the total amount of $402,079,87, as recorded on a listing and made available
to the Board.
As of this date, the Board, by a majority vote, does approve for payment those vouchers
certified by the auditing officer as required by RCW 42.24.080, and those expense
reimbursement claims certified by the auditing of�cer as required by RCW 42.24.090, in the
amount of $73,485,54, as recorded on a listing and made available to the Board.
The Commissioners met with the Public Worlcs Director regarding: 1:30 p.m. Bid
Opening for the Rd L-NE Maintenance Project; 2:30 p.m. Vacation Hearings for the Rd
4-NE/Moses Pointe and Rd 4-NE/ROW Vacation; CRP Resolutions for Rd E-NW /Sunland Rd.
Guardrail/and Rd H-SE Guardrail; Park Request; Martin Road; Airway Dr.; Moses Lake Gun
Club; and Drum Removal — Bid Issues.

The Commissioners held a bid opening for the Rd L-NE Maintenance Project. A motion
was made by Commissioner Moore, seconded by Commissioner Allison, to turn over the bids to
Public Works for their review and recommendation. The motion carried.
The Commissioners approved the recommendation of the Public Works Director to
award the Rd L-NE Maintenance Project to Basin Paving Co. in the amount of $28,042.75; and
approved the recommendation to reverse the execution of the Ephrata Landfill Drum Removal
Contract and wait until spring to rebid the project.
A motion was made by Cornmissioner Allison, seconded by Commissioner Moore, that
Resolution No. 06-238-CC, a resolution initiating county road projects and assigning CRP
numbers, be passed. The motion carried.
The Commissioners held an open record public hearing regarding a road vacation request
from Moses Pointe for 2 portions of right of way on Rd 4-NE and Westshore Drive. The Public
Works Director read into the record his engineers report. Commissioner Allison moved to close
the public comment portion of the hearing, Commissioner Moore seconded and the motion
passed unanimously. Commissioner Moore rnoved to accept the Public Works engineers report
as presented, Commissioner Allison seconded and the motion passed unanimously.
A motion was made by Commissioner Moore, seconded by Commissioner Allison, that
Resolution No. 06-239-CC, a resolution order granting vacation of Rd 4-NE and Westshore
Drive, be passed. The motion carried.
The Commissioners held an open record public hearing regarding a second request from
the Moses Pointe Development to vacate a portion of right of way, Rd 4 NE (vacating and
trading the 60 foot wide ROW for the offered 100 foot wide ROW). The Public Worlcs Director
read into the record his engineers report and stated that he is not in favor of the trade of rights-of-
ways. Commissioner Moore moved to close the public comment portion of the hearing,
Commissioner Allison seconded and the motion passed unanimously. Discussion was held
between the Board members. Commissioner Moore moved to continue the hearing until October
17, 2006 at 2:30 pm, Commissioner Allison seconded and the motion passed unanimously. The
hearing adjourned.
The Commisszoners approved the request of the Juvenile Court and Youth Services
Administrator to purchase and install light fixtures in the detention facility, in the amount of
$675.00.
The Commissioners approved the recommendation of the Human Resources Director to
increase the maximum hourly rate of pay for advanced levels of work to $15.00 per hour.

The Commissioners approved and signed a proposal between Grant County and DOH
Associates, PS for the Phase I Study, Survey, Preliminary Design and Cost Estimate of the Grant
County Fairgrounds.
As there was no further business to come before the Board the session was continued
until October 9, 2006.
