The Grant County Commissioners session began at 8:30 a.m. with all Commissioners in attendance,

Elected Official Roundtable Meeting
J Strickler, ASC Update and Misc. BOCC Action
A motion was made by Commissioner Swartz, seconded by Commissioner Stevens, to approve items 1
through 6 on the ASC Agenda as presented. An additional item 7 was added to the agenda and
approved, The motion passed unanimously.
1. Possible vouchers for Interfund Communications, insurance, and/or grant administration.
(Approved)
2. Municipal Research and Services Center of Washington (MRSC) Rosters Washington Public
Agency Contract, Small Works Roster and Consultant Roster with Grant County. Term is June
1, 2013 through May 31, 2014. (Approved)
3. Anticipating: CenturyLinl< ISDN PRS or DSS Advanced Rate Plan Agreement for Washington
Special Pricing. (Did not arrive for signature)
4. Anticipating: CenturyLinl< Private Switch/Automatic Location Identification Service
Agreement. (Did not arrive for signature)
Washington State Department of Commerce, Office of Crime Victim's Advocacy Sexual
Assault Core Grant application in the amount of $124,363.00 and Prevention Grant
application in the amount of $11,567.00. (Approved)
Washington State Department of Social and Health Services Domestic Violence Shelter
Grant Application in the amount of $263,189.00 to provide an emergency shelter for
survivors of domestic violence as well as domestic violence advocacy services. (Approved)
ADDED ITEM: Grant application from the Mary Kay Ash Charitable Foundation in the
amount of $20,000.00 to purchase a vehicle for New Hope Domestic Violence and Sexual
Assault Services. (Approved)

Commissioners Office Safety Meeting
Citizen Public Comment Period
Harold "Ed" Schempp, Ephrata, came in today to discuss county employee parking areas and the
inability for the elderly to find parking. He noted that he see's employees parking on the street
where the public should be parking. Commissioner Carter stated that the Commissioners have
asked employees to not park on the street and to park in the employee designated parking only,
The Commissioners stated they will send another reminder email out to County employees,

11:00 a.m. —11:15 a.m. Open Record Public Hearing, Clinton and Anna Belle Moore Open Space
Application
The Commissioners held an Open Record Public Hearing to consider an Open Space application
from Clinton and Anna Belle Moore of 43.28 acres located at 4503 Highway 28 W, Ephrata, WA
98823 in the south half of the southeast quarter of S 32, T 21, R 26, WM (Parcel No. 160901000).
Pam Hill, Assessor's Office stated the property was in Current Use Open Space Conservation
Agricultural program for a horse ranch. The Moore's cannot I<eep up with the horse ranch but
since the property is still set up for this type of use, it is more than likely that the property will
continue with this type of use and should stay in this program. The Assessor's Office
recommends I<eeping it in this program.
Laure Grammer discussed their audit programs and their inspection cycle, they must fill out the
Assessor's Office Farm Management Plan paperworl< that is sent out every 6 years to stay in this
program.
Mr. Moore stated they would like to the property to continue in Open Space Agriculture.
Commissioner Stevens moved to close the public comment portion of the hearing.
Commissioner Swartz seconded and the motion passed unanimously, Commissioner Swartz
moved to approve the recommendation of the Assessor's Office and approve the Open Space
application as presented. Commissioner Stevens seconded and the motion passed unanimously.
The hearing adjourned. (Approved)
11:15 a,m, —11:30 a.m. Open Record Public Hearing, Delores Livingston Open Space Application
The Commissioners held an Open Record Public Hearing to consider an Open Space application
for Delores Livingston for 39.70 acres located in the northwest quarter of the northwest quarter
of S 18, T 22 N, R 27 E, WM (Parcel No. 161893000)
Pam Hill stated this was once pasture ground but the proponent has not been able to keep up
with the pasture and it has since gone idle. There is water to the pasture so it has a high
likelihood to return to pasture property if she should decide to sell the property or do it herself
in the future. A Farm Management Plan was sent to the owner and she is reapplying for the
Current Use Open Space Conservation Agricultural use. The Assessor's Office recommends
continuing this property in the Open Space use.
Commissioner Stevens moved to close the public comment portion of the hearing.
Commissioner Swartz seconded and the motion passed unanimously. Commissioner Swartz
moved to approve the recommendation of the Assessor's Office and approve the Open Space
application as presented. Commissioner Stevens seconded and the motion passed unanimously.

Grant County District Court 3rd Judge Announcement Meeting
A motion was made by Commissioner Swartz, seconded by Commissioner Stevens, to appoint
Tyson Hill as the new 3rd District Court Judge, effective July 1, 2013. The motion passed
unanimously.
MISCELLANEOUS ITEMS
The Commissioners approved and signed the Grant County Payroll Authorization form for the April 10
and 25, 2013 payrolls.
As of this date, the Board, by a majority vote, does approve for payment those vouchers certified by the
auditing officer as required by RCW 42,24.080, and those expense reimbursement claims certified by the
auditing officer as required by RCW 42.24.090, in the amounts of $777,592.32 and $677,089.62, as
recorded on a listing and made available to the Board.

A motion was made by Commissioner Stevens, seconded by Commissioner Swartz, to turn the
bids over to Public Worl<s for their review and recommendation. The motion passed
unanimously.
2:00 p.m. — 2:20 p.m. Open Record Public Hearing, Qwest Communications Company LLC
Franchise
The Commissioners held an Open Record Public Hearing to consider franchise application from
Qwest Communications Company LLC to construct, operate and maintain conduits and fiber
optic cables on along certain County Road Rights-of-Way within the Municipal Corporation of
Grant County for the purpose of providing long distance telecommunications services.
Derek Pohle, Public Works Director, discussed the franchise application and recommends
approval of the franchise.
Commissioner Stevens moved to close the public comment portion of the hearing,
Comrnissioner Swartz seconded and the motion passed unanimously, Commissioner Swartz
moved to approve the recommendation of the Public Works Director and approve the franchise
as presented. Commissioner Stevens seconded and the motion passed unanimously. "fhe
