GRANT COUNTY BOARD OF COMMISSIONERS

Due to lack of a quorum from 8:30 a.m, — 4:00 p.m., no County business was conducted other than
county vouchers signed after 4:00 p.m.

Engineering Design Services (No bids were received for this project)
As of this date, the Board, by a majority vote, does approve for payment those vouchers certified by the
auditing officer as required by RCW 42.24.080, and those expense reimbursement claims certified by the
auditing officer as required by RCW 42.24.090, in the amounts of $790,112.27 and $163,951,17, as
recorded on a listing and made available to the Board.

The session was continued at 9:00 a.m. with Commissioners Carter and Stevens in attendance.
Commissioner Swartz was out and excused.

A motion was made by Commissioner Stevens, seconded by Commissioner Carter, to approve items 1, 2,
and 5 on the ASC Agenda as presented. Items 3 and 4 did not arrive for signature. The motion passed
with 2 Commissioners in attendance,
1. Possible vouchers for Interfund Communications, insurance, and/or grant
administration. (Approved)
2. Landscape and Grounds Maintenance contract between Grant County, by and through
Grant Integrated Services, and Joe's Tree and Landscape Service. (Approved)
3. Anticipating: CenturyLink ISDN PRS or DSS Advanced Rate Plan Agreement for
Washington Special Pricing. (Did not arrive for signature)

5. Grant County Request for Reimbursement No. 12 on CDBG Public Services Grant No. 12-
65400-002 with the Department of Commerce and administered through the OIC of
Washington, in the amount of $15,194.62. Of this amount, $1,500.00 is reimbursement
for the County's Administration costs for 2013. (Approved)

3. Conditional Use Permit (CUP) application from the City of Moses Lake for the District

HUMAN RESOURCES
4. Personnel Action Request for the salary, wage, and/or position changes for Stephen
Kozer and Brett Hill, Public Defense; and Tyson Hill, District Court. (Approved)
5. Personnel Action Request Recommendation regarding a request from the Fairgrounds
for an Exception to the Hiring Freeze to hire 1-Maintenance IV position. The Director
recommends approval. (Approved)

The following bid was received:
1. CDW Direct LLC $179,992,25
All bids were turned over to the Technology Services Department for review and
recommendation.
MISCELLANEOUS ITEMS
The Clerk of the Board was authorized to initial approval for Commissioners Carter and Stevens on a
request from the Sheriff's Office for out of state travel for Deputy Kyle Cox to travel to Antioch, CA to
conduct and interview and collect DNA of a victim.
The Commissioners gave approval to the Ephrata Farmers Market to use the county parking lot located
on 1St Ave. NW, behind the Methodist Church, on Saturday's only during the Farmers Market time
period.
The Chair of the Board was authorized to sign the Health District Voucher listing in the amount of
$4,240.01.
