The Grant County Commissioners session began at 8:30 a.m. with all Commissioners in attendance.

9:30 a.m. — 9:50 a.m. J Strickler, ASC Update and Misc. BOCC Action
A motion was made by Commissioner Stevens, seconded by Commissioner Swartz, to approve items 1
through 8 on the ASC Agenda as presented. The motion passed unanimausly.
1. Passible vouchers for Interfund Communicatians, insurance, and/or
grant administration. (Approved)
Z. BOCC action on Strategic Infrastructure Program (SIP� Advisory
Committee recommendation on SIP #2013-02, Moses Lal<e School
District Boys & Girls Club/Park Orchard Elementary School Clubhouse &
Community Center request for SIP funding in the amnunt of a
$13,772,78 loan and a$32,136.50 grant, far a total af $45,909.28. (The
BOCC appraved the SiP Committee's recommendation to deny this
funding}
3, BOCC Chair signature on Washington State Department of Commerce
Associate Development �rganization Certification/Designation Form,
designating the Grant County Economic Development Counci) as its
Associate Development Organization (ADO}. (Approved)

Pursuant to RCW 42.30.110(1)(i) Commissioner Carter called an Executive Session to order at
2:33 p.m. to go until 2:36 p.m. regarding the REC Litigation. In attendance were Commissioners
Stevens, Carter, Swartz, D. Angus Lee, Prosecuting Attorney, and Lee Pence, Civil Deputy
Attorney, Commissioner Carter closed the session at 2:36 p.m.
3:00 p.m. — 3:15 p.m. Consent Agenda (Items 1 through 13)
A motion was made by Commissioner Stevens, seconded by Commissioner Swartz, to approve items 1
through 13 on the Consent Agenda as presented. The motion passed unanimously.

Grant County Compensation Plan and Salary Structure for Non-Represented (non-
bargaining) employees and Solid Waste Bargaining Unit employees, effective January 1,

7. Approval of a 3.25% increase to the wage classifications for the following employees not
contained within the Grant County Compensation Plan and Salary Structure: Grant
Integrated Services and Public Defense, effective January 1, 2013. (Approved)
S. Approval of a 3.25% increase to the wage classifications for the following the employees
contained within the Grant County Compensation Plan and Salary Structure for the
Grant Integrated Services — Initial Services Union Bargaining Unit Employees.
