The Grant County Commissioners session began at 8:30 a.m. with all Commissioners in attendance.
8:30 a.m.—9:20 a.m. J Strickler,ASC Update and Misc BOCC Action
A motion was made by Commissioner Swartz, seconded by Commissioner Stevens,to approve items 2
through 11 on the agenda as presented. Item 2 was not ready for signature.The motion passed
unanimously.
1. Possible vouchers for Interfund Communications, insurance, legal services,grant administration,
etc.
2. Anticipating: Memorandum of Understanding,School Resource Officer(SRO),Wahluke School
, District No. 73, between Grant County, by and through the Grant County Sheriff's Office, and the
Wahluke School District, Term is from date of final signature to the end of the 2019 school year.

3. $150,000 payment to Port of Moses Lake for Industrial Waste Water Treatment Facility at the
Port of Moses Lake (pursuant to Resolution No.99-47-CC for twenty-year period of January 1,
1999 to January 1, 2019); payment is made through Economic Enhancement Rural County
account#133184.00.9931.535904907. (Approved)
4. $50,000 payment to Port of Moses Lake for Interlocal Industrial Process Water Systems
Agreement between Port of Moses Lake and Grant County(comprised of annual payments of
$50,000 for twenty-year period: January 1, 1999 to January 1, 2019); payment is made through
Economic Enhancement Rural County account#133184.00.9931.531105110. (Approved)
5. SCRBHO Agreement(Spokane Coun�Cy Regional Behavioral Health Organization (SCRBHO), a
division of Spokane County Community Services Housing and Community Development
' Department), Agreement No. 16MH1875, with Grant County, by and through Grant Integrated
Services. Term is April 1, 2016 through June 30, 2016. (Approved)
' 6. Resolution No. 16-014-CC in Re: Intergovernmental Cooperation Agreement (Interlocal
Agreement) between Grant County and the Grant County Conservation District(ASC Action Item
#7, below). (Approved)
7. Intergovernmental Cooperation Agreement (Interlocal Agreement) between Grant County and
the Grant County Conservation District for the Voluntary Stewardship Program, Term is January
14, 2016 to approximately October of 2019. (Approved)

The Commissioners receiued a petition requesting Public Works begin a pavement project on Road S
South East, which is currently gravel. They turned it over ta Public Works for review.
1:30 p.m,—1;40 p.m. Bid Opening, 2016 Crushing and Stockpiling
1 bid was received from DeAtley Crushing Company in the amount of$582,700.00.
A motion was made by Comrnissianer Swartz, seconded by Commissianer Stevens,to turn the
bid auer to Public Warks far their review and recammendation. The motion passed
unanimously.

7. Request to begin the Request for Proposal process to prep the building site of the new

Designation of County Commissioner Richard Stevens to serve as the County Legislative Authority on the
Canvassing Board for the Election to be held on February 9, 2016.
