The Grant County Commissioners session began at 9:0o a.m. with all Commissioners in attendance.

A motion was made by Commissioner Swartz, seconded by Commissioner Stevens, to approve items Y, 4
through 7, 9 and 10 on the ASC Agenda as presented. Items 2, g, and 8 did not arrive for signature. The
motion passed unanimously.
1. Possible vouchers for Interfund Communications, insurance,
and/or grant administration. (Approved)
z. Anticipating: Agreement Regarding Juvenile Court
Administration between Grant County Superior Court and the
Board of County Commissioners. Term is January 1, 2013
through December g1, 2oi6. (Did not arrive for signature)
3. Anticipating: Memorandum of Understanding between Grant
County and REC Silicon, Inc, to improve the current public
warning system by talcing advantage of current technology and
initiating the timely purchase and transition to a newer systern
with REC-donated software and materials which will provide for
mass notification and public warning. (Did not arrive for
signature)
4. Grant County Board of County Comrnissioners Administrative
Policy No. i2-oi, Social Media, which becomes effective February
19, 2013. (Approved)
5. Lease Agreement (Commercial Premises) between Grant County,
by and through Grant Integrated Services, and Pablo Cedillo and
Elsa Cedillo to lease a portion (approximately one hal� of
premises located at i3o Camela Street, Royal City, Washington
99357• Term is February i, 2oi3 through January g1, 2016 for

6. Professional Services Agreement for Legal Representation of
Indigent Individuals in Grant County Superior Court (Adult
Felony Only), Overflow/Conflicts Contractor, between Grant

Anticipating: Lease between Grant County Public Hospital
District No. 5, a Washington Public Hospital District having its
principal place of business at Mattawa Community Medical Clinic
at 210 Government Road, Mattawa, Washington 99349� and
Grant County, by and through Grant Integrated Services, for
undesignated office and procedure room space on a periodic basis
in the building located at 215 ist Street and Columbia, Mattawa,
Washington. Term is February 1, 2013 through January g1, 20�6

Grant County Board of Commissioners Ordinance Creating a
Franchise to Replace an Existing Franchise for Northland Cable
Television, Inc., to Continue to Operate and Maintain a Cable

A motion was made by Commissioner Stevens to turn over the bids to Public Works for their
review and recommendation. Commissioner Swartz seconded and the motion passed

Numerous bids were received (see attached bid tabulation).
A motion was made by Commissioner Swartz to turn over the bids to Public Worlcs for their
review and recommendation. Commissioner Stevens seconded and the motion passed
unanimously.

Pursuant to RCW 42.3o.i1o(1)(i) Commissioner Car�er called an Executive Session to order at

Commissioners Stevens, Carter, Swartz, and Lee Pence, Civil Deputy Attorney. Commissioner
Carter closed the session at 2:5o p.m.

2. Personnel Action Request Recommendation to start a promoted
employee at a step higher than i-3, Fairgrounds Maintenance Lead
position at a Band i2 Step 4. The Director recommends approval.

g. Personnel Action Request for the salary, wage, and/or position
changes for Jereme J. Roy, Fairgrounds. (Approved)
4. Personnel Action Request Recominendation regarding a request
from the Sheriff's Office to create a Facilities and Maintenance
Specialist position and an exception to hire such position. The
Director recommends approval and banding the position at Band ii.

Budget extension request in the amount of $35,269.0o to cover the
cost of item 4 above (Facilities and Maintenance Specialist position),

Traffic Safety Equiprnent grant to purchase a Lidar/Radar Unit.
