Elected Official Roundtable Meeting 9:00 a.m.—9:20 a.m. J Strickler,ASC Update and Misc. BOCC Action A motion was made by Commissioner Swartz, seconded by Commissioner Stevens, to approve items 3 through 9 on the agenda as presented. Items 2, 10,'and 11 were not ready for signature. The motion passed unanimously. 1. Possible vouchers for Interfund Communications, insurance, legal services,grant administration, etc. 2. Anticipating: Memorandum of Understanding,School Resource Officer(SRO), Wahluke School District No. 73, between Grant County, by and through the Grant County Sheriff's Office, and the Wahluke School District. Term is from date of final signature to the end of the 2019 school year. (Not ready for signature) . 3. Revision#160104 to Washington State Department of Social & Health Services (DSHS) Contract No. 1563-43364, administered by Grant County, by and through Grant County Integrated Services' Developmental Disabilities Department(DD Residential). This is an administration revision which changes the funding source that Client#20 has been funded under,with no rate change. (Approved) 4. Resolution No. 16-011-CC in Re: Strategic Infrastructure Committee Recommendation for Funding on Strategic Infrastructure Program (SIP) numbers 2015-05, Port of Quincy, 13`h Avenue NW Infrastructure Improvements as a $150,000 grant and a $75,000 loan; and 2015-06, City of George, Industrial Park No. 5 Street& Infrastructure Improvements as a $100,000 grant. (Approved) 5. 2016-2017 Health Services Agreement (Grant County Jail) between Grant County, by and through the Sheriff's Office, and Correctional Medical Associates (CMA)for the provision of reasonable and necessary basic medical care to the inmates of the Grant County Jail and/or satellite Work Release Facility. (Approved) 6. Anticipating: 2016-2017 Health Services Agreement (Grant County Youth Services) between Grant County, by and through the Grant County Youth Services, and Correctional Medical Associates (CMA)for the provision of reasonable and necessary basic medical care to the detainees of Grant County Youth Services. (Approved) 7, GovQA FOIA/Public Records Service Proposal for Grant County,Washington for software license and other optional services/items and WEBQA Master Service(s) Agreement for GovQA FOIA Applications. Term is from date of signature with automatic annual renewal. (Approved) 8. Contract between Grant County and Rob Witheridge, d/b/a A-Central Asbestos,for asbestos engineering/site work at the Grant County Courthouse, 37 C Street NW, Ephrata,Washington. Resolution No. 16-010-CC Authorizing Execution of Amended Intergovernmental Agreement between Chelan County, Douglas County, and Grant County Re: North Central Washington Behavioral Health,which creates a joint operation of the Counties to provide for integrated mental health treatment and chemical dependency treatment services. The resolution and amended agreement(signed January 25, 2016) supersedes the versions signed on December 14, 2015 under ASC Action Item Nos. 16& 17. (Approved) 10. Anticipating: Washington State Department of Social & Health Services DSHS and BHO Agreement on General Terms and Conditions, DSHS Contract No. 1684-56871, between Grant County,d/b/a North Central Washington Behavioral Health. Term is February 1, 2016 through December 31, 2020. (Not ready for signature) 11. Anticipating: Washington State Department of Social & Health Services Interlocal Agreement, BHO Program Agreement-Transition, DSHS Contract No. 1669-56702, between Grant County, d/b/a North Central Washington Behavioral Health. Term is February 1, 2016 through April 30, 2016. (Not ready for signature) 9:15 a.m.—9:25 a,m. 1 Mitchell during ASC Update, Potential Litigation Pursuant to RCW 42.30.110(1)(i) Commissioner Carter called an Executive Session to order at 9:15 a.m. to go until 9:20 a.m. to discuss with legal counsel representing the agency matters relating to agency enforcement actions, or to discuss with legal counsel representing the agency litigation or potential litigation. In attendance were Commissioners Stevens, Carter, Swartz, and Jim Mitchell, Civil Deputy Prosecuting Attorney, and June Strickler,Administrative Services Coordinator.The session was continued to 9:25 a.m. Commissioner Carter closed the session at 9:25 a.m. 9:30 a.m.—10:20 a.m. K Eslinger, Human Resources Update Items discussed were: Association (Courthouse/Youth Services/Public Works) 2016; Deputy Sheriffs 2015; Corrections 2016; Sheriff Support 2016;Therapy Letter Response; Recommendation (Sick Leave Donation)— Requestor 16-01; Accountant Recruitment; Comp Review—Clerl<of the Board; 2016 Compensation Adjustments; Healthcare Reserves; Emergency Management; and Youth Services. 10:30 a.m.—10:45 a.m. Citizen Public Comment Period Bonnie Holt Morehouse came to discuss Soap Lake and its healing waters. She is also a member of the Soap Lake Conservancy. She stated there was a study performed in 2005 by the Space Program gave $800,000 to Central Washington University,Western Montana University and the University of Missouri, scientist from those programs came here and gave a presentation on their study findings. She does not have a copy of the study. Commissioner Swartz asked about the report from 2005. Ms. Morehouse says she has been unable to obtain a copy of this report from John Glasgo, Soap Lake. She showed copies of newspaper articles she has been saving (attached). Discussion ensued on the minerals in the lake. Page 3 of 8 Grant County Commissioners Minutes Week of February 1, 2016 Her concern is when every time water is pumped out of the lake and the minerals are being removed as well. The mineral level is becoming less and less each year. Surface water is being used by local businesses/hotels and pumped into those businesses. Department of Ecology wrote a letter to the Soap Lake City officials regarding Hydroplane and Jet-Ski races on the lake (attached). They have been receiving phone calls from residents who are concerned with this type of activity on Soap Lake. They stated their Shoreline Master Program does not mention any type of water-craft competition taking place on Soap Lake,therefore needs to be reviewed for their Shoreline Conditional Use Permit. The microphones stopped working appropriately and the final moments of the meeting couldn't be heard. 11:00 a.m.—11:50 a.m. I<&L Gates—Resolution No. 16-009-CC Approving the Limited Tax General Obligation Bonds to Finance Certain Courthouse Upgrades, Historical Preservation, and Juvenile Facility Improvements (Conference Call) The Commissioners held an Open Public Meeting to adopt Resolution No. 16-009-CC authorizing the issuance and sale of Limited Tax General Obligation of the County in the aggregate principal amount of not to exceed $7,200,000,00 to finance certain courthouse upgrades, modernization and historical preservation and improvements to the Juvenile betention facility of the county; providing for the annual levy of taxes to pay the principal of and interest on the bonds; and delegating certain authority to the county Treasurer in connection with the sale. � Cynthia Weed discussed the terms of the bond. Commissioner Swartz moved to approve Resolution No. 16-009-CC as presented. Commissioner Stevens seconded and the motion passed unanimously.
